Evaluation and motivation in public administration

The theme of the bachelor thesis is the evaluation and motivation of employees in public administration. The introductory part outlines the evaluation and motivation of employees on a general level, and then describes the specifics applicable for public administration. The practical part is focused on the evaluation and motivation systems used at selected institutions of public administration. It aims to assess these systems, suggest possible recommendations and find out whether the systems in use include modern management methods, such as evaluation interviews, competency models and regular system of employee evaluation as such. The research method consisted of interviews with human resources managers at selected institutions of public administration. Complementary information was obtained from materials created by these institutions themselves. All institutions of public administration are governed by Act No. 234/2014 Coll. on Civil Service, enshrining the evaluation of state employees. However, it depends on whether employees are evaluated formally, or if additional evaluation tools beyond the framework of the law are deployed, e.g. competency models. Officials of territorial authorities are subject to Act No. 312/2002 Coll., which does not explicitly define employee evaluation, yet employees are evaluated at many regional as well as local administration units. The results of the research survey confirmed that modern management methods are used in public administration and that the evaluation systems do not have any significant shortcomings.

Aerodynamic design and analysis of "Twin Shark" glider

The thesis contains determination of real aerodynamics characteristics of PW09-135 flap airfoil with help of calibration method via CFD, followed by accomplishment of CFD analysis of parts and the whole Twin Shark glider. Detailed research and optimization was made to flow field quality of fuselage and wing fuselage junction. On the basis of CFD solution was determine a stability control, static margin and angle of attack of a horizontal stabilizer. The thesis concludes an evaluation of results applicability in praxis.

Tribologické metody testování materiálů umělých kloubních náhrad

In order to achieve a high functional quality of the total artificial joints (TAJ), a special attention must be paid to the selection of suitable materials for the construction (Dumbleton; 1981, O´Kelly; 1979). Nowadays, it seems that the metal parts of the assembly (femoral part for the knee joint) do not pose any problem, but problems of the “soft” parts (tibial part) persist. A careful tribologic testing of considered materials is necessary, consequently. On the other hand, a relevant tribologic testing in a conventional way is extremely time-consuming (a simulation of a 5 km/day for 10 years activity represents a 150 day test approx.). The application of an accelerated testing method is desirable, therefore. Such a method consisting of an application of a special experimental set-up and of an optical evaluation was developed. It was used for a study concerning the lubrication of artificial joints (Pražák; 2000).

Subsequently the system of sources of public international law and application of the international treaties to the system of the national law. In the third, analytical part describes relationship between international and the Czech law, it's historical development and present situation and the relation of the Czech national law to the acquis communautaire as well.

Analysis of possibilities for use of III. and IV. generation of nuclear reactors for the Czech Republic

The thesis deals with the analysis of possibilities for use of III. and IV. generation of nuclear reactors for the Czech Republic. Introduction deals with basic principles of nuclear energetics and fuel cycle which is closely associated with the issue and its development and application in practice will have a significant effect both for choice of future types of nuclear reactors of IV. generation and the matter of settlement with spent nuclear fuel. In other parts the thesis deals with the present state of nuclear energetics in the Czech Republic, compares concrete chosen types of nuclear power plants of III. generation and generally describes nuclear reactors and power plants of IV. generation. Final part of the work is focused on questions concerning the possibility of construction of new blocks of nuclear power plants in the Czech Republic and presents concrete recommendation from author´s point of view.

The atomic law and its application for utilization of significant X-ray sources (skiagraphy workplaces)

In my thesis I dealt with the Atomic act and its application for important source of ionizing radiation at skiagraphy workplace. I worked out factual requirements of related legislation in order to obtain the licence of the State Office for Nuclear Safety for using an important source of ionizing radiation, to be specific, skiagraphic device in medical workplaces. Further, I worked out the real duties of permission holder and the requirements to ensure the radiation protection of patients and staff service. The aim of my thesis was to ease the orientation in contemporary legislation to the applicants for ``permission on treatment with important sources of ionizing radiation``, to give information how to proceed in elaboration of documents required for separate licensed activities and how to eliminate ossible insufficiencies and faults which are the most common in State Office for Nuclear Safety checking.

Copyright protection of computer programs and the issue of licensing agreements

128 10 Resumé 10.1 Resumé - česky Předkládaná rigorózní práce nese název "Autorskoprávní ochrana počítačových programů a problematika licenčních smluv". Tato práce je psána autorem Janem Diblíkem zvláště z hlediska českého práva, nicméně zohledněny jsou zde rovněž příslušné mezinárodní smlouvy a evropské právní předpisy. Po úvodu (kapitola 1) jsou vysvětleny základní termíny spojené s počítačovými programy (kapitola 2) a načrtnuta je i historie počítačů a počítačových programů (kapitola 3). Na mezinárodní smlouvy související s daným tématem je odkázáno v kapitole 4 a v kapitole 5 je analyzována Směrnice rady ES o právní ochraně počítačových programů. Jiné způsoby ochrany počítačových programů, včetně známkoprávní a patentové ochrany, jsou zmíněny v kapitole 6, přičemž kapitola 7 je zaměřena na dané možnosti užití počítačových programů dle autorského zákona. Závěrečná kapitola 8 teoreticky i prakticky rozebírá téma licenčních smluv na různých úrovních - (i) obecně, (ii) dle autorského zákona a (iii) specificky pro počítačové programy. 10.2 Summary - English The title of the presented thesis is "Copyright protection of computer programs and the issue of licensing agreements". Šťavíková, V. Investment portfolio and its creation. Diploma thesis. Brno, 2015 This diploma thesis focuses on creation of an investment portfolio using the Markowitz theory. The matters of building a portfolio and portfolio management are described in the first part of the thesis. Subsequently, the operation of the Prague Stock Exchange with a particular focus on the stock market is interpreted whereas the characteristics of considered shares is not omitted. This thesis further focuses on specifying the investment criteria. The next part contains the application of the portfolio theory itself where there are demonstrated the findings of the portfolio theory via assembled collections of financial assets.

Information systems security penetration testing

The aim of this dissertation thesis is to develop new methodology of information systems penetration testing based on analysis of current methodologies and the role of penetration tests in context of IS/IT governance. Integral part of this aim is evaluation of the methodology. The first part of the thesis is devoted to the presentation of history and current state of research in selected area, definiton of basic terms and introduction of role of the penetration tests. This part is followed by the review of relevant sources and comparative study of current methodologies with a goal to identify their weaknesses. Results from this study are further used as a basis for new methodology development. Classification of IS penetration tests types and testing scenarios are also included. The second part includes design of new methodology, at first its history, structure and principles are presented, then its framework is decribed in high level of detail. In the third part the reader can find (theoretical and practical) validation. The biggest scientific contribution is the methodology itself focused on managment of penetration tests (which is the area currently not sufficiently descibed). Secondary contribution is the extensive review and the comparative analysis of current methodologies. Contribution to the economic and technical (practical) application we can mainly see in the development of new methodology which enables companies to improve management of penetration tests (especially planning, operational management and implementation of countermeasures).
