Evaluation of Possible Stabilization Effects in the Budget Policies of Municipalities in the Czech Republic

This thesis is focused on identification and evaluation of stabilization effects of municipal budgetary policy. Stabilization policy of state and municipalities is outlined in the first part of this thesis. Its second part is concerned with relation between stabilization and regional policy and possibilities of Czech municipalities to raise financial support for their development projects within regional policy of Czech Republic. The third part is focused on instruments used by municipalities to reach their objectives within their stabilization and development policy. Particular attention is paid to budgetary policy of municipalities, their revenues and expenditures. The fourth and fifth part of this thesis deal with concrete municipalities, i.e. small village Sedlec and midsized town Hluboká nad Vltavou, their budgetary policy, their stabilization effects and development projects implemented by them. Finally, in the sixth part, important correspondences and differences between these two municipalities are recorded.

Ve své rigorózní práci se pokouším o zamyšlení nad minulou, současnou i budoucí podobou středoevropského regionu. Zajímala mne jeho specifika, svébytné zájmy a existence středoevropské politiky, zda je vůbec nosná a potřebná. Rozbor zmíněné tématiky s cílem nalézt a pojmenovat shodné rysy, společné pro všechny státy, existující ve středoevropské oblasti, provádím na základě zhodnocení období počínajícího debatou o fenoménu střední Evropy v disidentském prostředí v 80. letech XX. století, přes dobu politického formování po roce 1989 až do současnosti. Svoji analýzu chci především zaměřit na československý respektive český postoj ke středoevropské rovině spolupráce. Na základě pozdější evaluace dosavadního středoevropského vývoje a sedmnácti let praktických zkušeností se pokusím v závěru své studie nastínit pravděpodobný průběh dění v "srdci Evropy" a pojmenovat výzvy před kterými bude možná stát jak česká politická reprezentace, tak i její případní zahraniční partneři, kteří v tomto regionu aktivně působí. Ve svém textu kladu hlavní důraz na český postoj k regionální spolupráci, jeho ideový základ, plně si uvědomuji i nezbytnost zhodnotit i základní přístupy a ambice sousedních zemí, které jsou neméně důležitými aktéry a přímo se podílejí na utváření výsledné podoby vzájemné kooperace a vztahů. Po osvobození v květnu 1945 docházelo v poválečném Československu k rozsáhlým proměnám politického systému i celé společnosti. Již za války bylo jasné, že musí dojít k podstatným změnám. Vývoj se ubíral směrem do leva. Stát se měl stát více sociálním, než byl před válkou. Ale skutečná podoba těchto změn byla probojována až na sklonku války a po jejím skončení. Tehdy se rozhodovalo, které z těchto představo budoucí podobě Československa se uskuteční, a které ne. Do vývoje nově se vytvářející společnosti začala zasahovat i nově se formující odborová organIzace. Právě úlohou Revolučního odborového hnutí v Československu po skončení druhé světové války se bude zabývat i tato diplomová práce. Jejím cílem bude zamyslet se nad rolí, jež připadla odborům v československém politickém systému v letech 1945 až 1948. Je nepochybné se domnívat, že odbory ovlivňovaly politický, ekonomický, sociální a i kulturní vývoj státu a staly se nejvýznamnější masovou organizací po válce. Ale již samotný výběr tématu - Revoluční odborové hnutí - je příliš objemný. Popsat tak rozsáhlé a široké téma do všech podrobností není a ani nemůže být v možnostech této práce. Lifelong learning: diagnostics

The present thesis attempts to find a general model for tailerod education of adults. The author start s off by defining the recipients in the current education landscape. Thereafter, he provides a comprehensive overview of both well- and less-known typologies (MBTI, Keirsey, Kolb, LS). Based on a critical assessment of the instruments in view of their appropriateness for the categorization in lifelong learning, the author concludes that the existing approaches, while offering valuable insight, may be less than optimal for the education of adults, the reason being the complexity of application. The thesis concludes with a proposed approach drawing on Jung's personality theory, outlining a general method for the education in differentiated groups that could prove useful. The thesis can serve as either a starting point for further empirical research to validate the practical approach towards the differentiated groups determined with the empiricaltheoretical model, or as a guide for junior practitioners.

