Environmental populism in Slovakia

The aim of this thesis is to identify the characteristics of environmental populism in Slovakia, which has been promoted by right-wing parties, labelled as populist, and which has been promoted in relation to the issues of nature conservation and the climate crisis in speeches in the National Council of the Slovak Republic on a specific bill amending Act No. 543/2002 Coll. on the Protection of Nature and the Countryside, the so-called reform of national parks. The theoretical part identifies the status and challenges of nature conservation in Slovakia, the attitudes of experts and the general public, as well as the proposed reform of national parks. The theoretical framework of the thesis includes the definition of populism and environmental populism and other phenomena associated with populism. The empirical part consists of an analysis using two methods - qualitative critical discourse analysis and quantitative method of holistic grading of 161 speeches of actors who were elected to the Parliament in 2020 on the electoral lists of Kotlebovci - Ľudová strana Naše Slovensko (Kotlebovi - the People's Party Our Slovakia) and We are Family (Sme rodina). Symptoms of Failures Inside the State Administration of the Czech Republic: Case Study of the New Green Savings Subsidy Program

This thesis investigates the mode of operation and indications of failures of the State Environmental Fund of the Czech Republic (SEFCR) and the subsidy program New Green Savings (NGS). The research question is motivated by the author's personal experience with the state and operation of the public administration. This thesis is a case study built upon the experience of the author and statements from witnesses, using the qualitative research method of process tracing. The author is a project manager who worked at SEFCR for almost 7 years and is thoroughly familiar with the work environment. The thesis identifies problem areas and symptoms of failures and clarifies operation mechanisms of SEFCR and the NGS program. Moreover, the thesis details how and why a loyal state employee becomes a "troublemaker" and "whistleblower", and further points out possible consequences and impacts of the defective system. Inadequate legitimization of public tenders: The case of PID uniform vehicle paint design

This bachelor thesis deals with insufficient legitimization of public tenders. As the main case, the design competition for the new coloring of vehicles falling under the Prague Integrated Transport is analyzed here. In the theoretical part, the general theory about public policies as public processes will be presented with the help of professional literature. Specific theories will concern the theory of legitimation. The main interest will also be the presentation of the ideal model of public competition from the point of view of public administration theory. In the practical part, primarily qualitative methods will be used, which should bring the opinions of all interested parties. This would be a single case study. One tool will be interviews with actors. Others will be media analysis, especially articles that relate to this topic. An analysis of official documents related to this topic, which were issued by the authorities for the competition, will also be carried out. Analysis of the impact of village funds as fiscal decentratlization policy on reducing poverty level of rural communities in Indonesia

Not only does decentralization transfer of powers and functions from central government to local governments, but also about how the people can stimulate rural development to gradually improve their welfare. In fact, not all countries that implement decentralization get the same results in terms of their impact on economic growth and poverty alleviation. This research applies an exploratory approach that is enhanced by structured interviews and field research, as well as an empirical approach that is strengthened by stepwise regression. The aim of this research is to see the interconnection between village funds policies and poverty alleviation in Indonesia. The results show that per capita village funds can reduce poverty even though it may differ between provinces. However, proportional of village funds has the opposite impact if they are overly dependent on the central government transfers. In addition, some of the research findings appear to contradict the theory due to the influence of the unique character and culture of Indonesian people. Green public procurement in Slovak republic: current state and perspectives

The aim of the thesis is to examine the current state of green public procurement in the Slovak Republic, with increased attention paid to the role of administrative workers in procurement processes and their approach to the issue of green public procurement. The research is based on the theoretical basis of similar research focused on green procurement in the Czech Republic, Stewardship and administrative capacity in green public procurement in the Czech Republic. (Plaček et al. 2021) Based on data collected from 498 public procurers, the research shows a relatively low experience of administrative workers with the use of green tools in procurement processes, despite their agreement with the social usefulness of the GPP. The data analysis revealed significant differences between public procurement agencies from municipalities of different sizes, implying the presence of consequences of extensively decentralized public administration. In general, public contracting authorities from larger municipalities show a more favorable tendency to use GPP and a willingness to undergo a trade-off between using tools of GPP and an increased price of the contract or the risk of involvement of supervisory authority in the procuring process. Digitization of education at public grammar schools in Prague in connection with the Covid-19 epidemic

The bachelor's thesis "Digitalization of education at public grammar schools in Prague in connection with the epidemic of the disease Covid-19" deals with the effect of the pandemic of the disease Covid-19 between the years 2019 and 2022 on teaching at public grammar schools in Prague. The work examines the effects of the coronavirus pandemic on teaching and maps the changes in teaching in individual waves of the pandemic in relation to the use of technical and digital tools in teaching. The theoretical part contains previous research on the topic of digitization in connection with schools. It also deals with the progress of digitization in Czech education since 2010, including the ability of teachers to work with digital and technological tools. The practical part of the work presents teaching as it took place in Prague grammar schools before the coronavirus pandemic and to what extent technological and digital aids were used for teaching during this period. It also examines how teaching has developed during three pandemic waves and also the form of teaching after the end of the third pandemic wave at the beginning of 2022 in relation to the use of digital teaching tools. The Current State of Research in State and Higher Education System Relationship

The purpose of the study is to fill the existing gap in the field of systemic higher education governance which is a lack of systematic and structured literature review of peer-reviewed articles. The objective is to analyze the relationship between the state and the higher education system. In other words, what are the different types of systemic governance models, and what are the instruments used by the government to control the higher education sector? The method of Systematic Literature Review is used to review over forty research articles on systemic higher education governance. PRISMA protocol was adopted to conduct a Systematic Literature Review. Findings show that higher education governance is moving towards marketization. However, the trend is neither universal nor straightforward. The role of the state in the higher education system is dominant and will remain so because even marketization in countries is steered tightly by the state. Second, no model of higher education governance is implemented in its entirety, resulting in hybrid models of higher education governance. Influence of Civil Servants at the Local Level on Social Policy Design - The Case Study of Municipalities and Cities of the Karlovy Vary Region

The presented diploma thesis deals with line workers at the local level of social policy and the area of social exclusion. The thesis is primarily focused on the role and possible influence of officials on policy design. Two institutions are monitored - the Social Affairs Departments of the city authorities and the contact offices of the Labour Offices. Attention is focused on the activities of workers and their form, on target populations and their social construction and political power, also on factors that can influence the decision-making and behaviour of officials and, last but not least, on the role of officials in policy design. The thesis uses the theory of social construction of target populations and the theory of bureaucracy. In order to answer the research questions, secondary data related to both theories and public policy documents, analysis of Internet news, and primary data obtained through six conducted interviews have also been used. The results of the thesis have shown that line workers have an indispensable and irreplaceable role, because they solve complex and often ambiguous situations, in which they often apply their own solution strategies and initiatives, so it can then be indirectly reflected in the implementation of the given policy.

Social networks of highly skilled third country nationals in Prague

The diploma thesis is devoted to the social group of highly qualified migrants from third countries living and working in Prague. It deals with what social ties played a role in their migration process, what relationships they established after their arrival in the Czech Republic, and how these contacts helped them face possible problems associated with their relocation. To understand the structure of these social ties, the work uses theory of migration networks, which helps explain how different social ties help reduce the risks and costs associated with migration and how possible migration flows are maintained over time. This theory is complemented by the theory of social ties related to migration according to the work of Granovetter (1973), who is distinguishing between strong and weak social ties of migrating individuals. As part of the practical part of the research, 8 interviews were conducted with highly qualified foreigners in Prague, which were subsequently subjected to a thematic analysis.
