Common defence policy in the contex of the EU law

178 Common defence policy in the context of EU law Abstract: This thesis deals with the common defence policy in the context of EU law. The common defence policy is an undefined area of the EU's common defence and security policy. The first part of the work is devoted to the necessary theory of security policy, the theoretical concept of grand strategy, deterrence strategy and a brief history of the security integration of Europe, up to the establishment of the European Union and the increasingly extensive legal regulation of the area of common security and defence policy. Special emphasis is placed on the presentation of less well-known concepts in the Czech Republic, such as the theory of grand strategy, the theoretical approach to the formation of an ends-ways-means strategy and peace research. Peace is seen in the work as an ideal state, which itself, however, needs wider theoretical research. An understanding of peace theory is important for understanding the steps the European Union must take towards potential allies and systemic adversaries in order to ensure the security of its sovereignty, democracy and the lives, health and property of its citizens and residents. EU CSDP as discourse and identity: towards a security actor in the neighbourhood

This diploma thesis explores the European Union's identity as a security actor in its neighbourhood. More specifically, it aims to find persistent discursive elements that contribute to form its actorness identity. To this end, the thesis analyses the EU official discourse of two 'opposite' CSDP missions in its neighbourhood - Operation Concordia in FYROM and Operation Sophia in the Mediterranean Sea. It develops a theoretical approach which highlights internal functions of external actions. As a consequence, the CSDP is regarded as identity- building exercise and the discourse surrounding the military missions is viewed as directed to strengthen the EU actorness identity. The discursive fields of Concordia and Sophia are examined through three dimensions or 'lenses' named as 'distinctiveness', 'normative justifications', and 'part of a bigger picture'. With their help, the analysis reveals that in spite of the notable development of CSDP in the past two decades, there are long standing discursive tools the EU uses to build its identity as a security actor and enhance its standing both at home and on the world stage.
Common Security and Defence Policy: Civilian Crisis Management of the European Union - A Geopolitical Perspective

The aim of my work is to apply the political-geographical or geopolitical optics to a specific foreign security activities of the EU, i.e. to put political aims and activities of political-geographical framework. In geopolitical terms, it is necessary to assess the potential and the current deployment of civilian missions. For this purpose, in accordance with the hypothesis of my work, that the civilian aspects of crisis management CSDP are based mainly on the willingness and desire of Member States in a given area or country involved should be analyzed for the three major priorities of Member States (UK, Germany and France) in civilian areas (see National Security Strategy). The work compares the current activities of EU civil security-CSDP and geopolitical intentions of the three great European powers, Germany, France and Great Britain. Civilian CSDP should concentrate in geographic areas that are of key importance to most member states and especially for three large powers. The question is whether the major European powers reflect their priorities in EU policy in its entirety or whether there are other factors that prevent them from doing so. French Military Interventions in Sub-Saharan Africa 2003 - 2012

The aim of this thesis is to answer how and why France intervenes in Sub-Saharan Africa in the new millennium. This region represented the pivotal part of French colonial empire and France maintained close mutual relationship even after decolonization, partly due to the numerous military interventions. Security and defence policy towards Sub-Saharan Africa underwent gradual changes since the 1990s', France started to participate in multilateral peace operations and outside its traditional sphere of influence. Since 2003, when the European Union launched the first operation on the African continent, the vast majority of French interventions took place within the Common Security and Defence Policy of the EU. There were twelve new operations in the examined period 2003-2012, from which four military missions were selected for the purpose of this research: Operation Artemis in the Democratic Republic of Congo in 2003, EUFOR DR Congo ibidem in 2006, EUFOR Chad/CAR in Chad and Central African Republic from 2008 to 2009 and naval operation EU NAVFOR Atalanta launched by the coast of Somalia in 2008. New Impulses into EU-NATO Cooperation? France, United Kingdom and EU-NATO Relations

