Protection of rights with respect to the elections to municipal councils

The main aim of this thesis is an introduction into the basic principles of electoral law and instruments of their protection, especially through the judicial power, in the local elections. The right to participate on public affairs is one of the fundamental attributes of the citizens of a democratic state. Its protection through independent and impartial courts is very important. The first chapter sets out rights relating to elections into municipal councils. The second chapter explains the stages of the electoral process, including examples of selected court decisions related to some institutes. The third chapter deals with the protection of public subjective rights in the election judiciary. The protection is provided to political rights of voters, political parties, candidates and elected members of representative bodies. There is a brief mention about the protection that has been previously provided by civilian courts. In accordance with the system of the Judicial Administrative Procedure Code I discuss four particular types of proceedings - proceedings in matters of electoral rolls, proceedings in matters of registration of candidates, proceedings in matters of invalidibity of elections and voting and proceedings concerning termination of the mandate. It Is Time to Change the Electoral System for Czech Municipal Elections

This thesis deals with the possibilities of changing the electoral system to Czech municipal councils. It is an analytical case study with elements of a policy paper, i.e., a set of recommendations intended especially for legislators. The thesis has two main goals: (1) to identify and summarize aspects of the electoral system that experts call controversial and (2) to suggest possible solutions that would mitigate or eliminate these controversial variables. The work comes with three alternative solutions for changing the electoral system: (A) minor modifications to the existing system, which will facilitate the possibility of election because of preferential votes, and at the same time prevent local governments from performing electoral engineering by purposeful modifications of constituencies; (B) a variably mixed fusion system identical for all municipalities and (C) combination of two systems: unlimited vote for municipalities with less than 2,000 inhabitants and an open PR system for larger municipalities.

AAbbssttrraakktt This diploma thesis deals with historical development of village Solopysky situated 12 kilometers from Kutná Hora in Central Bohemia. In the paper is reflected interwar period from 1918 to 1938 which brought a lot of turning points. There is described influence of those milestones on local inhabitants (e.g. establishment of first Czechoslovakia republic, Munich Agreement). Administrative area of this thesis is focused on mechanisms of operation, organization, structure, personnel management, power and municipal governments' activities. Attention is paid to the then legislation and its introduction into practice. The author tries to clarify tendencies of the municipal economy including municipal budget and dealing with the municipal property. Cultural area of this thesis is focused on school environment, activities of local associations and on the political activities including municipal elections. There is also mentioned description of daily life and atmosphere of the village according to the memories of the local old resident - Mr. Václav Sova. V České republice se ve dnech 10. a 11. října 2014 uskutečnily na základě rozhodnutí prezidenta řádné volby do zastupitelstev obcí, městysů a měst a do městských obvod ů a městských částí statutárních měst. Ve stejném datu byla volena také jedna třetina Senátu Parlamentu České republiky. Český statistický úřad se podílí na přípravě voleb a výsledky voleb zároveň i zpracovává.

Coalition Relations in the chosen Town (Vlašim)

This diploma thesis provides a complete information about local politics in the town of Vlašim. Theoretical basis is primary focused on the theory of coalitions and its typology. Then characterizes socio - economic indicators of the municipality, which have the main effects on the local political system. Further, it describes election periods from the year of 2002 to 2010. This part is important to know all contexts that have influenced today's composition of coalition and in fact the whole situation in the city council. The last chapter applies the theory of coalition at the local level. For the correct interpretation and understanding of the formation of coalitions in Vlašim it is fundamental to detect the local specificities such as motivation of creating partnership between the parties, relationships between councilors etc. Now it is possible to understand the local political scene and subsequently the principles of local coalitions.
Electoral Engineering at Local Level in the Czech Republic: Case Study of Prague, Olomouc, Ústí nad Labem, Most

The master's thesis deals with local elections in the Czech Republic from the point of view of electoral engineering. Theoretical part of the thesis is focused on the elections, electoral systems and variables of electoral systems. The main variables are electoral district magnitude, electoral formula, legal threshold and the number and character of tier districting. The thesis then describes issue of gerrymandering and malapportionment from the theoretical perspective. The next part of the thesis deals with legislative framework of the local government elections from 1989 including rules and problematic characteristics of current electoral law for electing members of municipality. Empirical part of the thesis analyses local elections in the Czech Republic and results of the elections between 1994 and 2014. In the last chapter, division of the territory into electoral districts is assessed with an emphasis on principle of equal weight of votes and degree of proportionality. Comparison was carried out by using two indices of proportionality, Loosemore and Hanby index and D'Hondt index.

Analysis of the Influence of Preferential Voting on the Municipal Elections

The bachelor thesis deals with the transmission of voting behavior patterns from elections to the Chamber of Deputies to the Municipal elections in 2010. There has been recorded an entirely new phenomenon of preferential voting for the last four candidates on the lists during the last Parliamentary elections, which had been created by Citizens' Initiative. This kind of preferential voting has proved very effective in order to show dissatisfaction with usually always the same candidates on the lists. The aim of the thesis is to find out what was the impact of the Parliamentary elections on the voting patterns in the Municipal elections that took place five months later. The text is divided into four chapters. The first one is a theoretical basis of the thesis which deals with proportional and majority systems with a focus on preferential voting. The second chapter concentrates on the personalization of the vote in various types of elections to the Czech representative bodies. The third chapter could be characterized as a bridge between theoretical and empirical part, where the author describes the phenomenon of the preferential voting in the Chamber of Deputies in May 2010. The last (fourth) chapter consists of author's analysis of preferential voting in the Prerov Municipal elections, which in the end enables to answer the questions.
