The Impact of the Israeli - Palestinian conflict on the Union for the Mediterranean (2008-2011)
Stuchlíková, Zuzana ; Weiss, Tomáš (advisor) ; Tomalová, Eliška (referee)
This thesis aims to analyze why and how did the Israeli-Palestinian conflict influence the Union for the Mediterranean in the first three years of its existence. The new organization was meant to provide a fresh impulse to the Euro-Mediterranean partnership, by focusing on pragmatic co-operation and newly introducing a concept of co-ownership and institutionalization. However, the initial thought of achieving the pragmatic cooperation through greater political engagement and visibility soon proved fatally wrong, with the Gaza war and its aftermaths. The first part briefly describes a history of EU policies towards Mediterranean, Barcelona Process and European Neighbourhood Policy. It also presents the attitude of all main actors - European states, Arab states and Israel - to the idea of regional cooperation in the Mediterranean. Second part introduces the Union for the Mediterranean and points out weak points of its structure, using the analysis of founding declarations from Paris and Marseille. The last, third chapter, uses the chronology of Israeli-Palestinian conflict to analyze its effects on the UfM structure. General conclusion of this thesis is that the structure, as agreed in 2008, was not able to deal with growing tensions between member states. On the contrary, it created a platform for...

Union for the Mediterranean
Chudadová, Ivana ; Volenec, Otakar (advisor) ; Dubský, Zbyněk (referee)
The Union for the Mediterranean is a project of the European Union aimed at cooperation with the EU's southern neighbors, which has gradually changed over time. The region of southern and eastern Mediterranean has always been one of the priority spheres of interest of the European Union and the beginnings of Euro-Mediterranean cooperation may date from the 1970s onwards. century. But in the 1990s, more than twenty years of efforts to increase mutual trade and development of cooperation have resulted in the Euro-Mediterranean partnership, also known as the Barcelona Process that was the forerunner of the Union for the Mediterranean. And rightfully the Union for the Mediterranean, initiated in 2008 by the French president, was an attempt to revive interest in the Mediterranean region. The aim of the thesis is to analyze the nature of Euro-Mediterranean policies (from the Euro-Mediterranean partnership through the European Neighborhood Policy to the Union for the Mediterranean), with emphasis being placed on both the formal (institutional) and the practical aspects of the Union for the Mediterranean project. After briefly characterizing the institutional framework of the UpS, the work focuses on the results and effectiveness of its economic, political, security, human rights and cultural projects and policies, while not forgetting to mention the major challenges and barriers that are hampering closer cooperation between the two shores of the Mediterranean.
Union for the Mediterranean. From Sarkozy's Ambition to a European Reality
Valeš, Martin ; Šlosarčík, Ivo (advisor) ; Tomalová, Eliška (referee)
In this diploma thesis Union for the Mediterranean. From Sarkozy's ambition to European reality I follow an interesting case of one foreign policy. A presidential candidate Nicolas Sarkozy suggested within his pre-election campaign to set up Mediterranean with ambitious goals; when he became president he began to realize this initiative. I argue, that his motivation was not to primarily solve the regional issues or/and integrate the Mediterranean a little bit more, but through this activity to attract media attention. It corresponds to the theory of mediatization which states that politicians hold a permanent campaign; and to attract publicity they adapt to media as much as they can. Instead of following the political logic they follow media logic. Nicolas Sarkozy has usually done so in terms of national/domestic politics, however what I show is the fact that a foreign policy can also be lead by the permanent campaign - or to be more precise that politicians are trying to appeal on the national audience through the permanent campaign, and on public abroad through public diplomacy, it is practically the same thing. It can happen that politicians care more about the media and less about their own policies; this can be certain aspect observed on the case of the Mediterranean Union's project. It was one of the...
