Guardianship and other forms of care of minors Abstract The objective of this thesis is to analyse the legal possibilities in problematic situations when parents are not capable of caring for their children due to objective or subjective barriers on their sides. These possibilities are enshrined in the second part, Title III., § 928 - § 975 of the Civil Code of the Czech Republic. In order to derive recommendations for the Czech legal system, particularly with regard to the work overload of judges for minors in the Czech Republic, these regulations will subsequently be compared to the legal situation in France which is mainly determined by the Code civil and the Code de l'action sociale et des familles. The comparison namely includes critical juxtapositions of tutorship, curatorship, entrusting a child to the care of another person, foster care and placing a child in the children's home. Hereby, the content, purpose and requirements of the legal bases for these areas in both countries are presented and contrasted. Thus, the differences are highlighted, evaluated and analysed with regard to the effectiveness and the level of protection of rights which is assured in the countries. Legal Regulation of the Placing of Hazardous Chemical Substances and Mixtures on the Market in European Union Environmental Law Abstract: The aim of the thesis was to explore the main features of the legal regulation of the placing of hazardous chemical substances and mixtures on the market in European Union environmental law, namely those features which significantly affect the achievement of a high level of protection of human health and the environment. In order to fulfil this aim, two regulatory regimes governing the placing on the market of substances and mixtures were analysed: a general one, mainly represented by the REACH Regulation (No. 1907/2006) and the CLP Regulation (No. 1272/2008), and a special one, where the Plant Protection Products Regulation (No. 1107/2009) was the object of analysis. The thesis first deals with general issues of the regulation of hazardous substances and mixtures: the role of private and public law, the phenomenon of the so-called proceduralisation of environmental law and the definition of basic terms (including a detailed analysis of the concepts of hazard, hazardous properties, risk and related terms). Electrochemical properties of triazine herbicides andtheir inclusion complexes with cyclodextrins

Thesis presents the study of electrochemical properties of s-triazine herbicides atrazine and terbutylazine and their inclusion complexes with cyclodextrins. The mechanism of reduction of atrazine and terbutylazine in aqueous media was suggested based on polarographic properties and identification of reduction products and the value of rate constant of preceding protonation was determined. The part of study was a detailed adsorption study of both s-triazines herbicides. It was found that both triazines are adsorbed on the surface and undergo a phase transition resulting in the formation of a compact layer. The mechanism of the formation and growth of the layer was characterized. The influence of the presence of α-, β-, γ-cyclodextrins on the electrochemical reduction of atrazine was studied. The formation of the inclusion complex of atrazine with cyclodextrins facilitates the reduction also in neutral solution. Na základě elektrochemického chování byly určeny hodnoty konstanty stability inkluzního komplexu atrazinu s cyklodextriny α-, β- a γ- a rychlostní konstanta předřazené chemické reakce. Education and development of primary school heads in the context of strategic management

The thesis deals with the issue of strategic management in the work of the school head. In the theoretical part, we identify the position of the school head in terms of the prerequisites for managerial management and define the possibilities of his education. This part is conceived not only as a professional starting point for the practical part, but also as a means to obtain a basic overview of strategic management in relation to the performance of the function of school principal. The text is continuously moving from the professional definition to the main strategic documents in the work of the director. It deals with the prerequisites for the performance of the director's activities, the competency model and describes the current possibilities of systemic education of directors in the field of strategic management and planning, including the most frequently preferred methods of education. The practical part identifies and analyzes the importance of the strategic school development plan (school development concept) from the perspective of primary school principals through a questionnaire survey and subsequent structured interviews. The diploma thesis deals with the issue of further professional education of professional employees working in the Prison Service of the Czech Republic (VS ČR) and the possibilities of its development. The aim of the diploma thesis is to conceptualize and characterize further vocational education, with emphasis on the analysis and identification of educational needs and motivation of professionals to continue their education. Furthermore, to carry out research aimed at monitoring the use of methods and forms of education and development of employees. The theoretical part of the diploma thesis deals with the definition and relationship of basic concepts in the field of further education, systematic education, analysis of educational needs, organizational structure of VS ČR, description of selected aspects of further vocational education in the context of lifelong learning. Attention is paid to the system of education, structure and identification of educational needs in the field of public administration in the Czech Republic. Other manners of extinction of obligations

