Czech development cooperation: Adherence to the principles of the Paris Declaration on Aid Effectiveness
Ocknecht, Martin ; Horký-Hlucháň , Ondřej (advisor) ; Parízek, Michal (referee)
The aim of this thesis is to evaluate the range the Czech Republic fulfills the international commitments stipulated by the Paris Declaration on Aid Effectiveness. And, if it needed, to find factors which influence fulfilling of the declaration commitments. This is done by analysis of the documents and interviews. The analysis of the data related to the supplied development aid is the core of the thesis. The aid depends on these key principles: ownership, alignment, harmonization, managing for results and mutual accountability. Two projects of the Czech Development Agency between years 2013 and 2015 in Cambodia and the State of Palestine are analyzed in two case studies. The operationalization of the terms and following own methodical framework application to the output data led to a result, whether the international commitments are (not) complied with. The performed research implies that commitments are fulfilled rather insufficiently in the Cambodia case, whereas the commitments in State of Palestine case were fulfilled completely. A new innovative approach was crucial. The projects are directed by Palestinian partner. In Cambodia, the critical principle is the mutual accountability because of the lack of the capacities (mostly in funding) and unsatisfactory management. There is a...

Sendrea, Veronica ; Pavlík, Petr (advisor) ; Sudliankou, Aliaksandr (referee)
This thesis focuses on the analysis of the effectiveness of Czech development cooperation in Moldova according to the principles defined by the 2005 Paris Declaration on Aid Effectiveness (ownership, alignment, harmonization, results and mutual accountability). The first chapter portrays the problematics of defining the concept of effectiveness in the context of global development cooperation. It starts with a brief characteristic of global development cooperation and subsequently focuses on the rise of the Aid Effectiveness paradigm and its embodiment in the Paris Declaration. The second chapter proceeds with the particular position of the Czech Republic and the Republic of Moldova in the global development cooperation system, analyzes their changes under the increasing influence of global trends, including the requirement for aid effectiveness, and sums up the manifestations of these facts in their bilateral development cooperation. The third chapter is an attempt at contextualizing the effectiveness principles in the Czech development cooperation with Moldova based on the 2011 Survey on Monitoring the Paris Declaration and comparing the performance of Czech Republic to that of other donors in Moldova.

Paris Declaration on Aid Effectiveness in the Politics of Advanced Donors: Initial conditions, Dimensions, Implementation
Ludasová, Denisa ; Cihelková, Eva (advisor) ; Bič, Josef (referee)
This work is dedicated to the "Paris Declaration on Aid Effectiveness", a document which was signed in 2005. This declaration was designed to eliminate serious issues occurring during the distribution of development aid and also to contribute to the successful completion of the Millennium Development Goals through the increase of aid effectiveness. In the first part of this thesis several shortages that the development community has had to face are outlined. A detailed analysis of the document follows in the second chapter, also including an evaluation of the progress achieved from 2005 to 2008 when the last report on the status of implementing the Paris Declaration was issued. Special attention is given to the influence of the document over the policies of the World Bank, European Union and the Czech Republic. The illustration of implementing the Paris Declaration into policies of developing countries has been made using Ethiopia and Cambodia as examples. Finally, this work is concluded by evaluating the effects of the Paris Declaration on the system of development aid.
V závěru hodnotím přínos Deklarace, její pozitiva a slabá místa. V souvislosti s rozvojovou politikou obecně navrhuji řešení k větší efektivitě pomoci.
