Instrument analysis of export promotion policy of the Czech Republic

The thesis focuses on the export promotion policy of the Czech Republic with special emphasis on an Export hot-line, which represents one of the projects of the current export strategy. The Export hot-line was established 4 years ago to inform Czech exporters about state export promotion. The main objective of the thesis is to analyse and evaluate present functioning of this project. The thesis also presents own suggestions and corrective instruments to improve provided services and overall functioning of the project.

Analysis and evaluation of implementation of social policy on homelessness

The work deals with the homelessness as a social problem and with the implementation of social policy in this area. The author examines the issue of homeless people from several perspectives. He discribes the importance of home as an essential component for satisfying the basic human needs. There are focused the determinants that cause the loss of homes and job. The author brings the institutional model of the functioning of the policy and analyzes the key human rights documents that are somehow affecting the homeless. This is especially the Universal Declaration of Human Rights, and as the International Covenant on Economic, Social and Cultural Rights. Describes the organization and the importance of FEANTSA. Furthermore, analyzing the documents of the Ministry of Labour and Social Affairs. In another part, the author introduces his knowledges from the qualitative research of homeless. He is interested for each specific aspect of their lives and their attitudes to them. These include issues of health and social care, access togovernment and the "normal" life. The result of this work is an assessment of homelessness policy in relation to the above mentioned international documents, the documents at the national level research and the homeless.

The Issue of Domestic Violence in connection with the act (number ) 135/2006

Domestic violence has been an urgent problem also in the Czech Republic. The necessity to solve its complexity upon level of the state, not only through non governmental, non-profit-making institutions, is especially expressed by adopting Act No.135/2006 Collection of Laws, by which some acts in scope of domestic violence protection are amended. This Act allows the Police of the Czech Republic to banish an offender committing domestic violence from mutual residence for a period of 10 days and the Act has established a new social service the so called ``Intervention Centre{\crq}q, i.e. a specialized facility that provides help with people who are endangered by domestic violence. The objective was to find out the level of public awareness, knowledge of the Intervention Centres in the Moravia-Silesian and Pilsen Regions. Within the first year of that Act operating, there were the least banished offenders v. s. number of inhabitants, just in the Pilsen Region and there were the most ones in the Moravia-Silesian Region. The theoretical work part describes forms of violence in the family, historical relationship of violent actions with women, possibilities how to prevent them or advised help measures to victims of domestic violence. Further, it is focussed on a legislative solution of that problem area in the Czech Republic and some of European countries or the USA as well. The practical work part involves results of a quantity research that was aimed to discovery of public awareness of the Intervention Centres. The research was performed by method of questioning in a way of a questionnaire. The research was focussed on consciousness of general public relating to domestic violence, whether the research respondents have ever met that phenomenon or what is their opinion on information effectiveness of the problem area. The research demonstrated low awareness of the Intervention Centres of inhabitants in both regions. However, most respondents know what domestic violence is. Nearly one third of interviewees have got certain experience with domestic violence. Majority of respondents consider the information on the Intervention Centres and domestic violence as generally useful. This work may be used to increase public awareness of the Intervention Centres or on the other side to provide the Intervention Centres employees with general public{\crq}s reflection as to availability and activity of the Intervention Centres.

Models of public administration in the European Union (transcultural perspective)

Předmětem této práce je teoretická analýza transformace veřejné správy (státní i samosprávní) v České republice. Zvláštní pozornost je věnována komparaci veřejné správy v České republice se zeměmi Evropské unie a rozboru nové koncepce veřejné správy v podmínkách hlavního města Prahy. V ohnisku analýzy je také problematika organizační kultury ve veřejné správě a otázky fungování regionální veřejné správy. Podle mého názoru lze současné období průběhu a vlastního výkonu samosprávných činností v obcích a krajích České republiky považovat za přechodné. Definitivní podoba výkonu veřejné správy a návazných činností jejich orgánů totiž vznikne až po ukončení některých úkonů, které souvisejí s probíhající transformací veřejné správy v návaznosti na ekonomiku státu a dokončení řádné privatizace národního majetku.

Czech forest union in the second half of the 19th century

Czech Forest Union was founded in 1848 as the first special forestry organization in the Habsburg monarchy. To set itself the aim of promoting forestry and hunting, not only a professional parts, but also by drafting opinions and proposals for the land and state authorities. Already in the first decade of its existence, union achieved some success in an effort to improve the situation of forestry in Bohemia. Czech Forst Union initiated a new forestry law, which replaced the existing patent Maria Theresa of 1754, established a forestry school in Bělá pod Bezdězem in 1855 and initiated establishing of the Imperial Forest Union, an patronage organization of forest associations in Austria and Hungary in 1852.

