Cílem předkládané diplomové práce je na základě analýzy dokumentů a realizovaných rozhovorů vyhodnotit, do jaké míry Česká republika naplňuje závazky dané podpisem Pařížské deklarace o efektivnosti rozvojové spolupráce. Popřípadě zjistit faktory, které ovlivňují plnění závazků deklarace. Jádrem práce je analýza dat poskytované rozvojové spolupráce v návaznosti na pilíře Pařížského protokolu. Těmi jsou: vlastnictví (ownership), sladění (alignment), harmonizace (harmonization), řízení zaměřené na výsledky (managing for results) a vzájemná odpovědnost (mutual accountability). V rámci dvou případových studií jsou analyzovány projekty České rozvojové agentury realizované v období mezi lety 2013 a 2015 v Kambodži a v Palestinském samosprávním území. Na základě operacionalizace jednotlivých pojmů a následné aplikace vlastního metodického rámce na výstupní data bylo zjišťováno (ne)plnění daných mezinárodních závazků. Provedeným výzkumem bylo zjištěno spíše nedostatečné plnění závazků v případě Kambodži a naopak beze zbytku úspěšná implementace v případě Palestinského samosprávného území. Zde sehrál klíčovou roli nový inovativní přístup, kdy jsou projekty realizovány přímo Palestinskou stranou. V případě "klasického" přístupu v Kambodži lze za kritický označit zejména princip vzájemné odpovědnosti z důvodu... The aim of this thesis is to evaluate the range the Czech Republic fulfills the international commitments stipulated by the Paris Declaration on Aid Effectiveness. And, if it needed, to find factors which influence fulfilling of the declaration commitments. This is done by analysis of the documents and interviews. The analysis of the data related to the supplied development aid is the core of the thesis. The aid depends on these key principles: ownership, alignment, harmonization, managing for results and mutual accountability. Two projects of the Czech Development Agency between years 2013 and 2015 in Cambodia and the State of Palestine are analyzed in two case studies. The operationalization of the terms and following own methodical framework application to the output data led to a result, whether the international commitments are (not) complied with. The performed research implies that commitments are fulfilled rather insufficiently in the Cambodia case, whereas the commitments in State of Palestine case were fulfilled completely. A new innovative approach was crucial. The projects are directed by Palestinian partner.
