Influence and role of Sweden in EU immigration policy since 2000

This thesis aims to monitor the influence of Sweden on the process of making immigration policy after 2000. In the first chapter the thesis outlines the initial effort to harmonize EU immigration policy before 2000 in order to build on the description of the current situation. In the second chapter the thesis describes the development of Swedish policy towards immigrants from third countries and proves that an open attitude towards immigrants comes from the Swedish experience during the World War II. In the third chapter two levels of legislative processes of the EU are monitored. First, it is described how the rules for the adoption of legislation on immigration are generated and second the process of adopting particular legislative proposals is described. These three chapters make theoretical background for the analysis the role of Sweden in adopting both types of legislation since 2000. Based on the analysis the author concludes that the influence of each Member State in the EU legislative process is very complicated, if not impossible, to study, mainly because of the lack of transparency in the whole process. The European Commission is one of the main institutions of the European Union. It represents and upholds the interests of the EU as a whole and manages the day-to-day business of implementing EU policies. However, to limit the role of the European Commission to that of an executive body would be misleading. Its role in the EU institutional system is much broader than that. The European Commission is the most important legislator among the EU institutions and is also empowered with an almost exclusive power to submit drafts of EU legal acts. Climate change policy making in the EU

The thesis aims on the policy-making in the EU with the focus on the climate change policy. The thesis analyses the way the climate change policy is decided within the EU and on the international level. It describes the legislative procedure and the development of international and European climate change policy - including the case study focusing on the process of negotiating the proposal on land use, land use change and forestry (LULUCF).

This thesis focuses on decision-making process within the EU while describing the position of its institutions in the decision-making process. This bachelor thesis uses historical analysis and the contemporary situation to determine, whether the supranational character of the EU institutions is becoming more powerful. This determination is achieved through the study of the principal treaties and their amendments, as they are the boundary stones of the development of the EU institutions character. In order to preserve the actuality of this topic, the modifications implemented within the framework of the Treaty of Lisbon are applied.
