Comparative analysis of public health insurance systems of Czech and Slovak Republic in years 2006 - 2010

The goal of this thesis is to characterize healthcare systems in Czech and Slovak Republic. It compares and describes a development of specific metrics and it aims to create a clear picture of efficiency of a healthcare system in each particular country. In the first part the sole proprietors, employed persons, citizens without any taxable income and citizens insured by state are characterized. The focus of this part is also a description of health insurance system. This description aims mainly on contemporary legal situation, system of redistribution and historical development of healthcare systems. In the practical chapter a system of public health insurance from 2006 until 2010 is analyzed together with national insurance revenue, basic demographic and economic facts influencing the system of health insurance. The practical chapter further analyzes health insurance companies. This analysis is based on comparison of insurance companies from the perspective of insurance revenue and healthcare expenditure. The conclusion summarizes all results of analyses and comparisons.
Possible solutions of health risks

The thesis is primarily oriented on economic aspects of health systems. It contains the analysis and description of health risks, health-insurance systems (models) and current status of Czech health system. Czech health system is described and scarified. Analysis of weak points, status of reforms and also a design of possible solutions are integral parts of this thesis. Both public and commercial approaches to health and insurance systems are involved, including current commercial insurance products which are available on Czech market.
The effects of population aging on the health care financing

This thesis is concerned with the issue of health care financing due to the upcoming changes in the demographic structure of the Czech Republic. This work documents the obvions trend in population ageing (given by the demographic development). It brings about the fast growing demand on health care and simultaneously slowly rising helth care system income. These data are used here for the health care system analysis and I used the data to analyse and estimate the future financial demand on the health care system. I concluded my thesis by evaluating possible suggestions and changes which are supported by a survey conducted in the Czech Republic. I have also included other problematic areas concerning health care, the improvement of which could result in financial savings.
The sustainability of current health care system in the Czech Republic

The aim of this thesis is to determine whether the current system of financing health care in the Czech Republic is sustainable without the aggresive reform steps and by analyzing the current situation to ponose specific measures in the form of continous regular savings to pay for health care in the future. The first part focuses on the factors influencing the shape of the health system. The second part is devoted to the future development of the health care system by 2050, according to analysis of data with the predictions of demographic trends by comparing the costs of insured by the age group of statistics. This section includes calculations of costs of health care for a patient in 2050 and overall financial balance of health system and then set out to answer the question, ie whether the current system of financing health care is sustainable. The third part is analyzed by the introduction of medical saving accounts, with the possibility for the CR. The last part focuses on the design according to the author's opinion, the best solution for the future lack of funding in the health system. I present a program that would address some variant of patients participation and which would have enabled the citizens to keep throughout life saving funds for these payments. This model is applied to life insurance products. The actual modeling is done with the outputs of the five products of financial institutions, namely Allianz Insurance Company, Amcico insurance company, Czech insurance company, Generali insurance company and Kooperativa insurance company.
The health insurance system in the Czech Republic and neighbouring countries

Thesis introduces the health insurance system in the Czech Republic and neighbouring countries. Currently the health insurance and health care itself is a very widely discussed topic, and that's why it is appropriate to analyze the total expenditure on health care, and the receipts and expenditures of the health insurance companies. By the help of the time series and smoothing by a suitable trendy function there are estimated individual expenditures and receipts in 2010, which have not been published yet. In the last part we compare the Czech Republic with neighbouring countries, how much they pay for health insurance, which is shown in the simple example, and how much they must pay at the doctor's.
A Systems Approach to Health Care Financing

This diploma thesis deals with the Czech healthcare system. Healthcare is generally reffered to as system but not always healthcare problems are solved systematically. Therefore systems theory, theory of complex adaptive systems and other notions, that are often used in healthcare, were described in this thesis. The objective of this thesis was analysis of impacts of patient's financial participation (20 %, 25 % and 30 %) on health care to their financial situation in the complex adaptive healthcare system. In this thesis four indicators were used -- poverty line, household subsistence spending, impoverished households, catastrophic health expenditure. The World Health Organization defined this indicators for World Health Survey in different countries. The indicators were applied to a sample of Czech households and some impacts of increased participation were calculated. It results from this calculation that the increased participation of households has virtually only small impacts to their financial situation. By the indicators of poverty just few households would be on the poverty line. Nevertheless, this results aren't generalized to the whole Czech population. With this indicators we should further work and develop them in order that they could serve as tool to evaluation of state's intervetion into healthcare system.
Problems of the Managed Care

The main theme of the thesis is managed care system description and definition. The first part is focused on managed care history, development in this system, and types of organizations providing this medical and hospital services. There is also chapter concerned with problems of resource management and managed care quality. The next chapter describes medical and health services and managed care in the USA, the only country offering these services in free mareket economy. For comparison in the next chapter there are presented someEuropean states, which try to introduce managed care as a tool for reduction of redundant and duplicate health services costs, include Czech Republic. At the conclusion, the comparison of some economic indicator of medical and health services among some European contries and the USA has been done.

Tato práce zkoumá na celostátních ukazatelích a konkrétní nemocnici nedostatky ve financování nemocnic. V práci je popsán zdravotní systém České republiky. Je provedena finanční analýza konkrétní nemocnice. Zjištěná data jsou komparována s dostupnými celostátními údaji. V práci jsou podrobněji analyzovány ty náklady a výnosy, které stát pomocí určitých nástrojů ovlivňuje. V práci je poukázáno na deformace způsobené nastavením legislativních pravidel.
Health system in the Czech Republic

This thesis deals with the health system in the Czech Republic, with a focus on the management of health insurance companies in revenue from premiums collected and expenditure on the health care insurance policy holders. The first part deals with the health system in general to get a general idea of the health system. It deals with various types of health systems, participants in health insurance and various types of health care. The second part is devoted to legal legislation, the history of the health system in the Czech Republic, different types of reimbursement of health care and health insurance status in the health system. The last part of thesis deals with analysis of health insurance, which is based on a comparison of the various health insurance companies in terms of insured persons, income from insurance premiums and expenses and health care.
Social Security in some Latin American countries

This thesis has aims to acquaint the reader with Latin American Social Security systems. For this end, 7 Latin American countries have been chosen. Henceforth, the different Social Security systems operating in these countries are described. It is a comparative analysis, describing the similarities and differences among them. Is necessary to emphasize that this paper does not only provide current information of the different Social Security systems, but also statistical information, which is considered as essential to the context of the economic, demographic and social environments in which are these Social Security systems function. The systems described are: the Pension System, Heath Insurance, Sickness Benefits, Unemployment Insurance, Family Entitlements and last Maternity Benefits. The countries that have been chosen are the following: Argentina, Bolivia, Chile, Colombia, Ecuador, Peru, and Uruguay. In addition to the comparative analysis in this paper, the level of development in the chosen Latin American countries as well as the latest trends concerning the Social Security systems are determined and explained.
