Stránecký, Jakub ; Nekola, Martin (advisor) ; Potůček, Martin (referee)
The topic of legalizing marijuana for recreational use is becoming increasingly relevant over time, not only worldwide but also in the Czech Republic. This trend began with the legalization of recreational marijuana in the United States, specifically in the states of Colorado and Washington in 2012. Subsequently in 2013 Uruguay became the first country to legalize marijuana throughout its entire territory. Since then, other U.S. states and countries such as Canada and Malta have joined the legalization movement. The most interesting development from the perspective of the Czech Republic is in Germany, where the legalization of cultivation and possession of marijuana for recreational use is planned from the year 2024. This, coupled with the growing support from experts and politicians advocating for marijuana legalization in the Czech Republic, could lead to the adoption of similar legislation. The legalization of marijuana raises a series of questions that need to be addressed before such a step is taken. Among the most common concerns associated with marijuana legalization are its impact on mental health and the potential increase in marijuana use among adolescents due to easier access to the drug. To answer these questions, it is essential to compare existing models of marijuana legalization...

Politicization - Issue of State Governance
Čermák, Michal ; Kohoutek, Jan (advisor) ; Potůček, Martin (referee)
Téma: Politizace jako problém státní správy Autor: Michal Čermák Vedoucí práce: Mgr. Jan Kohoutek Ph.D. Fakulta sociálních věd - institut sociologických studií - Katedra veřejné a sociální politiky Abstract The bachelor thesis deals with the problem of politicization of the Czech state administration. This problem is quite widely used in the media space, especially after every parliamentary election. However, nowhere is there precise data and description of how extensive this phenomenon is within the Czech state administration. This is mainly due to the unavailability of data directly from the Czech state administration. Due to the aforementioned unavailability of data, I decided to conduct qualitative research through interviews in this thesis. The interviewees were both experts in the field of public administration and politicization, and representatives of the largest political entities. By combining the opinions of experts and politicians, whose attitude towards politicization has not been mapped so far, I tried to get a new perspective on the issue of politicization and at the same time information from the practical functioning of public administration, to which politicians are close. Overall, the results suggest that the Czech civil service is not in as catastrophic a state as is sometimes presented...

From Neoliberal Restriction to Control of Roma Population Czech System of Social Protection and Disappearance of Social Citizenship
Trlifajová, Lucie ; Potůček, Martin (advisor) ; Sirovátka, Tomáš (referee) ; Pospěch Durnová, Anna (referee)
From Neoliberal Restriction to Control of Roma Population. Czech System of Social Protection and Disappearance of Social Citizenship. Lucie Trlifajová Equal position in society - and the ability to claim citizenship rights - is shaped by the feelings of recognition. This thesis examines the process of the disappearance of social citizenship in the Czech Republic, a gradual change in the social protection system targeted to poor and low- income households, which deprives poor people not only of an economic protection but also of their equal status and recognition. 2004-2012 reforms reduced the Czech system of social protection of poor and low-income households to a conditional and stigmatizing system, similar to countries that embraced a neoliberal approach to social policies. This thesis focuses on the "post-neoliberal" development of these systems in the following decade. The period is characterized by a greater involvement of politicians representing regions with higher proportion of inhabitants facing economic insecurity. In most cases, however, the involvement of these players did not reverse the restriction of social policies but rather accelerated and strengthened it. The thesis examines how the construction of social benefits (especially social assistance scheme) became part of a struggle...
Addressing the issue of homelessness in Prague
Polanecká, Petra ; Angelovská, Olga (advisor) ; Potůček, Martin (referee)
The presented bachelor's thesis deals with the issue of homelessness in Prague. Specifically, it focuses on the functioning of the Czech social system in relation to homeless people and the strategic concepts of proposals for solving the problem of homelessness in the territory of Prague. Homelessness is a complex social problem that is increasingly pressing in the context of Prague. This is also due to the fact that, to this day, homelessness is not defined in Czech legislation. Some public policy makers believe that the definition is unnecessary, or they refer to gaps in the theoretical anchoring. However, defining homelessness is an important prerequisite for its effective solution. The main goal of the bachelor's thesis is to find out in what ways public policy instruments solve the problem of homelessness in the capital. of the city of Prague and overcome barriers to the functioning of the safety net. The bachelor thesis first describes homelessness, its definition, causes, typology and possible barriers to reintegration. Furthermore, the work in the empirical part focuses on the secondary analysis of documents with the aim of identifying the available options of this social group from the point of view of valid legislation and strategic plans for solving homelessness - specifically, it...