Finanční plánování v podniku

The aim of this study is to certify the legitimacy of employing quantitative methods in the day-to-day business practice. The task is approached as a case study of a real-life financial planning process. I work with the financial data of POS Media Czech Republic (a media company providing point-of-sale advertising solutions). My intention is to simulate the projection of a pro forma income statement with the use of quantitative methods. More specifically, I am applying time series prediction techniques in order to forecast POS Media's sales. The goal is, first, to demonstrate that quantitative techniques can be handled even with limited statistical background and, second, to discuss the relevancy of the obtained results. In the methodical part of my thesis I deal with the theoretical aspects of financial planning. I further describe various methods of sales forecasting (qualitative vs. quantitative). Special emphasis is put on time series prediction methods. In the application part I provide a short description of POS Media and its business. I use time series decomposition techniques to predict POS Media's sales in 2012. Consequently, I outline the rest of the pro forma income statement.

Čeští expatriati v Číně - faktory úspěchu

Contributing to the available literature on the cross-cultural management between China and the Czech Republic, this thesis is examining the factors influencing the performance and success of Czechs working and living in China. It firstly defines the cultural settings of China and the Czech Republic, their key aspects and cultural specifics. Secondly, it describes the desired qualities of a successful expatriate - the so called global mindset. Thirdly, the thesis focuses on the specifics of working in China and on the potential culture shock a Czech expatriate is likely to face after relocating there. In the practical part of the thesis, the methods and results of an original primary field research conducted among more than 30 Czech expatriates in China are outlined. Using correlations and content analysis, the final results are drawn and the prior hypotheses either confirmed or disproved. The summary of the thesis offers then a set of recommendations for an expatriate-to-be who is coming to China - an ancient land surrounded by mysteries even in our modern times.

The African Union: Legal and economic analysis

African Union: Legal and Economic Analysis The diploma paper primarily focuses on African integration process, both from the legal and economic point of view. It provides a brief outline of the history of African integration, as well as the socio-political background surrounding the current attempt to unite the African region. In the first chapter, I focus on the political and legal concept of Africa, which is regarded by the preamble of the Constitutive Act of the African Union as seamless and clear. However, the idea of Africa is difficult to grasp, as multiple concerns exist within the geographic borders of Africa. This chapter also introduces in brief the theory of economic integration. The second chapter provides us with the history of African integration, which was for the most of its time closely bound with the project of decolonization and ideas of panafricanism. The adumbration of the African Union, the Organization of African Unity, evolved in a non-operational entity discredited by the respect to many African authocratic rulers who mostly demonstrated little or no sentiment to privation of their peoples. Methods for construction of zero-coupon yield curve from the Czech coupon bond market

The zero coupon yield curve is one of the most fundamental tools in finance and is essential in the pricing of various fixed-income securities. Zero coupon rates are not observable in the market for a range of maturities. Therefore, an estimation methodology is required to derive the zero coupon yield curves from observable data. If we deal with approximations of empirical data to create yield curves it is necessary to choose suitable mathematical functions. We discuss the following methods: the methods based on cubic spline functions, methods employing linear combination of the Fourier or exponential basis functions and the parametric model of Nelson and Siegel. The current mathematical apparatus employed for this kind of approximation is outlined. In order to find parameters of the models we employ the least squares minimization of computed and observed prices. The theoretical background is applied to an estimation of the zero-coupon yield curves derived from the Czech coupon bond market. Application of proper smoothing functions and weights of bonds is crucial if we want to select a method which performs best according to given criteria. The best performance is obtained for Bspline models with smoothing.

The third chapter deals with using GIS in the field of environment and presents examples and analysis of services and technologies in nature protection. The fourth chapter presents work with software and own concrete examples and definite possibilities.
