The budgetary process in small municipalities

The thesis deals with the budgetary process and with the specific situation of small municipalities. The small municipalities are defined to be municipalities with less than one thousand residents, which are not further divided into individual departments. The budgetary process is outlined based on an example of a particular municipality in the region of Karlovy Vary. At the same time some differences compared to the previous development are highlighted as in 2009 the economic position of the local municipalities was affected by the impacts of the financial crisis. Finally, the recommendations are provided both to the particular municipality and to the general approach to the budgetary process as such.

Primary prevention of drug use focused on minority groups of inhabitants in the context of foreign experience with special emphasis on inspiration drawn from Dutch-speaking countries,particularly from Belgium

The thesis deals with the theme of primary prevention of the use of addictive substances, and of specifically primary prevention of the use of addictive substances focused on minority groups of inhabitants. In the theoretical part of the thesis, there are assembled both foreign and Czech studies relating to the theme of primary prevention of the use of addictive substances. On the basis of these studies there are introduced and described basic thematic groups that can be referred to while dealing with primary prevention of the use of addictive substances. Furthermore, the theoretical part of the thesis discusses concepts relating to minority groups of inhabitants, explains basic conceptions connected with the theme, pays attention to minority groups of inhabitants living in the Czech Republic, and characterizes research focused on drug use and prevention of drug use among diverse minority groups of inhabitants in various parts of the world. The practical part of the thesis illuminates concepts used by experts on primary prevention of the use of addictive substances to explain the essence of primary prevention. Heritage and innovation - Polynesian literature in English

Polynesian literature in English is being defined as a post-colonial literature written by indigenous writers living in the former colonies of Great Britain in the geo- cultural area of Polynesia. This new literature emerged in the 1960's and became part of the pan-Polynesian movement. It sprang as the articulation of the autochthons' resistance against the manifestations of colonial hegemony, political or cultural, and at the same time, as the expression of their struggle for self-assertion and independence. In their works, the Polynesian writers strive to form a new Polynesian literature and culture and to find a proper cultural identity: they innovate the indigenous oral tradition by putting it in relationship with contemporary life in post-colonial Polynesia and by introducing it into their writing in English. The most representative authors who fulfil this new literary direction are the prose writers Witi Ihimaera and Albert Wendt in their respective novels Tangi (1973) and Sons for the Return Home (1973) together with the poet Alistair Te Ariki Campbell in his poetry collection The Dark Lord of Savaiki (1980). Legal standing of an executive director in a private limited liability company

Companies are forms for doing business and represent very important component for human life. Directors in the limited liability company hold an pivotal capacity in the company and have the fundamental power to organize and run the company. The directors are statutory body, so they act on behalf of the comany and they binds the company. Law gives the directors a lot of powers but says, that they must observes their duties. If the directors break their duties, they are liable to the company for the damage, which they have caused. The thesis deal with the legal regulation of the status of the directors in the limited liability company. It is very wide topic so I especially focused on discretions and duties, which are a base for status of the directors. This topic contain a lot of disputed provisions of law referred to the directors, which are debated by legal experts. At each problem I stated opinions of this legal experts and I strove to give a reasonable solution. Rámcová směrnice vodní politiky uplatněná v České republice a vybraném evropském státu

The thesis describes the current state of the water economy of the Czech Republic, its comparison with Germany (with the focus on the implementation of the WFD) and an outline of possible recommendations. It also describes the process and results of the survey which aimed to find out if the residents of the CZ are informed and interested in the field of water management. An analytic-synthetic method, comparative analysis and questionnaire survey method were used in the study. The results have shown that the inhabitants of the CZ are generally interested in water management, irrespective of their place of residence. The comparison of the two countries has shown that there are not significant differences in implementation of the WFD, what confirmed the defined hypothesis. This result demonstrates the progressive achievements of objectives of the WFD, which is primarily the unification of procedures and water quality for waters of all European countries (taking into account their specific conditions).

