Side Effects of UN Peacekeeping missions

Diploma thesis Side Effects of UN Peacekeeping Missions deals with negative sid e ef f e cts of UN peacekeeping operations. The work aims at showing the relation between certain factors and the emergence of the side eff ect s. To do so, four interpretative case studies are used in this thesis. The missions analysed in the case studies share some common characteristics (type of mandate, time period etc.) but differ in the essence of the si de e ff e cts that has been detected during their deployment. For the sid e eff e ct s of human trafficking the UN mission UNMIBH in Bosnia and Hercegovina was analysed, for sexual abuse it was the MONUC in DRC, for diamonds smuggling the UNAMSIL mission in Sierra Leone and for the collaboration with warlords the UNPROFOR in Bosnia and Hercegovina. The applied factors are divided between external (presence of the s id e ef f e cts, the stage of conflict and the efficiency of the central government) and internal (national composition of the mission, level of corruption among the TCC's and the existence of SOFA) and are considered within the context of each case study. This work proofs the relevance of this factors in regard to the emergence of the s id e eff ec ts of peacekeeping.
Assessing the Effectiveness of the United Nations Security Council: case of operations in the African countries

Over the past decades, peace missions of the United Nations on the African continent succeed and failed. This thesis attempts to ascertain how success or failure can be explained. For assessment, the success criteria are derived from the academic literature and subsequently implemented into the hypotheses. Relevant indicators concerning peacekeeping success are used in African cases. The effectiveness of UN missions is fully investigated on UNOCI in Côte d'Ivoire, MONUC in the Democratic Republic of Congo, and UNMIL in Liberia. Then the results were compared in tested hypotheses. The findings show that host country's consent and willingness to cooperate, alongside the active engagement of major power, a clear, appropriate and achievable mandate, and the consistency of the UN's commitment to conflict resolution proved to be the most important factors for the peacekeeping effectiveness. The diplomacy and attention, given to underlying causes of conflicts, also contributed to the successful outcomes. The ethnic component and participating regional organisations, in contrast, overcomplicated the peace efforts but did not have a direct impact on missions' effectiveness. Regional and sub-regional organizations and peacekeeping in Africa

The thesis deals with evaluation of missions lead by regional and sub-regional organizations in Africa, compared with the UN mission. Work includes a brief summary of the status of regional organizations in the UN system, as well as security authorities of ECOWAS and the AU. Continues a brief summary of the evolution of peacekeeping according to the chronological approach of the United Nations. Shortly also deals with regional organizations and their documents relating to security. Briefly presents the evaluation framework of peacekeeping missions by Diehl and Druckman and basic questions and criteria imposed in almost all peacekeeping operations. The core work then consists of a brief presentation of the background of conflicts in selected missions, their mandate and the analysis of their success on the basis of the above evaluation framework. Mission success for comparison are ECOMICI, led by ECOWAS, AMIS, which was led by the African Union and MONUC, as the representative of the UN-led mission. Potential of the natural resources in the DR Congo in the background of conflicts

This thesis is about the situation in the DR Congo from the time of the Belgian colony till the present. It discusses the historical development of the country, bloody conflicts in the end of the 20th century and the OSN mission MONUC which operates in the country. All of this is influenced by the potential of natural resources that can raise the country from the developing countries group, but it can cause also a deeper slump.
Operation Artemis and the ability of EU to interfere in global conflicts

This thesis is about operation Artemis in the Democratic Republic of Congo and about the ability of EU to interfere in similar operations in future. For sake of continuity and to better communicate the theme, the thesis is divided into three parts. In the first part the historical background of the conflict is described (from the nineties to the start up of the operation Artemis). In the second part there is an analysis of the operation Artemis itself -- its military and humanitarian factors and its results. The third part of the thesis discusses the development of Common Foreign and Security Policy of the European Union and its development regarding the consequences of operation Artemis as the first out-of-the-area military mission of the EU. Views of experts on the operation and its importance for the forming of European Security and Defence Policy are also proposed.