Resumé This diploma thesis provides a basic insight into the issue of extinction obligations. In the first part, the author focused on the principles of the law of obligations, definition of related terms, legal enshrining and, in general, the origin, change and termination of the obligation. Subsequently, the thesis deals in general with the extinction of obligations. Furthermore, the author focused on selected ways of some of the other manners of extinction of obligations. These institutes are analyzed in more detail - set-off, withdrawal from contract, termination of an obligation and subsequent impossibility of performance. For the sake of clarity in reading the texts, the individual institutes are prepared according to the same outline - general introduction, admissibility, realization, effects and the final subchapter. In this subchapter, the thesis deals with some specifics that can be mentioned in connection with the institute and also how the institutes are used in their interpretation and application in specific situations. The thesis highlights some of the pitfalls of application practice. In addition to outlining the problem, the author tries in some cases to find a solution or to evaluate the current situation and the development of the problem in the future. 1 The Role of Constitutional Organs in Ensuring the State Security Abstract This diploma thesis deals with question, what role are constitutional organs, such as President of the Republic, Government, Parliament and Security Council of the State, playing in the security system of the Czech Republic. For this purpose, the thesis shows the constitutional system of the Czech Republic on the example of position of President of the Republic. Main part of the thesis is based on analysis of President's status as Commander in Chief of armed forces because of the lack of complex attention of Czech constitutional doctrine. According to that, the thesis describes Czechoslovak constitutional development in the first place and compares it with present legal framework. The thesis uses all methods of legal interpretation from the constitutional point of view as well as knowledges of other academic disciplines and interprets the constitutional terms "armed forces" and "Commander in Chief". This interpretation is followed by the criticism of statutory regulation and assess the content of Commander in Chief`s authority. Labour relations with international element and their content changes over time

In her PhD thesis, the author deals with the legal regulation of the international element in labour relations which is supplemented by the dimension of the regulation of the social security and the protection of personal data in order to create a complex view of the examined issue. The international element within the respective legal branches is regulated at the EU level by a different methodology approach - harmonization (labour law), coordination (social security law) and unification (protection of personal data). The fundamental role in the regulation of the international element in labour relations is played by EU legislation, especially the Regulations Rome I, Rome II and Brussels I (bis), which is complemented by the legal regulation of the international element in labour law relations within the Czech law system. The international element in social security law is governed by Coordination Regulations Nos. 883/2004 and 957/2009, the Czech legislation does not contain, in this respect, its own legal regulation of an international element and refers to the EU regulation. In the area of personal data protection, the harmonization legislation of Directive No. 95/46/EC and Czech Act No. 101/2000 Coll., on Data Protection, will be replaced as of 25.05.2018 by the GDPR Regulation. Model membranes studied by advanced fluorescence techniques and molecular dynamics simulations

In this thesis, we start with the description of the biophysical properties of the plasma membrane models upon signaling processess such as the increased cytoso- lic concentration of calcium ions, or posttranslational modifications of membrane proteins. Calcium signaling is characterized by a rapid increase of its cytosolic concentration. We identify calcium binding sites and characterize the binding in the plasma membrane models of increasing complexity from pure phospholipid bilayers, through cholesterol and peptide rich lipid membranes, to membranes ex- tracted from HEK293 cells. We use Time-Dependent Fluorescent Shift method, which provides direct information on hydration and mobility in defined regions of a lipid bilayer, accompanied with molecular dynamic (MD) simulations, which give molecular details of the studied interactions. The initial step of signaling mediated by PAG protein is its double palmi- toylation. We investigate changes of the biophysical properties of both the lipid membrane and the peptide itself upon the incorporation of the palmitoyls. Soviet jurisprudence of the second and third decade of the 20th century and its critical assessment The presented thesis aims to introduce the life and work of three prominent Soviet legal scholars: Pēteris Ivanovich Stuchka, Evgeny Bronislavovich Pashukanis, and Andrey Yanuaryevich Vyshinsky, who has a significant impact on formulating Soviet legal thinking of the second and third decade of the 20th century. The thesis undertakes to present their ideas and legal theories, subject them to critical analysis and evidence that not everyone who serves the law also serves the good. The thesis is divided (except for the introduction and end parts) into three parts, each of which is dedicated to one of the examined scholars. The first part is dedicated to Pēteris Stuchka, the second part to Evgeny Pashukanis and the third part to Andrey Vyshinsky. Each of these parts is then divided into two chapters: a bibliographical chapter and a chapter examining their legal theories and opinions. Each of the bibliographical chapters focuses on the life of P. Stuchka, E. Pashukanis, and A. Vyshinsky, and their scientific and academic careers.
