Prediction of economic development of Czech regions using a model of potential accessibility

The aim of this thesis is to find out the relationship between the development of the economic situation in Czech regions and potential accessibility of road networks evaluated with mathematical analysis. The intent of the model is to define a relationship between the transport accessibility and economic state in municipalities in 2001, 2011 and to predict for 2021. This evaluation has been reached with the model of potential accessibility. Several methodological problems had to be solved. Model calibration was provided with respect to the reality and changes in economic state in particular geographical regions. After the first step, which was focused on finding out the optimal model for potential accessibility of road networks, the linear regression with prediction of gross added economic value in analysed regions was used. Results showed only minor growth of gross added economic value in core geographical regions in the Czech Republic. In contrary, in peripheral regions dynamic growth of gross economic added value can be expected. Cooperation between Government and civil Sector - Community Planning of Social Services in the Pelhřimovsko Area

The thesis is focusing on cooperation between public and civil sectors, mainly on the area of social services development planning. In the theoretical part, general information about both sectors and their relationships is presented. The community planning method is described more deeply in the thesis, being promoted as one of the methods of cross-sector cooperation. The research part is based on a qualitative research. It deals with actual cooperation of non-profit and public organisations in the area of social services development in Pelhřimovsko area and how this cooperation is appraised by the representatives from both sectors. The main goal of the thesis is to describe cross-sector cooperation in social services in Pelhřimovsko area and to find more ways to increase its quality and effectiveness.

The municipality solution analysis in readiness for extraordinary situation drought in the South Bohemia region.

The aim of this diploma thesis is to evaluate the needs and preparedness of municipalities with extended competence of the South Bohemian Region for an extraordinary event of drought. To achieve the stated goal, a search of available literature and foreign sources was carried out, which helped obtain the basic information necessary to understand this issue. A qualitative research method based on a structured interview was used to analyze the needs and readiness of municipalities with extended competence. This research was carried out among the crisis management personnel of municipalities with extended competence in the territory of the South Bohemian Region. Other experts such as those involved in the crisis management department of the South Bohemian Regional Office, the Department of the Environment of Municipalities with Extended Powers or the Fire Brigade of the South Bohemian Region were also questioned. The available documents also examined details of selected aspects that increase the resilience and preparedness of municipalities with extended jurisdiction for drought. These documents examined the extent of involvement of state administration and self-government in drought preparedness issues and the way of implementation in the analyzed documents. Afterwards, the information collected was arranged and evaluated. The research has shown that the preparedness of the municipalities with extended powers for the extraordinary event of drought is insufficient. Documentation dealing with drought issues has not been elaborated for individual administrative districts of municipalities with extended competence and has not been incorporated in the emergency plan of the region or the crisis plan of the municipality with extended competence. Another problem is the insufficient information of municipalities with extended competence on drought episodes in the administrative districts of municipalities with extended competence in the territory of the South Bohemian Region. The research also identified a problem with a low number of drinking water sources and insufficient provision of alternative or emergency drinking water sources.

Analysis of business and entrepreneurship sector policy in the town Písek

The aim of my thesis is to analyse business and entrepreneurship sector of the town Písek and positive attitude of the local municipality towards private business sector operating on the largest industrial zone in South Bohemia. Theoretical part concentrates on description and explanation of the basic terms and relations dealing with the topic of regional development. Afterwards, I focus on description of public and private sectors and possibilities of providing financial subsidies from both national and EU funds. The first section of practical part concentrates on detailed description of the region Písek from various viewpoints social, demographic, economic, industry sectors and competitiveness. Furthermore, I describe and analyse business and entrepreneurship conditions within the industrial zone lying on the edge of the northern part of the town Písek focusing on the past, present and future. I also describe clusters and evaluate success rate and effectiveness of the town Písek in obtaining financial subsidies from both national and EU funds. The last part uses the findings to compare the industrial zone in Písek with a similar industrial zone in Vodňany. Finally, I summarise and evaluate all findings. I outline the possibilities of further development of the industrial zone Písek and ways to obtain financial subsidies for development of business and entrepreneurship sector in the town Písek from accessible European funds.

