Development of the Presidential Office in the Czech Republic

This bachelor thesis focuses on the development of the presidential office from 1918, when the Czechoslovak Republic was founded, to 2018. In particular, it focuses on presidential powers. The purpose of the first part is to describe and trace, on the basis of constitutional texts, the changes in the individual competences of the head of state, as well as changes in his or her electability and accountability, and to place them in the context of constitutional development in the Czech lands. The aim is to present information about the presidential office in a clear and comprehensible way. The second part of the thesis focuses on a comparative analysis of specific powers. The thesis focuses on four presidential powers: the right to reverse a law or the right of veto, amnesty and pardon, and the appointment and dismissal of the government. The comparative analysis is conducted from the perspective of the constitutions and focuses on the distinctive elements of these powers. The aim is to assess, on the basis of the elements being compared, under which constitution the presidency was strongest in that particular power.
February 1948 in the Presidential office

The aim of this thesis is not to describe again what happened in Czechoslovakia in February 1948, but to present the role of the Presidential office in that political crisis and the role of president Edvard Beneš himself - how much power he had and what could he really do to solve the crisis of that time. After the short introduction to the situation, which led us to the end of the Second World War, follows the presentation of the Presidential office with its departments and employees, who worked there and later published their memories about February 1948. The most important was the presidential chancelor Jaromír Smutný, who worked for a short time for the next president Klement Gottwald as well, and after that he escaped abroad. Their memoirs will be compared with the memoirs of other political icons of that time. Memories wrote nacional socialists Huber Ripka, Prokop Drtina and Ota Hora, communist Bed ich Rattinger was writing a diary in February 1948, the situation in the Presidential office described Jaromír Smutný, Miroslav Jirásek and František Škarvan. The other persons, who are important as well, are ambassador Eduard Táborský, Swedisch friend of Hana and Edvard Beneš Amelie Posse-Brázdová and journalist Ferdinand Peroutka. The Growth of Presidential Powers During the Incumbency of Mary Robinson

This thesis deals with changes in the presidential office in Ireland during the presidency of Mary Robinson between 1990-1997. The presidential office holds very few powers and it has been always perceived more as ceremonial and symbolic function. Robinson had been very active during her reign since the beginning, thus breaking the precedence given by former presidents. The goal of this thesis is to define both, particular tools and mechanisms which Robinson had used to transform the nature of the office. Moreover, the thesis aims to examine whether Robinson stayed within the constitutional boundaries. My hypothesis states, that main tools which Robinson used to transform the presidency, are the different forms of activism. The first part the research focuses on the analysis of the constitutional development of presidential office as well as the powers of president listed in the constitution. Further, in the thesis, I focused on Robinson's activity not only during her presidency but also on the prior period as the presidential campaign or Robinson's professional career. This is important to define particular tools and mechanisms which Robinson used to change the presidency. Presidential office after the accession of Klement Gottwald

The aim of this thesis is to introduce all changes, that occurred in the Presidential office since February 1948 until the death of Klement Gottwald. After the short introduction, which gives us insight into the so called the Foundation period of Communism and into the life of Klement Gottwald and his wife Marta, follows the opening chapter about the situation in the Presidential office after the February 1948. It introduces two great topics, which would be examined in the next chapters - staff question and organization of the office. The thesis is closed by the chapter about the role of the Prague castle and Gottwald himself in 1948-1953. Books about this era describe mostly the general characteristics of the period and of Klement Gottwald himself. They are not paying attention to the Presidential office. Only one of the persecuted employees wrote a biography - Miroslav Jirásek. I used mostly the books of Karel Kaplan. The memoirs of Ladislav Novák (chancellor of Antonín Zápotocký, Antonín Novotný and Ludvík Svoboda) were very useful for the description of the situation after the death of Klement Gottwald. Attitudes of citizens to the presidential office

According to the January survey of CVVM, 61 % of the Czech public prefer president to be elected by all voters, 16 % agree with the current system, where the presidential election is made by the parliament, 13 % would welcome the possibility to let a broader assembly of electors to decide about the head of the state. January survey of CVVM also asked questions about personal profile of suitable presidential candidate, its relations to the government and government appointment, about the position of president in the foreign policy and about the questions president should pay attention in his or her office.
