Stakeholders' attitudes towards policy of cost- sharing in Czech higher education institutions

The topic of my diploma thesis is a policy of cost- sharing in the Czech higer education system. Discussion of the cost- sharing policy implementation in the Czech higer education system has taken place for almost twenty years. Yet no form of tutition fees at higer education institutions was introduced. The cost- sharing seems to be a controversial element in the effort to reform the system of Czech higher education financing. The Czech higher education system needs a reform. There are many problems: worsening financial situation of higher education institution, a low efficiency of the system, inequitable access to higher education etc. Policy making is a complex process, which comprise of many factors. In this process, stakeholders plays a very important role. Stakeholders are those, who are interested in the policy or those who are influenced by it. In my thesis I want to clarify a dispute about the policy of cost- sharing in the Czech higher education. To reach this goal, I try to describe the attitudes of higher education policy stakeholders to the cost- sharing in the period of 1992- 2012.
University in the time of climate crisis

This qualitative diploma thesis deals with the process of establishing the sustainability agenda in the institutional context of Charles University in connection with the climate crisis. The student Initiative Universities for Climate, of which I am a part of, drew attention to the need to reconsider and change the operation of the institution with regard to its internal and external functioning during the Occupation Strike for Climate in November 2019. The initiative politicized the issue through a protest form of negotiations, forcing a wider range of actors to relate to the issue. My work is based on specific related theoretical frames, which are united by criticism of the hegemonic political system in relation to environmental issues [e.g. Swyngedouw 2011, Fisher 2009, Žižek 2006]. I place the research in the context of post-normal science, which is one of the democratization tendencies in science that open up the possibility of confronting different approaches and dialogues with different social groups. This approach reflects the entry of science into complex issues involving social issues [Funtowicz, Ravetz 2002]. Legislative process of same-sex parent's right to adopt children in Czech Republic: frame analysis

This bachelor thesis analyzes a novelization of the Registered Partnership Act, which regulates right to adopt the children by the same-sex couples in the Czech Republic. The main line of this thesis is to determine participating actors acting on the field of children adoptions by same-sex couples and to determine their rhetorical frameworks, which they present on the level of arguments. These goals were achieved by using the content analysis of the media texts and expert interviews. Theoretical support for answering questions set forth by this thesis was a frame analysis, which Rein and Schön conceptualized on the field of public policy. This analysis works with an idea of overcoming a conflict by reframing. Outcome of the framework analysis in this thesis is a description of two competing frames which confront each other on the level of public policy forum. Due to the analysis of the actors the most significant sponsors of the frames were identified. In this thesis which was written under auspices of the case study, author describes the development on the field of same-sex couples and main frames, sponsors and their arguments.
The role of nongovernmental sector in the penitentiary and post-penitentiary care

Criminal recidivism rate has been increasing till 1990 in the Czech Republic. The Czech Republic is also on one of the leading positions in the prison population index list of countries. These two indicators should work as a red alert for us that our justice policies and the system of criminal prevention do not work effectively in the long run. We consider it important then that the increased attention should be paid to the whole system, the programs should be evaluated and the weak spots should be identified. Hence in this work we are looking at the topic form the structural-functional perspective. Using stakeholder analysis methods we identify the key actors of the field. The actors are divided into three basic sectors: governmental sector, market and the third sector. We then focus on the third sector and its' role in the penitentiary and post-release care with special attention to the relations and connections with the governmental sector. The weak spots and the examples of successful cooperation of the two sectors are explored with the tools of the social network analysis. Public policy of sects and new religious movements in the Czech Republic - Stakeholders analysis.

This work addresses the issue of sects and new religious movements from the perspective of public policy of Czech Republic, namely its relevant people involved in the field of policy making. In the first part we learn more about the definitions of the term sect, new religious movements and public policy from the terminological development to the definition within the scope of work. It also includes legal definitions, how does the Czech Republic operate with them. The second part is focused on the characteristics of pulic policy - places, people involved, tools and process - as and indispensable part of creation. Emphasis is placed on the analysis of people involved who are involved in this work and arrange for its subsequent implementation. Each person involved is described in terms of the characteristics of the issue, of its function in public policy, of the evaluation of the existing work and of the interest, influence and position they have in this issue.

Analysis of development of the concept of microfinance in the Czech nonprofit sector

Abstract This thesis deals with the concept of microfinance and its development in the Czech nonprofit sector. In the first part the author deals with a brief description of this concept and its historical development over the last fifty years. Followed by analysis of itself, that tries to deal with the fact that despite the rapid global development of this worldwide phenomenon, microfinance in the Czech Republic is still a relatively new phenomenon. Author attempted semi structured interviews to map key players in the industry, discover their interests, attitudes, resources, and their declared objectives. The main point of the analysis is myElen.com, Czech internet portal, which is pretty much the main driver of all the happenings in the field of microfinance in this country. In conclusion the author offers an evaluation of analytical findings and suggests possible future steps to further exploration, as well as recommends the most appropriate steps in policy-making.
Implementation of a culture policy project of new building of National Library of the Czech Republic and its failure

The thesis focuses on a chosen public policy issue, as a part of cultural policy, namely on an implementation of a project of new building of National library of Czech Republic in Prague, arisen from an international architecture competition. This thesis has a form of a case study paper and investigates all relevant events and circumstances of the case, as well as interested stakeholders. They were characterised to disclose their possible role in implementation deficit, which occurred in the case. The aim of this thesis is to provide complex insight into the case, to find the point of implementation deficit in the process and to identify the values and hidden motivations of stakeholders. The thesis is divided into three chapters. In the first chapter, there is a summary of theoretical knowledge about public policy and implementation process and its analysis. The author describes three possible approaches to implementation analysis. Second chapter focuses on culture and its specifics, in the forming of culture policy. The third chapter is a complete analysis of the case, including event analysis and stakeholder analysis. In the conclusion, the author sums up the identified causes of implementation deficit and gives recommendations for possible future implementation of a similar cultural project.
Causes of long staying of children in the institutional care

This diploma deals with the care of vulnerable children in the Czech Republic and in the domeins of foster care and residential care. The main emphasis is in the views of the actors involved and their perception of children, parents, foster parents and applicants for adoption in the space between the biological family, institution and foster care. This thesis attempts to describe the causes of the long stay of children in institutional care, according to some participants. The main methods are interviews with key stakeholders who are selected on the basis of rapid analysis of stakeholders. The research questions are at work identifying the main causes and sub-system problems from the perspective of actors, is devoted to their interest and proposed solutions. Theoretical basis are the stakeholders and their roles, how their behavior, relationships, roles and interests affect the functioning of the system and resolve the problem. Developmental psychology and socialization of individuals are used to explain the problem. The diploma describes the current state of the system of care for vulnerable children in the Czech Republic, family policy and outlined the proposed solutions of the Ministry of Labour and Social Affairs, considerable space is devoted to temporary foster care for the person and social worker.
The status of caregivers in the context of the Social Services Act

The work titled "Rank of caring persons in the context of the social services law" analyses the situation of caring persons during the care. The work follows the question of discrimination and social-economic exclusion of caring persons in the Czech Republic on the basis of executed research analyse. The rank of caring persons is not legally embedded in any legal regulation. However, this results into the fact, that there is neither range of duties nor the law or social benefits in the case of sickness, and the old age pension scheme is very limited, too. This work brings suggestions of measures and solutions of these problems so that family and intergeneration solidarity and rules of subsidiarity would be supported, and at the same time the social and economic discrimination of caring persons in the Czech Republic.
