Dissertation deals with the question if the first Czechoslovak Republic had signs of semipresidential regime. The theoretical part deals with the theoretical definition of parliamentary, presidential and semi- presidential system. The practical part is divided into several parts, which dealt with the institution of the president of Czechoslovakia and its role in the political system and the characteristics of the Weimar Republic. The presidential term TG Masaryk focuses on the constitution of the head of state and its real political influence on the formation and activities of governments. The thesis also examines the status of Edvard Benes as President of the Republic at the time of the Munich crisis and February 1948, including his time in exile government. Studie popisuje proceduru zbavení imunity člena parlamentu ve vybraných evropských zemích. Autorky konstatují, že ve většině parlamentů světa (asi v 60 parlamentech) rozhoduje o vydání poslance k trestnímu stíhání (pokud je upravena trestněprávní imunita) plenární schůze příslušné komory. Rozhodnutí ve většině případů připravuje imunitní výbor komory, výjimkou jsou státy, kde se věcí zabývá předsednictvo komory. Specificky se studie věnuje otázce existence „jednacích řádů“ výborů zabývajících se touto agendou. Ve studii jsou obsažena i pravidla jednání výborů pro neslučitelnost funkcí a střet zájmů. Nejzajímavější je německá úprava, která obsahuje zákaz hodnocení důkazů ve výboru a určuje i zákazy pro obsah doporučení výboru. Tím se vyjadřuje to, že výbor ani komora se nesmí vměšovat do soudních pravomocí.

Práce se zabývá druhy etických kodexů používaných v politické sféře, např. kodexy politických stran nebo předvolebních kampaní, hlavní pozornost je věnována kodexům chování přijatých v zákonodárných sborech ve vztahu k působení poslanců. Jsou uvedeny argumenty pro a proti zavádění takových kodexů a na základě rozboru existujících kodexů v irském, polském a britském parlamentu blíže představen obsah a sankční mechanismy. Přiloženy jsou texty etických kodexů zákonodárných sborů tří výše uvedených parlamentních komor (v původním znění).

Studie se zabývá vytvářením programu, organizováním pořadu schůze a možnými změnami, flexibilitou již schválených pořadů. Organizaci programu a pořadu parlamentních komor je možno rozdělit na několik typů, kdy většina komor tradičních parlamentů v podstatě nedovoluje změny hlavního programu a pořadu činěné tentýž den, aby nedocházelo k nepředvídaným programovým zvratům a rovněž aby vláda dosáhla plynulého přijímání navržených zákonů. Naopak v typu parlamentu, který se uplatňuje v parlamentních republikách postkomunistických států (ČR, Slovensko, Polsko, Maďarsko, pobaltské státy) jsou jednací řády ovlivněny tím, že agendu parlamentních komor (hlavního programu) povětšinou vytváří parlamenty samotné.

Studie se zabývá právními úpravami, které jsou zde podrobně uvedeny. Je možno konstatovat, že v zajištění kázně a pořádku jsou neúspěšné zejména ty parlamenty, které ponechávají zajištění pořádku v sále okamžitému rozhodnutí pléna a nemají dostatečně ustálenou aplikační a interpretační praxi při řešení nepořádku a zachování důstojnosti parlamentu. Nejúspěšnější jsou naproti tomu parlamenty, kde má předsedající vyšší autoritu a nemusí se obracet k nějakému jinému orgánu, který často rozhoduje stranicky. Důležité a pozitivní je rovněž to, když předsedající může rozhodnout o řešení záležitosti okamžitě a bez toho, že by se k porušení pořádku mohli vyjádřit jiní poslanci. Základním návodem pro to, jak udržet pořádek v plénu komory parlamentu, by měla být britská praxe. Vzhledem k tomu, že britská Dolní sněmovna je, na rozdíl od kontinentálních parlamentů, více divadlem, zatímco kontinentální parlamenty slouží více ke skutečné práci a tvorbě legislativy, je pro ni nezbytné, aby způsoby parlamentního divadla plnily dva základní úkoly: musí být pro diváky atraktivní a zároveň nesmí snižovat důstojnost parlamentu.
