The Model of Financial Compensation for placement of a Deep Geological Repository of Radioactive Waste in the Czech republic in period from 2010 to 2016

Author examines a way of allocation of governmental financial resources to municipalities in locations preselected for deep geological repository. She is searching for a way how to add a motivational incentive to the process of allocation of financial resources in order to improve municipalities attitude towards deep geological repository. Hypothesis, examined in this thesis, contains two related questions. It is assumed that (1) amount and structure of financial resources can significantly affect municipalities decision making and also that (2) current mechanism of allocation of compensations is ineffective and does not create sufficient incentives. Currently (end of the year 2016), negotiations between government and municipalities are in crisis despite significant financial compensation from government nuclear account to the municipalities. This thesis have potential to change municipalities negative stance on deep geological repository through motivational model of resource allocation. Theoretical part reviews basic economic background and introduces historical, sociological, technological and economic views of radioactivity and deep geological repository. In practical part author analyzes socio-economic situation, compares evolution of transfers from government to municipalities with their attitude towards deep geological repository in time and shows that current system of resource allocation does not motivate the municipalities to change their stance on deep geological repository. That confirms second part of our hypothesis. Author also proposes a motivational model of resource alllocation. She confirms its viability by comparing it with similar models from other countries, by surveying mayors of concerned municipalities and also by examining experts opinion. Verification of the model confirmed its motivational effect. By that, first assumption of our hypothesis, that structure of resource allocation can significantly affect municipalities decision making, was confirmed.

Quality of life assessment in the selected regions by the Data Envelopment Analysis (DEA)

The diploma thesis aims to do a research into quality of life of the selected regions in the Czech Republic and so to identify strengths and weaknesses of the individual regions. The research is done by means of DEA method on the basis of chosen criterions. The DEA method determines the effectiveness of individual districts and so it shows the living standard. Moreover, the DEA method also suggests the way how to raise effectiveness in the case of inefficient regions. The thesis also focuses on strengths and weaknesses of production units, which comes out from the assessment itself. For the application of the model, economic and uneconomic indicators such as unemployment, work inability, criminality, air pollution and the apartments' costs were chosen. These indicators represent inputs. In outputs, there are density of the road network and average wages included. All data relates to the year 2010. The assessment itself is carried out via a special software Frontier Analyst.

Evaluating of territorial system of ecological stability on the territory of the municipality with extended competence Jilemnice

The subject of this thesis is an evaluation of the territorial system of ecological stability (hereinafter referred to as TSES) in the Jilemnice territory in the Liberec Region and, specifically, in the cadaster units Jilemnice and Hrabačov. The evaluation is based on an analysis of a general plan for TSES dated 1993 and, also, town-planning documents; for the analysis, ArcGis software was used. Subsequently, certain remedies including principles aimed at preservation of the landscape sustainability were suggested. In the review of relevant scientific literature, TSES is described from a wider perspective of nature and landscape conservation both in the Czech Republic and worldwide and, also, sustainable development. Based on critical evaluation of data resources, relevant landscape including the territory in question is characterized; an evaluation of the structural parts and their functions provides a picture of the current situation. Based on a subsequent current state assessment, the thesis suggests changes to the structural parts. The information gathered therein provide a basis for defining proper methods to improve the conditions of TSES and, also, all the elements and related sites in order to enhance their ecological stability and function.

Impact Evaluation of the Tax Reforms in the Czech Republic since 1993

Aim of this bachelor thesis is analysis of impact evaluation of the tax reforms in the Czech republic since 1993. It defines basic terms and the tax reform. Then it describes each reform which has been realized in the Czech republic since 1993. In analytic part there is analysis of impact evaluation of the tax reforms on tax incomes, tax quota and tax mix. Based on gained information reforms were valueted and then are recommended changes for future developement in the tax system of Czech republic.

Analysis of landscape changes in farming areas on example Lysá nad Labem,Litol and Milovice cadastral districts

Bachelor thesis deals with the evaluation of landscape changes in rural areas. Evaluation of changes in these cadastral areas were carried out in three periods: 1842, 1954 and 2015. The changes were observed in the cadastral: Litol, Lysá nad Labem and Milovice. The Geographic information systém (GIS) was used to assess the development of landscape changes in the rural areas. The imperial imprints of the stable cadastre of Bohemia from 1841, archival aerial photographs from 1953 and the newest orthophotomaps of 2015 were used as a basis for the analysis. The theoretical part is elaborated in the form of literary research. This part deals with the military domains in the Czech Republic because the military training occurred in the selected area.

