Local Government and Public Life in the Municipality of Hostouň

The bachelor thesis is dedicated to local government and community life in the village Hostouň. The goal is to characterize the local government, local organizations and their influence on public life in the village. The work is divided into two main parts. The theoretical part defines the basic structure of public administration and lawful functioning of the local government. The practical part describes the basic characteristics of the village. Attention is paid to the historical, cultural, demographic and sociological characteristics of the village. Municipal elections and financial characteristics of the village are also being addressed. Last but not least it also deals with the social and political life in the village, in which the local associations play a big role.

The main aim of this thesis is to compare and evaluate the importance of social activities, whether and how it contributes to quality and to the development of local life and local communities in the surveyed municipalities Chlum, Tichonice and Kladruby (municipalities under three hundred inhabitants) and compare the social activity of these municipalities with the thee times bigger township Kácov. The aim of this thesis is to find out the reason why smaller municipalities under three hundred inhabitants appear to be as active as the larger township. The theoretical part defines the terminology related to the topic. The empirical part of the work consists of secondary and comparative data analysis of actors, activities, and community amenities. Secondary and comparative data analysis showed that social life in small municipalities is varied and rich especially in entertainment, cultural and sport activities. Compared to the bigger township there is less folklore and education activities in smaller municipalities. It was found that the most active municipality is Kladruby with the activity ratio to population of 5,3%, followed by Tichonice with 3,6%, township Kácov with 3,3% and Chlum with 3%. It came out that there is not a direct correlation between the number of actors and social activity of the municipality. The activity of individual actors is different. It means that it is not the truth, that the more groups of actors are in the municipality, the more activities are held by the actors in the municipality. It was found that township Kácov disposes with the most diverse community amenities. Despite of a noticeable impact of community amenities on regularity of organizing activities, this factor is not the only condition for organizing activities. Deficiencies in community amenities can be partially replaced by well-functioning common organizing activities by actors, what is the factor what differentiate smaller municipalities from the large township. Exogenous approach was, over the last ten years, evident in all of the examined municipalities. There was obtained and invested financial resources to the municipalities community amenities, which allowed organizing new activities or continuing with organizing of existing activities. The empirical survey was carried out through semi-structured interviews with the actors operating in the public and nonprofit sector in the examined municipalities. A key factor in the activity organizing is community involvement connected with the mutual cooperation of individual actors (i.e. a combination of utilization of actor´s cultural and social capital). Smaller municipalities may not seem, to the interviewees actors, as active as three times bigger township. Reasons why smaller municipalities may seem as active as the larger township are more significant community involvement and a higher rate of cooperation between actors in organizing activities in smaller communities. The social life plays an important role in all of the examined communities - especially in creating and maintaining interpersonal relationships, in strengthening social cohesion, preserving the traditions and creating the relationship with the place. It was found and confirmed how important endogenous approach (active actor) in development of examined communities is. With the proper supplementation and harmonization with exogenous approach can be the endogenous approach further stimulated.
Participation 2.0: Does Internet increase civic engagement in Czech Republic?

While in Western democracies the study of the impact of Internet on civic and political participation is very popular, in the Czech Republic this type of study is still at the beginning. It is merely focused on the impact of Internet on voter turnout and political campaigning. However the study of the impact of the Internet on civic and political participation from the indivdual level is still missing. Because of that te aim of this study is to analyze the impact of Internet use on political and civic participation. Based on my research I analyzed the internet activities and main factors that influence participation. The results of this study show that Internet is not going to be a panacea for political participation.
Citizen´s Participation in Community Activities

