In recent years the whole western world is dealing with economical problems, which, doesn t matter what has caused them, logically causes the reactions of government members and another policy decision-makers in many areas of public policy. Solutions taken or proposed this way aren t always accepted in public with agreement what leads to genesis of activist and protest movements. And few of these movements are focused in this work. Specifically it s a Vzd lání není zbo í! (Education is not a commodity!); ProAlt; Za svobodné vysoké koly (For free colleges) which protested mainly in years 2010-2012 against a contemplated reform of sector of the tertiary education sector in the Czech republic. This reform was represented by two legislative intents of law O vysokých kolách (About colleges) and O finan ní pomoci student m (About financial aid to students). This work researches their Policy analytical capacity while the main sources of thoughts within this area are the works of professor Michael Howlett of Simon Fraser University in Canada. It is an explorative multicase study which is based on semi-structured interviews with eminent members of the mentioned organizations. Current System of Tertiary Education in Czech Republic - Time for a Change

Human capital is an important element creating competitive advantage of individual states. Tertiary education has a key role in increasing of human capital. The aim of this diploma work is an analysis of the system of tertiary education in the Czech Republic, which is topped with a proposal for its amendment. The hypothesis of optimal orientation of tertiary education and the need for appropriate reforms is tested. The diploma work presents the development of tertiary education in the Czech Republic and evaluation of its current state, which I did using custom indicators and statistical data from the OECD database, Czech Statistics Office and the National Institute of Professional Education. To find out the problems of the Czech tertiary education, I conducted a SWOT analysis created on the basis of an international comparison of tertiary education in the Czech Republic and selected countries (USA, Germany, China). In the final part of the work I evaluated selected problem areas in the context with relevant reform opinions for their solution and stated own suggestions and recommendations for changes in the tertiary education system obtained using causal analysis.
Analysis of higher education in the Czech Republic

Abstract The Czech Republic needs a comprehensive plan to reform its high schools. The ambition of the Czech higher education is to belong in the top European and worldwide education systems in order to be competitive. The thesis analyzes the development of higher education in the Czech Republic since 1918 to present day, it also describes the development that is affected by European integration. The aim of this thesis is to evaluate the status of Czech higher education system and the forthcoming reforms. The analysis is focused on the number of students at each university levels, subjects and ultimately analyses the expenditure on tertiary education in the Czech Republic. These values will be compared with the selected OECD countries. In conclusion of the thesis is the SWOT analysis of strengths, weaknesses, opportunities and threats of Czech System of higher education, as well as the principle of the law university. The current legislation of 1998 does not reflect the current status and the problems that the Czech higher education is faced with. This prevents the large growth of college students, the reduction in quality, as well as the negative financiation of the entire higher education system.
The system of deferred tuitions fees in Czech republic the right choice?

In connection with the need to reform tertiary education in the Czech Republic, the government has taken measures through which it obtains more resources for financing public higher education. This measure is called a system of deferred tuition. The financial participation will be put into effect in the academic year 2013/2014. According to available sources is not yet the concept of deferred tuition more specifically. It is assumed that after the introduction of tuition fees there may be some complications with the efficiency of certain components of this measure. The aim of this thesis is to identify problems and potential weaknesses that could occur. Another aim will be to design specific measures that will minimize these negatives or completely removed. The theoretical part will be devoted to systems of tuition that can be applied to the Czech public higher education in the context of tertiary education reform. The practical part will be determined by the SWOT analysis of strengths and weaknesses of the system as well as threats and opportunities associated with this system. The conclusion summarizes obtained facts and devising effective measures to reduce the problem.
