Diplomová práce se zaměřuje na diskusi vhodného institucionálního uspořádání politiky vědy a výzkumu na národní úrovni pohledem zainteresovaných aktérů a expertů na řízení této oblasti. Jejím cílem je zjistit, jaký model institucionálního uspořádání a řízení této veřejné politiky považují oslovení zástupci aktérů a expertů za vhodný a jakými argumenty tento názor a zvolený model řízení legitimizují. Z hlediska teoretického ukotvení se diplomová práce opírá o teorii legitimity zaměřenou na prostředí veřejných politik a koncept institucionálního pole vymezující v oblasti řízení veřejných politik vztahy a interakce vyššího počtu aktérů, kteří se podílejí na rozhodování o určité problematice. Analytická část práce je založena především na realizaci expertního šetření metodou Delphi, jemuž předcházel expertní dvojrozhovor pro identifikaci hlavních témat k řešení v současném systému politiky vědy a výzkumu v České republice. Z provedeného výzkumu je možné identifikovat hlavní výhody a nevýhody českého systému řízení této politiky, různost názorů na postavení některých aktérů (Rady vlády pro výzkum, vývoj a inovace a Akademie věd České republiky) a hledání vhodného modelu jejího řízení z hlediska potenciálního zřízení samostatného ministerstva pro tuto agendu, zpřesnění stávajícího stavu či nutnost... The thesis focuses on discussing the appropriate institutional arrangements for science and research policy at the national level from the perspective of stakeholders and experts in the governance of this field. The aim is to find out what model of institutional arrangement and governance of this public policy is considered appropriate by the addressed representatives of actors and experts and what arguments they use to legitimise this view and the chosen governance model. In terms of theoretical anchoring, the thesis relies on the theory of legitimacy focusing on the public policy environment and the concept of institutional field defining in the field of public policy governance the relations and interactions of a higher number of actors involved in decision-making on a certain issue. The analytical part of the thesis is based mainly on the implementation of an expert investigation using the Delphi method, preceded by an expert double interview to identify the main issues to be addressed in the current system of science and research policy in the Czech Republic.