In my thesis I deal with the participation of new citizens (in satellite areas) in activities of the local community. Today we live in a time of the developing issue of suburbanization. It began in the Czech Republic in the 90s of the 20th century after the Velvet Revolution, when the model of ideal housing for young families started to change gradually. In the world, this process has already started to appear many years earlier as in Western Europe or the USA. There was a significant reversal in the 19th and 20th century, when the situation was completely reversed, and most of the rural population moved to cities - urbanization process. The most common reasons for migration - for better job application and better access to needed services. The process of suburbanization means the movement of the population, their activation activities and some other functions from the core city to the suburbs of cities or urban population moving to a rural area and thus dramatically affecting and changing the face of typical rural life. A new area is growing around villages which changes the form from rural to urban style. New residents of these suburbs (satellite cities) live their learned life, ie. they prefer anonymity and do not adapt to life in the country. Suburbanization is a normal process that took place in our history in the development of cities. From the available historical sources, we know that it has been recorded on maps of Mesopotamian cities. This thesis is used to determine how new residents from the areas of satellite villages (Litvínovice, Hlincova Hora and Dubné) participate in the activities of local communities. To determine the objectives and elaboration of this thesis there were two hypotheses set. H1: Persons in the lower age will participate more in social activities in the village than the elderly. H2: Women will participate more in social events in the community than men. This bachelor's thesis consists of two parts. In the first part of this thesis I deal with current issues of suburbanization. The theoretical part includes basic concepts, the present in the countryside, the history of the rural countryside of South Bohemia, social interaction and socialization style and standard of living in suburbia. The second part of this bachelor's thesis deals with the research. Methodology work is processed using quantitative research. Data collection was conducted through a questionnaire survey. One type of questionnaire was composed and designed for the research sample, which consisted of new village residents (resident since 2000) who live in new buildings in the villages Hlincová Hora, Litvínovice and Dubné. The questionnaire consisted of 20 questions, of which 17 were closed and 3 were semi-open. The questions in the questionnaire were intended to determine the participation of the citizens in local community activities in the surveyed village they lived in. The research was conducted from 1st March 2013 to 15th March 2013. There were 260 questionnaires personally distributed (100%). In Litvínovice 148 questionnaires were distributed, in Hlincová Hora 60 questionnaires and in Dubné 52 questionnaires. All were completed and collected back in person. All distributed questionnaires (260 questionnaires) were used in the research. Of 260 respondents surveyed, 130 were women and 130 were men divided in 130 respondents up to 40 years (lower age) and 130 respondents over 40 years (elderly). The set hypotheses. H1: Persons in the lower age will participate more in social activities in the village than the elderly was refuted. H2: Women will participate more in social activities than men in the village was refuted. The information obtained from the data collection can be used as information material for mayors of surveyed villages. Also, these data can be used to meet the needs of mayors in motivating new citizens to cooperate and participate in the activities of local communities.
The possibilities of elimination of risks predicating social exclusion of families caring for children with a disability

The theoretical part of this presented text specifies circumstances of social exclusion of caring families and the system of supportive measures in the Czech republic that should prevent the above mentioned social event. In compliance with the title of the work there has been a goal set: to identify the risks causing social exclusion of families caring for children with a disability.. To get the most complex view of the said problems the author undertook a partial inquiry by both social workers, by whom she was assessing the limits of their knowledge and skill potential, and by political representatives of municipalities, by whom she concentrated on the causes of limited application of municipal policy determining social exclusion of families caring for children with a disability. The above mentioned goal of this research was carried out by means of sociological qualitative and quantitative methods. The investigator was at the same time interested in how the caring families themselves used the means of civilian participation relating to improvement of their life situation.
Civil society and civil participation at municipal level (case study of Prague 5 district)

In connection with a process of democratization of the Czech Republic the topic of an civil society becomes more and more topical. This study focuses mainly on one of its functions -- civil participation -- and on the case of the Czech Republic it proves Beck's hypothesis that civil society and civil participation mobilize itself in reaction on critical situation, and it tries to find an explanation of this hypothesis. To set criteria for analyzing the given hypothesis, and its subsequent explanation the condition of civil society in the Czech Republic is analyzed with regard to both historical and contemporary influences and public opinions of citizens. Then, the study moves to verifying the main hypothesis on the case of the Prague 5 district. For this purpose analyzing of medial causes and mainly reactions of citizens to it, is used.
An analysis of the policy of Neratovice - the possibility of citizens to be participants in decision making in town

This thesis focuses on the analysis of the policy of Neratovice in terms of citizen involvement in decision making in the town. The main goal is to ascertain whether or not the inhabitants of Neratovice are active citizens; i.e. do they exploit the possibilities of participation, or are they rather passive citizens who are uninterested in the town's events, and thus they do not intervene into its policy. This work is also interested in obtaining the underlying causes which affect the activity or lack there of. The thesis analyzes the possibilities of participation in decision making in a town, it represents the problems of Neratovice, and it studies local community activities, such as petition initiatives and projects with citizen involvement. It also focuses on mutual communication between town government and citizens and it proposes its improvement.

Případová studie se zabývá participací veřejnosti na rozhodování o poloze hlavního železničního nádraží v Brně.
VEŘEJNÁ SPRÁVA V USA SE ZAMĚŘENÍM NA E-GOVERNMENT

Práce hodnotí úroveň elektronického governmentu (e-governmentu) ve Spojených státech amerických na místní úrovni. Následně metodou korelační analýzy zkoumá, které z vybraných místních charakteristik nejvíce ovlivňují přijetí iniciativ e-governmentu samosprávnými orgány. Úroveň e-governmentu je měřena hodnocením webových portálů vybraného vzorku 120 municipalit po celém území Spojených států amerických. Pozornost je věnována také občanské participaci a transparentnosti veřejné správy. S přihlédnutím k rozdílnostem ve veřejné správě mezi Spojenými státy a Českou republikou by mohla být práce využita jako inspirace při reformě veřejné správy v České republice a při zavádění egovernmentu do veřejné správy.
