Assessment of legal updates on civil protection/defense in relation to trends in the area of civil protection/defense and comprehensive security of the population

The objective of this study is to evaluate the trends in individual periods of selected legal and sub-legal regulations on civil protection/defense in the Czech Republic from 1935 to the present. In addition to presenting an overview and description of individual legal provisions, the study also outlines the characteristics of the period in which the legal provisions were created, approved, and subsequently enacted. Three European countries were selected and briefly described for the purposes of the overview and comparison ? specifically, Italy, Switzerland, and Austria. In all of them, much emphasis has been put on the population?s protection, so that these democratic states have considerable and valuable experience in protecting their citizens in their respective geographic and historical setup. Using a multicriteria analysis, a comparison of legal provisions on civil protection/defense in the territory of the Czech Republic was made from 1935 to the present. Since it was not feasible to compare all the legal and sub-legal regulations in the given area, the study concentrated on the main legislation during that period. The period under study, i.e., 1935 to the present, was divided into segments where significant amendments were adopted in the area of civil defense in the territory of the Czech Republic. Subsequently, these main provisions on civil defense were detailed so as to make the primary objectives of the individual provisions obvious. The chapter containing compilation of the results describes selected key legislation in the periods from 1935 to 1961, then from 1961 to 2000, and finally from 2000 to the present, including a comprehensive table with a brief description of selected regulations. In conclusion, it was necessary to state that endangerment of the population, both with respect to civil and military threats, still exists. Therefore, it is essential to continue to amend and supplement the current legal provisions on a current basis, even though the legislation is very good, quality-wise, to be able to respond flexibly and effectively in the event that the population of the Czech Republic is exposed to any of the potential threats.

Function of local government authorities and suggestion for methodical plan to adress the extensive forest fire.

As the title suggests, this diploma thesis is focused on the activities of self-governing bodies in the event of extensive forest fires. First, the theoretical part describes general information about forest fires that concerns, among other things, the most common causes and kinds of forest fires. Drawing on this part, there is information on various ways of extinguishing fires, especially by means of the aerial fire-fighting service. The chapter of The Present State is further focused on legislation and the tasks of self-governing bodies in the event of extensive forest fires because the competences and duties of mayors have to be clearly defined in such serious situations, which consequently enhances the clarity of the situation. This diploma thesis follows two objectives. The first one is the evaluation of the activities of self-governing bodies in the event of extensive forest fires, and in connection with this, pointing out possible flaws. For this, a hypothesis has been established claiming that it is necessary to increase the readiness quality of the self-governing bodies for the possible occurrence of extensive forest fires. The other objective is to prepare a methodical process draft for solving an extensive forest fire. The output of the thesis is a methodical draft or manual, which should support the preparation for and solution of such situations. This final thesis will provided as a study material for students. The methodical draft will be further offered to mayors of municipalities that are endangered by forest fires.

Využití obnovitelných zdrojů energie (OZE) pro kombinovanou výrobu elektřiny a tepla (KVET)

Cílem projektu je optimalizace využití OZE při krytí energetických potřeb ČR, zejména prostřednictvím rozvoje KVET na bázi biomasy. Projekt přispěje k řešení programu RPV zmapováním, analýzou a vyhodnocením všech technologických procesů a souvislostí využití OZE pro KVET, zhodnocením všech možných konfigurací systémů získávání biomasy, jejího využití pro energetickou výrobu a uplatnění vyráběné elektřiny a tepla na trhu. V roce 2009 byla zhodnocena současná úroveň využití OZE a KVET. Pozornost byla soustředěna na technické a provozní aspekty zdrojů využívajících biomasu a na vyhodnocení efektů zdrojů využívajících biomasu. Procesy využívající biomasu jsou technicky zvládnutelné a provozně ověřené. Pro jednotlivé druhy biomasy byly určeny zdroje na jejich využití podle energetického a ekonomického hlediska.

Příručka pro nakládání s komunálním bioodpadem

Příručka je podkladem pro rozhodování orgánů veřejné správy i provozních firem o způsobech nakládání s bioodpadem. Jsou rozvedeny podmínky a způsoby nakládání s bioodpadem, doporučené postupy odděleného sběru, kvantitativní znaky sbíraných druhů, technologie a organizační systémy kompostování včetně domácího a komunitního, územně technické požadavky na výstavbu zařízení, stavební řešení a technické vybavení i požadavky na zajištění provozu kompostáren. Je zmíněno zpracování bioodpadu na bioplynových stanicích.

Mezinárodní souvislosti kanálu Dunaj - Odra - Labe

Zpráva analyzuje dopravní politiku v jednotlivých zemích (Německo, Polsko, Rakousko, Slovensko), kterých se výstavba kanálu týká, včetně popisu současné situace na jednotlivých tocích. Předkládá ucelenou analýzu dopadu výstavby kanálu z pohledu ochrany přírody a životního prostředí dotčených států. Jsou uvedeny mezinárodní závazky ČR a mezinárodní dohody vztahující se k případné výstavbě. Přílohy obsahují vládní, právní a strategické dokumenty dotčených zemí, které se vztahují k projektu výstavby vodní cesty Dunaj - Odra - Labe.
