Pandemic Crisis Management: The Case Study of Childcare Facilities for Children under Five Years of Age

The master thesis is focused on crisis management during the covid-19 pandemic. Specifically, it focuses on childcare facilities for children under five years of age in the period from March 2020 to June 2021. The particular types of facilities are under the responsibility of three ministries. The aim of the work is to describe what the crisis management in this area looked like, how the interdepartmental cooperation looked like, and what impact it had on the facilities themselves and subsequently on the families. The diploma thesis is embedded in various concepts of crisis management, but also interdepartmental cooperation and strategic governance. As a part of elaboration of the topic, eight expert interviews were conducted, which are supplemented by an analysis of public policy documents (eg selected government pandemic measures, other government documents, methodologies, etc.). The analysis showed that the first phase of the pandemic was the most problematic, however some of the problems persisted in other phases. Municipality strategic plan for development as a dead document?

This thesis is devoted to strategic planning of municipalities. To render the life cycle of the strategic document the diploma work uses process models of public policy and is dedicated to the problem of not implemented strategic plans of some cities in the Usti region. Study constructs and analyzes it as a publicly-political problem. This thesis identifies the views on the strategic plans in the cities where it exists, but is not systematically used to managing of the city.
Classification of rural municipalities by developmental potential

The issue of rural areas in the Czech Republic concerns about 5,800 municipalities, what is 93 % of all municipalities in the CR. These municipalities cover more than three-quarters of the CR territory where live over 3 million inhabitants, more than one third of the total population of the CR. Although there is consensus that the countryside faces a lot of problems which affect the lives of many people on a large territory, the adequate attention to this topic is still not given by official authorities. This confirms the facts that the CR has not adopted a clear definition of rural areas yet and the rural policy is not a priority of programs of political parties. But the urgency of solving problems in recent years stepped up. Quantity of scientific teams that focus on countryside problems increased. They are defined different typologies of rural areas, are seeking methods for dissolve disparities among different areas, there are efforts to measure the development potential of municipalities. This work is in accordance with these initiatives and by mixed research methods defines Development Potential Index (DPI). The DPI consists from 101 individual indicators. Can Local Action Groups at Czech Republic take a role of the partners of small municipalities in applying strategic governance at countryside?

Diploma thesis "Can Local Action Group play an important role, like partner at strategic planning, to countryside municipalities at Czech?" seeks answers to this question. The discussion about definition of countryside and its problems is described at the beginning of the thesis as actual and previous politics as well. Description of Czech constitution connected to countryside is mention next to it. After that, there is described the LEADER method and comparison between using this method at 5 different European countries. The tree of problem and actors analysis is provided later on. The short description of the theories using at thesis outputs is provided as well. The used theories are: bureaucracy theory, theory of social capital, theory of cultural determination, governance theory and policy network analysis. The describing of outputs from realized primary research is the main part of the thesis. There were carried out 17 structure talks in qualitative research and processed 509 questionnaires in quantitative research. The lot of tables and graphs are attached. Finally the 3 scenarios, like a suitable form for such a complex topic, were composed to describe answer at the primary question of this thesis in its context and complexity.
Strategic multi-level governance in cultural policy

The master's thesis "Strategic multilevel governance in cultural policy" deals with the often omitted topic of cultural policy. This field is observed from the strategic governance point of view and its position is analysed according to the levels of governance - supra-national, national, and sub-national. To explore the current state of the culture, it had to be placed into a framework forming context, where cultural policy takes place. Therefore, the analysis of this work dealt with the activities of political institutions according to the evaluation framework and with the evaluation of two specific cases of public policy documents of national and sub-national levels, including their application. From the perspective of major institutions at various levels of governance, especially organizations specialized on the field of culture, certain effort of conceptual solution of partial and overall issues of this field was found. The specific implementation and responsibility are often delegated to the lower levels of governance. Deficit of strategic governance in defense policy of the Czech Republic

Diploma work "Deficit of strategic governance in defense policy of the Czech Republic" describes actual situation in the area of strategic governance of defense policy. The unsatisfactory situation is documented mainly by unsteady environment of the department from personnel point of view and also by the situation of the selected modernization projects. Based on the analysis of the main participants and selected cases it is possible to describe the main causes of the deficit of strategic governance as general, common in the politic environment of the Czech Republic. It means that the deficit does not concern only the department of defense. However, this area is very specific, which may cause further complications, e.g. the concealment of the facts due to state security or special regime of the purchase of army equipment. The influence on state governance of the political parties (or groups of power within these parties) may be named as the main negative issue. Based on the analysis of the actual cases it is possible to indicate the key measure for solution of the deficit. The political parties should not interfere into personal policy of public servants and the corruption must be eliminated.

Potential of Social Capital for Rural Development

The topic of this thesis seems to be very actual and demanded. The active role of all the participants confirms it. It was proved the countryside has to solve a lot of serious problems. The mayors are those, who have to carry this burdens and responsibility for solutions. Nevertheless they don't have enough resources especially financial, personal and social to effectively solve the problems. Thus they are more under pressure of actual problems than on the place of strategic planning. Meeting this disappointing conditions there are some problems at some villages satisfactorily solved. The big role is assigned to active inhabitants, which have their own inner motivation not connected to any material reward. Building relationships with them and proclaiming proud that they are inhabitants of "our" village is one of the ways how to build social capital. The important is not to depress these people by huge bureaucracy. The LAGs should be a good organization for covering activity of such people. They can add some material resources and also strategic dimension to these activities. But the LAGs contribution to the municipalities' development was not unambiguously proved. There are not too big results of the LAGs in Czech Republic because of very short LAGs history over here. The actual policy at this area doesn't...