Analysis of activities of the state forest administration first-stage authority with special regard to data and forest management records

Analysis of activities of the state forest administration first-stage authority with special regard to data and forest management records in relation to the exercise of state forest administration. In theoretical part of this paper is the summary of the history of forest economic records in our country, some examples from abrouad and legislation dealing with the issue of forest management evidence. Next are added new drafts of changes or amendments to existing legislation in order to improve the current situation. The application part consists of analysis of the activities of the first instance od a state forest administration in relation to the paraghraphs pf Forest Act. Data was analysed from six forests under the state governance, which are responsible for checking the forest economic records and state forest administration. The analysis of decision-making body was made through period of five years from 2008 to 2012 included.

Long-term development strategy for social services in selected municipalities with extended powers to 2030 (accent on the determinants strategy).

The thesis deals with the issue of long-term strategy for the development of social services in the municipality with extended scope Světlá nad Sázavou to r. 2030. The aim was to describe the current situation in selected municipalities in terms of facilities and related social services to handle the forecast population on a given territory by 2030 and ratify the lessons learned in terms of the need for social services in the interviews with key players in the field of social and related services. The theoretical part is focused mainly on the concept and characteristics of social services and related issues with regard to demographic changes. The practical part is divided into three parts. In the case study, I firstly describe the current state of social and health services in the municipality with extended powers Světlá. In the second part of the thesis, I compiled the forecast population of the selected area by 2030. In the final part in order to achieve the objective I conducted interviews with key personnel in social services in the studied area. The conducted research has revealed several recommendations for the town Světlá. In the future, it would be appropriate to support outreach and outpatient services, and increasingly develop cooperation with existing non-profit organization that operate in the selected area. It is also necessary to resolve the issue in an appropriate manner of people at risk of social exclusion. By 2030, the increase in the number of people older than 65 years in the studied area almost doubled. With that will surely come the need to extend existing capabilities of social services. For the city, it follows in the next 15 years to take appropriate action in response to the social policy of the state. The current system of financing social services and the care allowance is assessed as ineffective and requires appropriate legislative adjustment, so that the network of social services in the Czech Republic in the future, is prepared for the expected demographic trends.

Hodnocení spolupráce obcí v SO ORP Kuřim jako faktoru rozvoje venkova

The main objective of this bachelor thesis is to provide a comprehensive assessment of inter-municipal cooperation in the administrative district of Kuřim municipality with extended powers through the project Municipalities for themselves. The thesis deals with the historical development of settlement structures and public administration in the Czech Republic. It describes various forms of inter-municipal cooperation and - in its research section - analyzes the interviews with local officials of the administrative district obtained on basis of a semi-standardized research. The research proved that the inter-municipal cooperation is rather informal, its potential in the area is not fully developed and the project did not bring about substantial changes in this respect. Thanks to considerable amount of information gathered, the thesis subsequently evaluates the effectiveness of the project in the administrative district and addresses the question of whether the set goals were successfully achieved.

Evaluation of selected municipal co-operation as a factor of rural development

The thesis aims at providing the evaluation of the inter-municipal co-operation project Obce Sobě in the rural municipality with extended competence of Židlochovice, based on the qualitative research -- standardised interviews with local representatives of self-government municipalities of the administrative district of Židlochovice and on results of quantitative research conducted in the unit by the project coordinator Lucie Kubalíková. The researches shows positive aspects of the inter-municipal co-operation Obce Sobě, providing the system support of the development of inter-municipal co-operation in the Czech Republic within its individual administrative districts of municipalities with extended competences, leading to develop self-governmental rural municipalities of the municipality with extended powers of Židlochovice, to make the performance of public administration more effective, to provide inhabitants with greater variety of public services of higher quality, to strengthen informal co-operation and built trust among municipalities and to eventually bring savings to local budgets through joint projects in this specific district.

Time accessibility of public service centers in selected districts of South Bohemian region (Strakonice, Písek, Tábor)

The presented bachelor thesis analyzes the time accessibility of centers, public administration from parts of municipalities within the administrative districts of these centers. This is realized in the three former districts of the South Bohemian Region - Strakonice, Pisek and Tábor based on a statistical survey of the availability of both public and private transport. First, however, the work describes the theoretical background and the most important sources from which the author draws. The following explains the key concepts, which operates in the work of the author. In chapter Methodology work is explained in detail the procedure for creating part of this work. The research results are adequately assessed and cartographically represented.