Dovlatov and Pushkin

Tato diplomová práce nese název "Dovlatov a Puškin". Impulsem k výběru tohoto tématu byla nejen postupová práce "Genius loci památkové rezervace v Michajlovském v díle Sergeje Dovlatova Zapovednik", ale i četba přednášky Sergeje Dovlatova " " (Dovlatov 2004, 4. díl, str. 351 - 378). Přednáška představuje stručné shrnutí náhledu autora na dějiny ruské literatury a její nejvýznamnější osobnosti. Dovlatov hned v úvodu zdůrazňuje, že být v Rusku "spisovatelem" neznamená mít psaní jako profesi, nýbrž jako morálně odpovědné poslání. V Rusku byla literatura společensky a často i politicky angažovaná. Spisovatel byl osobou obdivovanou. Tento obdiv přirovnává autor (přednášel pro současné americké publikum) k adoraci filmových nebo sportovních hvězd v USA. Literatuře byly tak automaticky připisovány funkce, které pro ni podle Dovlatova nejsou charakteristické, dělají z ní učebnici života. Tomu v Rusku odpovídal i charakter literární kritiky, která od spisovatelů společenskou a politickou uvědomělost vyžadovala. Puškinovi byla za života vytýkána lehkomyslnost a nedostatečná angažovanost. Jenže Dovlatovovi jako autorovi přednášky nejsou drahé myšlenky či syžety, ale drobnosti stylové, fonetické a strukturní, které činí literaturu nevysvětlitelně přitažlivou. Na Puškinovi obdivoval Dovlatov mnoho věcí. Jeho schopnost...

The analysis of the novel "The Promise" and of three film adaptations with the same theme

In der Einführung meiner Diplomarbeit habe ich drei Hypothesen gebildet, die ich jetzt in meinen Abschlussworten verifiziere. Ich habe interessant gefunden, dass Dürrenmatt ein Jahr nach dem Film "Es geschah am hellichten Tag" den Roman "Das Versprechen" mit dem Untertitel "Requiem auf den Kriminalroman" geschrieben hat. Dieser Ablauf war für die damalige Zeit ziemlich untypisch, in den meisten Fällen hat man zuerst ein Buch geschrieben und erst dann hat man davon ein Drehbuch geschaffen. Von dem Film war Dürrenmatt ein bisschen enttäuscht, man hat sich dem Geschmack des Zuschauers anpassen müssen. Der Film mit der pädagogischen Wirkung sollte als eine Warnung und zugleich Veröffentlichung eines unangenehmen Themas des Kinderverbrechens dienen. Den Roman kann man als einen Gegenpol des Films erklären. Der Autor stellt Matthäis Geschichte dem Leser in einem breiteren Kontext vor. Der Erzähler Dr. H. schildert die schon vergangene Geschichte, mit allem was voranging und was folgt. Die Figuren werden in einem anderen Licht wahrgenommen. Im Gegensatz zum Film erfährt man auch einige Informationen über die politischen Umstände in der Schweiz. Der Schriftsteller bietet hier philosophische Veranlassungen, die im Film nicht erscheinen. Unprofessional film-making and copyright law

Main goal of this work was to map the area of copyright law connected with nonprofessional film-making. Due to fast expansion of the internet and digital media, the number of non-professional film-makers is increasing rapidly. And copyright law is not able to react on this change. Temporary Czech copyright law is strongly developed, with strong position of colective administrators of copyrights. For non-professional use is this situation quite unsuitable. Copyright laws are too strict and complicated and collective administrators are focused on professional use. The result is massive infringement of copyright laws. One of the answers is the Creative Commons iniciative, which proposed few licenses, based od copyright laws. These licenses can be published along with the artwork to encourage potential user to use the work without asking permission. Author can choose what rights would be limited, for example commercial use, or making derivative works. This bachelors work proves that Creative Commons licenses are good choice for non-professional film-maker. They bring simplicity and null costs, in comparison with complicated and expensive licensing from collectively administrated rights.

Taking advantage of public transport for marketing purposes

The aim of this diploma thesis is to guide a reader through a process of a creation of a business plan, its structure and content and above that it probes the practicability and profitability of a concrete business plan, which is focused on one of the possibilities how to effectively utilize a potential in a public transport for the marketing purposes. The main idea of this business plan arises from a conviction that existing ordinary advertising mediums in the public transport are not as attractive as they used to be few years ago and so the writer developed a business plan that utilize this scarcity and assume an establishment of a company named MetroVision which will come with a brand new and attractive product. This company is described in this plan in detail, including its financial plan for first five years.

Development of budget management in regions in the Czech republic

The main theme of this thesis was to analyse and evaluate budget management of regions (higher local government units) from their creation to present with emphasis on the sustainability of regional budget management. Theoretical part is concerned with reform of local government, the creation of regions, organisational structure of regions, the essence of fiscal federalism and the role of the regions within the budget system. According to available sources the author defines revenue and expenditure and finally deals with the law on fiscal responsibility. The second part of this thesis consists of partial analysis - analysis of revenue and expenditure, analysis of balance of regional budgets and analysis of indebtedness. Differences between regions can cause economic, geographic, or political reasons. A common feature in the development of regions is a growing trend in both revenue and expenditure. The largest sources of revenue are still transfers about 65 % of total revenue. From the perspective of the sustainability, all regions show a deficit budgets. An indebtedness county in the regions also increases, but there are small differences between regions.
