The influence of training program structures on police brutality in the USA

The thesis named The influence of training program structures on police brutality in the USA, presents a content analysis of the textual training manuals that accompany both cadets and their instructors throughout the duration of training. The manuals represent the backbone of all training programs, encoding not only operational procedures, but also the ethical standards and moral values that police officers should adhere to in the performance of their duties. How these values are presented is a determining element in shaping an officer's perception of the police mission as well as his or her approach to the use of physical force as a tool for law enforcement. A neglectful interpretation of physical intervention in a crackdown on civilians has far-reaching implications for officers who, as a result, may resort to abuses of police authority and the perpetration of police violence. The main objective of this thesis is to demonstrate that there is a correlation between the content of training manuals designed for cadets in police academies and the rate of occurrence of police violence. The analysis of effectiveness of active labour policy when dealing with structural unemployment in the Moravian-Silesian Region

The aim of the thesis is to analyze effectiveness of training programs in the Moravian-Silesian Region during the years 2007-2011. Targeting analysis showed that targeting at disadvantaged groups was unsatisfactory. The only exceptions among disadvantaged groups were groups of graduates and job seekers registered for 12-24 months. The values of total gross effects are only slightly lower than values reported for the Czech Republic and are around 62 %. Lower gross effects were found for disadvantaged groups. Inversely proportional relationship between the length of previous evidence and the value of the gross effect was proved. The worst results were found in the group of job seekers registered more than 24 months which approached 30 % at the end of the period. The thesis concludes that training programs seem to be efficient labor policy measure but recommends improving targeting at disadvantaged groups. It further recommends to monitoring the length of employment after training course, the connection between the job and training course and the return to the evidence that would help to optimize the supply of courses and also using the net effect analysis which overcomes limits of analysis chosen in the thesis.
Efficiency of training programs organized by the local labor office in Havlíčkův Brod during the years 2008-2011

The thesis is a partial analysis of the efficiency of training programs in Havlíčkův Brod district during the years 2008-2011. Gross effects analysis showed that two thirds of the participants were able to find a job within 12 months after completion of the program. In comparison with other territorial units, training programs achieved same or even better results with lower average costs per participant. Sociodemografic characteristics of the participants did have impact on the value of gross effect. Lower gross effects were found for disadvantaged groups. In most cases the value of gross effect did not fell below 50 %. The highest gross effects were found for vocationally oriented training programs. Targeting analysis based on the value of targeting index showed that training programs targeting on disadvantaged groups were not only in Havlíčkův Brod district in many cases far from being satisfying. The thesis concludes that training programs seem to be efficient labor policy measure and recommends maintaining their range with higher preference of vocationally oriented courses in the future. Labor office officials should improve training programs targeting on disadvantaged groups and consider implementation of zonal counseling along with profiling of employed persons. Further records about unemployed could improve training program preparation process and could ease net effect analysis of the programs which overcomes gross effect analysis's limits discussed in the thesis.