Legal regulation of conflict of interests in Czech republic de lege lata and de lege ferenda

Legal regulation of conflict of interests in Czech republic de lege lata and de lege ferenda Resumé: This work deals with the institute of conflict of interests. This legal institute is typical for all types of state systems, however efforts to legally regulate it as appropriate exist usually only in certain systems (in particular in democratic systems). This institute can be basically divided in so called incompatibility of functions and the conflict of interests as such (i.e. the conflict between the public and the private interest). Incompatibility of functions can be characterized as the basic requirement of each democratic legal state, which is reflected in the impossibility to concentrate functions (and related powers) which represent individual elements of state power. This first of all pre-empts misusing the entrusted public function and trust, further it also pre-empts misusing power up to the potential possibility of establishing authoritarian or totalitarian regimes. Therefore incompatibility can arise in particular where the division of powers exists, thus in particular in a democratic legal state. Separation of three individual basic pillars (i.e. legislative, executive and judicial powers) thus has its value in impossibility to concentrate functions from any of those pillars in the hands of...

Czechoslovak State statistical office in the interwar period and statistical science development

The thesis focuses on the creation and functioning of the State statistical office and its contribution to the statistical science and theory development. The main goal of the thesis is to make the readers acquainted with the first period of the czechoslovak state statistics and enable them to get a thorough look into the institution's publication activities. In this concept the thesis is divided into three parts. In the first one the "modus operandi" of the statistical office itself is described, the second part comes up with the State statistical office's most influential personalities' biografical data. The third part brings the description and analysis ot books, magasines and other pieces publication. At the conclusion of the third section the key works of the statistical theory are analysed. The enclosure of the thesis implies the attachment with published laws and regulations of the Czechoslovak republic, which are directly tied to the statistical office's activities, and also the list of pieces published int the two key editions of the publication system. The contribution of the thesis is in the complex insight on the topic of the czechoslovak statistics in the interwar period. By now only some fragments have been compiled and described.

The development of the export support policy in the Czech republic since 1993

This thesis is focused on the development of the support of exports in the Czech republic. The Czech republic is a relatively small country which means it needs international trade to be able to satisfy domestic demand because of the lack of resources. In the early 90's the Czech republic was a transforming economy with no measures of export support. Because the czech exporters needed the public support to succeed on foreign markets, all the financial and non-financial measures of the export support had to be implemented from the beginning. To support the export, the country concluded contracts about trade liberalisation, provided information and assistance services for exporters and provided also financial and insurance services with the state assistance. The thesis is divided into several parts according to the periods of implementation of the export support. In the first two periods till 2002 there was not a unified system of providing the export support, the state institutions did not cooperate enough and the whole support system has been developing till the present. Since 2003 the Czech republic has had a conception of the export support that stipulates conditions of functioning of the export support system and it includes the ways how to improve this system.

Web services and design of their implementation in DDS system for digital document order

Tématem práce je popis technologie webových služeb a jejich začlenění do systému dodání kopie digitalizovaného dokumentu (DDS) ve Státní technické knihovně. Cílem práce je objasnit princip fungování webových služeb jako prostředku pro komunikaci a přenosu informací napříč systémy, jejich aplikačm'ho využití a navrhnout řešení pomocí této technologie do zmíněného systému DDS. Technologie webových služeb je tvořena třemi základními komponentami - komunikačním protokolem SOAP (Simple Object Access Protocol), dokumentem pro jejich popis WSDL (Web Services Description Language) a registry služeb UDDI (Universa! Description, Discovery, and Integration). Tento komunikační a funkční model je vystavěn na značkovacím jazyku XML, jehož část týkající se webových služeb je v práci popsána. Jde o problematiku syntaxe XML, definice datových typů, jmenné prostory a schémata XML. Součástí práce je rovněž přehled o systému DDS obecně a popis a analýza stávajícího řešení systému DDS Státní technické knihovny. Na základě popisu funkcionality webových služeb je zpracován návrh do sytému DDS Státní technické knihovny ve formě WSDL dokumentu, který by mohl sloužit jako základ pro skutečnou implementaci webových služeb v STK.