Floristic survey of part natural reserve Sluneční stráň (Ústí nad Labem district)

The floristic survey of the part of natural reserve Sluneční stráň (Ústí nad Labem district) was carried out in the vegetation period in 2015. The studied area is located near the village of Brná in Ústí nad Labem district. Typical is primarily its geobiocenosis of the Bohemian Uplands and xerothermic flora and fauna. The aim of this thesis was floristic inventory of the given part area and re-inventory of taxa of vascular plants (related to the results of the revision of 1976 and 2012). The main focus was mainly protected and endangered species of studied area. The aim was also the assessment and evaluation of the level of applied and planned management in the context of a valid plan of this natural reserve. The occurrence of a total of 166 plant species, of which 45 species were determined to be in danger of extinction given in the Red List of vascular plants of the Czech Republic (including 7 kinds of legislatively protected) was detected by inventories in the studied area. Even though, in comparison with previous surveys, there was a partial reduction in species diversity (possible reduction factors are discussed), this location still belongs to very valuable natural areas which must be protected. Based on the inventory of plant species and its comparison with Habitat Catalogue of the Czech Republic, it was found that mainly a found group formation of secondary grasslands and heathlands represented by the subunits of Rock-outcrop vegetation with Festuca pallens (T3.1) - Association Alysso-Festucion pallentis, and Narrow-leaved dry grasslands (T3.3) - Association Festucion valesiacae (T3.3D - stands without a prominent occurrence of orchids) occurs in the studied area. To keeping recommended and approved current care plan for the period 2014-2023 can maintain phytodiversity of the communities in this important area from a botanical point of view. In the care plan are itemized in detail suitable and appropriate interventions and protectionist measures.

Institutional financing principles

The system of funding research institutions from public resources in the Czech Republic has undergone a complicated development since 1990 and, particularly during the last decade, arrived at a very unsatisfactory state. The decision process about which organisations should receive institutional support for R&D, and at which level, lacks strategic information. It relies on mere mechanical recording of outputs, with the rules changing every year, and ad hoc measures must then compensate for serious flaws. One of the main goals of the Individual National Project “Effective Evaluation and Financing System for Research, Development and Innovation” is to propose mechanisms for effective public funding of research institutions based on a new evaluation system and emphasizing excellence, motivation and medium-term stability.

Evaluation Principles: Effective evaluation and financing system for research, development and innovation

The objective of Ipn project “Effective evaluation and financing system for research, development and innovation“) is to replace from 2015 the existing Methodology of evaluating the results achieved by research institutions with a more effective system of institutional evaluation based on the international quality standards. The new evaluation in the form of informed peer-review will reflect the Ipn Audit recommendations as well as Long Term Evaluation Principles adopted by RVVI (Research, Development and Innovations Council). The new system will combine quantitative and qualitative evaluation of outputs and contributions of the creative activity of research institutions with clear and future oriented indicators in order to facilitate evaluation of their development dynamics, evaluate their outputs from the point of view of their quality, relevance, impact and effectiveness while respecting the departmental and institutional differences. It should enable periodic evaluation of the performance of Czech Research, Development and Innovation system as a whole and of its individual components in comparison with the global standards. The evaluation results should facilitate strategic management on the level of public administration as well as on the level of individual institutions and their departments. The evaluation process should be resistant to nepotism and should be supported by high quality international expert evaluators and bibliometrical criteria.

The consequence of milk recording in dairy cattle breeding

This thesis is elaborated a detailed review of literature to illuminate the importance of milk recording in breeds of dairy cows, which illustrates the benefits of milk recording for breeders. The emergence of milk recording in the Czech Republic dates back to 1905, when it began milk recording carried out by the Danish model. From the beginning of the milk recording was not met with such great success. Over time, the importance of milk recording in the Czech Republic grew. Patronage over milk recording over the years was taken by the International Committee for Animal Recording (ICAR), which includes the Czech Republic since 1992. The milk recording in the Czech Republic is performed using several methods. Official method A and unofficial methods B and F, wherein the method A is divided into A4-P, A4-A and A4-T. Milk recording in the Czech Republic is performed only properly educated personnel, who takes sample in individual farms. After sampling, the samples are transported and subsequently processed in laboratories for analysis of milk. Results of milk recording are important for the monetization of milk and breeding organization. The results of many years of breeding work, the main base are just the results of milk recording, were the reduction cows and increase milk production. Only the number of cows in lactation period from the year 2005 to 2014 fell by 50,636 dairy cows. To reduce dairy cows occurred precisely because of the increasing milk production. Larger quantities of milk milked from each cow meant that there was no need for such a large amount of dairy cattle. Milk production from 2005 to 2014 increased on average by 1,477 kg, which is the result of breeding work. Importance of milk recording is currently mainly breeding again. Results of milk recording are used to select animals and to organize and manage the herd. Results of performance tests are also used in numerous researches.