Working and close relations between European Union and North Atlantic Treaty Organisation (Alliance) has always been considered as essential. Despite the fact that both organizations perceive their relations as crucial and recognize the need to enhance them, the official cooperation had to (and still has to) face many obstacles. There are many limitations to closer EU-NATO relations, among the most significant is ranked the still unsolved Turkey- Cyprus dispute, forming the real obstacle to strategic partnership between Union and Alliance, and also the issue regarding the potential establishment of the European permanent operational headquarter. The current deadlock is foremost caused by Turkey strictly interpreting the Berlin Plus agreement. The situation became much worse with the accession of southern Cyprus into the EU resulting in nearly absolute impossibility of any official contacts due to the restrictions to collaborate under the agreement only for the members of NATO or PfP. Turkey was not alone playing the obstructive role, the other "trouble maker" and Turkeys traditional counterbalancer from the Union side was France. The Development of EU's Security Policy after 2014

This diploma thesis focuses on the development of the common EU security policy between the years 2014-2019. Its aim is to contribute to a deeper understanding of the rapid progress of the Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP) in recent years, as well as to an explanation of their current functioning. The work seeks to achieve this through the three dominant strands of new institutionalism (historical, rationalist and sociological), which have already proven to be the theories able to clarify the European integration process. The thesis examines the process of EU security integration and its strengthening through the creation of new tools in the security-political dimension. Each theoretical variant focuses on different issues and different part of reality, this way the thesis leads to a more comprehensive explanations. The basic research question set out is as follows: How can we explain the unprecedented development of a common EU security policy using the dominant strands of new institutionalism in the period 2014-2019? From a methodological point of view, it is conducted as a one-case qualitative study.
Decision-making on Czech participation in the military missions and operations of the European Union

This Master thesis examines reasons of Czech politicians to decide on sending armed forces of the Czech Republic into military missions and operations of the European Union. The Czech Republic in researched years 2003-2016 took part in six out of twelve EU's military missions and operations. During these years, the support at the Czech political scene towards said missions and operations changed many times, depending on the position of certain party in the government or in the opposition. Thesis uses content analysis of discussions for its research. These discussions took place in the Chamber of Deputies of the Parliament of the Czech Republic between years 2003 and 2016 and were associated with government's proposals on the deployment of the Czech armed forces abroad. Each Member of the Chamber of Deputies' contribution is assigned into one of defined categories: Security, Profitability and Appropriateness. The main hypothesis is that the majority of contributions in the researched debates belongs into Appropriateness category, largely due to importance of commitments towards allies in the EU. Approaches and attitudes of Germany and the United Kingdom towards Common Security and Defence Policy

The aim of this bachelor thesis is to compare and contrast the approaches and attitudes of the United Kingdom and Germany towards the development of Common Security and Defence Policy of the EU (CSDP). Its main objective is to describe national strategic cultures of both states and to answer the question how NATO affects the approches of both countries to CSDP and how this approaches are expressed in military mission EUFOR Althea in Bosnia and Herzegovina and in police mission EUPOL Afghanistan. Based on an analysis and comparison of the approches and attitudes towards national both British and German strategic cultures the author concludes that the United Kingdom preferes cooperation within the frame of NATO and it supports participation in mission EUFOR Althea beyond police mission EUPOL Afghanistan. While Germany cooperates with both organisations EU and NATO and it prefers participation in police mission EUPOL Afghanistan because of humanitarian element. The author also concludes that German concept of civilian power is partially passed because the state seeks possible solutions within military forces and projection of power which is historically rejected by German public opinion.

Security Cooperation between the European Union and the Non-EU NATO Countries

The bachelor thesis is dealing with the issue of cooperation between the European Union and the non-EU NATO members. The comparison was chosen as a method of the research. The thesis compares reasons, which make the Turkey and Norway's basis for taking part in the EU missions or in the European Defence Agency. These two states were chosen because they are comprehensively different and at the same time fulfil the conditions of being the non-EU NATO members. The cooperation and the reasons are mentioned in examples of the European Defence Agency and three missions - EUFOR Althea in Bosnia and Herzegovina, EUFOR RD Congo and EU NAVFOR Somalia in Somali waters. The last chapter is the comparison, which compares the reasons and draws the conclusion that the reasons come primarily from the both states' different foreign policies. The Turkish foreign policy leading to higher participation follows its geopolitical interests and Norway's foreign policy comes from its peace initiative.
