Crimes of the Police of the Czech Republic and how to prevent it

This Bachelor thesis deals with criminality of policemen in the Czech Republic. First, it focuses on defining the general characteristic of this serious anti-social behaviour. The development and causes of policemen criminality in the South Bohemian Region from 2006 to 2012 are evaluated in terms of statistics and compared to data obtained in the Czech Republic. The evaluation of current and also suggestion of further possible preventive measures are carried out in this thesis. The output of this work is represented by creating methodical directions for citizens, how to contribute to the punishment of indications, attempts and also finished policemen unlawful conduct. In the practical part of this thesis is realized an interview with GIBS members, inserted by chosen casuistries. To meet the work preventive purpose requirements, there is performed a questionnaire survey among the members of order service and traffic, alien and criminal police.

Sex trafficking of women as a new form of slavery and human rights abuse supported by globalization and modern technologies has major social, economic and organizational impact on the present society. This master's thesis deals with the theoretical basis for studying women trafficking, describes the specific features of this criminal activity, defines the role of the Police of the Czech Republic and NGOs in fighting women trafficking. At the same time it analyses and reviews the cooperation between the Police and NGOs, and also suggests some practical recommendation for enhancing the mutual cooperation in this field.

Are drivers of luxurious cars more likely to commit driving offences ?

The aim of this thesis is to verify whether drivers of luxurious cars are more likely to violate road traffic regulations. Theoretical background of this analysis consists of standard consumer theory using utility maximization and cost-benefit analysis which provide analysis of illegal behavior. This thesis summarizes the most important parts of economics of luxury and economics of crime and then uses this summary to create assumptions and models. Empirical part is based on city traffic analysis and driving offences that could be committed in order to avoid waiting in traffic jam. Data collected by terrain observations are used to verify that with increasing purchasing costs of a car also increases probability of committing a driving offence. By using assumption, that luxurious cars can be considered as cars with high purchase costs, was proved, that drivers of these cars are more likely to commit such a driving offence. It was also proved that time spent in traffic jam is one main of the factors that influence decision whether or not commit a driving offence.

Administrative transgressions against the safety and smooth traffic flow on highways

The presented thesis refers to the administrative transgressions against the safety and smooth traffic flow on highways. This is very actual topic currently, because everybody meets with these administrative transgressions in his life. The thesis is composed of seven chapters. The first chapter introduce us with the history of legislation in the period from the formation of the Czechoslovak republic in 1918 to the presence. The following chapter describes relevant legislation. This chapter contains general regulation of liability for transgressions, as well as discusses the constituent elements of transgressions and ends with characteristic of the constituent elements defined by the Law of highway traffic. In the third chapter, I focused on the comparison of transgressions and crimes. First I compared the general arrangement for liability for crimes and transgressions. Furthermore, I have listed which crimes could be committed in connection with the highway traffic, and then I looked on, in my opinion, mostly committed crimes. The fourth chapter deals with the sanctions that may be imposed for transgressions. The rules on penalties are prescribed by Law of transgressions; the specific amount of sanctions is set by the Law of highway traffic. The offence commited under the influence of alcohol

An aim of the thesis was to analyse the criminality in the South Bohemian region with regard to the degree of its severity, frequency and structure and eventually other relevant factors affecting the motivation. The objective has been achieved. It was found out through secondary analyses of a criminality evidence statistic system administered by Police Presidum in Prague that 61% of crimes committed under the influence of alcohol in the South Bohemian region over periods considered are from the traffic area. 15 % of examined crimes were constituted from violent crimes, 9 % of crimes against a property, 10 % of generally dangerous offenses, 0 % of economic crimes and 5 % of other ones.


Substantiation of criminal offences in traffic

Summary: In the present PhD thesis I report on substantiation in the field of criminal offences committed in traffic, because this subject has been dealt with during my judgement activities performed as a judge of the district court. Substantiation is decisive especially in the proceedings at the adjudication court. Therefore this subject is exemplified by concrete cases of the present judicature and also by concrete data directly of my judicial practice. The subject comprises an extensive area because traffic criminality (or its consequences) concerns almost the whole society even under situation when traffic accidents are very frequent in the Czech Republic. Due to over 160.000 traffic accidents traffic accidents happened yearly, approximately 1 000 people die and over 25.000 persons suffer an injury during the accident. Although not every traffic accident can be considered as criminal offence, it is evident that criminal offences committed in traffic represent by their frequency a significant delinquency. The submitted PhD thesis also presents definition of basic terms of this subject, including those taken as key words in the thesis.
