1 ABSTRACT The Master's work deals with the adaptaion proces of elders, taking social work services with accommodation. The theoreticaly introduces the topic of social services, demografy and actual documents. Following investigation shows that the residential services are not prefered by seniors; it's using is connected with negative feelings, at least at the beginning. The key role plays a family an social relationships that can widely help to bear the situation. In particular, we recomend the chase of conception of social services, introduce unified systém of data processing and support of social service.

Financing of social care services for the elderly in the Czech Republic - current problems and challenges

The thesis "Financing of Social Care services for the Elderly in the Czech Republic - Current Problems and Challenges" deals with analysis of system of social care services for the elderly in view of the fact that the current financing form is subject to criticism for its inefficiency. The aim of this thesis is to critically reflect changes in the provision and financing of social care services for the elderly in the Czech Republic after 2007 in the context of current challenges related to long-term social care and health care. The thesis in its introduction first deals with the formulation of the research problem, deals with particular targets, research questions and the methods of data collection, which are the methods of analysis and public policy making and qualitative research methods. It also discusses the theoretical background of social services and their financing. The next chapter of the thesis deals with the system development of social services and changes in the provision and financing of social care services, which occurred in connection with the adoption of Act No. 108/2006 Coll., On social services. Problems and Solutions Associated with Financing of NGO Operating in Social Services Focusing on Social Exclusion

The thesis covers problems and solutions associated with the financing of a non-profit organization operating in the area of social services focusing on social exclusion, primarily the social exclusion of Roma minority. In the first part, there are areas associated with this problematics developed. They are the influence of the external environment on the (primarily financial) functioning of the organization from the perspective of the organizational theories, civil society and civil society organizations, social services, Roma minority, fundraising for NGOs and financing of social services. The second part uses a case study to examine how a specific NGO where all the areas mentioned above are interlinked, deals with its financing. Data were obtained from interviews with employees of the organization and through document analysis.

Establishment and financing of social services in Czech Republic after 1990

In the society, due to many changes in demographic population development, it should be paid more attention to the adequate setting of the social security system to avoid the social risks. One of the pillars of social security system in the Czech Republic is social care, which also includes social services. After 1989 the setting of social services was not effective, did not respond asked needs and there was no space for development. The Act No. 108/2006 Coll., on social services, which the social services are currently defined, is a prerequisite for the current organization of social services. This diploma thesis compares the expenditures expended on social services before the effectiveness of this Act, in the period 1996-2006, and in its period of validity, 2006.

The consequences of the social services law for financing of social services on example of the district of administration Jindřichův Hradec

The diploma thesis considered to research problem new way of financing of social services from public resources as a source of financial uncertainity of social services providers. The thesis is a case study of the district of administration of municipality with extendent competency Jindřichův Hradec and also the results are for this territory only. Most of the dates have been gathered with validity to 31.12.2009. The goal of this study was to evaluate three years of validity of the Social services law in financing of social services sphere, whereas the partial goal of this study was to find out, which changes bringed the new equal rights system of social services financing to providers of social services for seniors and handicapped persons. To recieve the goals, five reserch questions have been determinated. These questions have been managed to answered. To recieve answers for these questions was used combination of qualitative and quantitative methods and primary and secundary dates. Controversial development of social policy in the field of health care in social services

This dissertation focuses on the long term (2006 - 2015) unsolved problems with the critical nature of healthcare payments in residential social services (PZSS) in the Czech Republic. The aim is a critical reflection of the legitimacy and the causes of this condition, including past efforts to identify and solutions. The used research methods are institutional analysis in combination with critical discourse analysis. The work is conceived as a critically-oriented research on social and health policies in the field of health care financing in PZSS in the period 1998 - 2015. Main findings of the cause of this problem are the failure to use the tool health- insurance plans and their unjustifiable replacement tool called. Reimbursement regulations, the use of which in combination with by power unilateral approach in the contractual relationship between health insurance and PZSS not only leads to problems, but especially to the general alienation public health insurance from the objectives and functions of the health system itself, which provides in this case health care in PZSS.

Use voucher system as a tool to increase the efficiency of social services funding

The aim of the dissertation is to analyze the system of providing and financing social services and to assess to what extent the introduction of a voucher system through social systems cards contribute to the effectiveness of the financing of social services. To achieve this objective we chose a combination of three sociological methods - qualitative research method based on secondary data analysis, questionnaire survey among persons with dependent children who have been granted an allowance for care and in-depth interviews with experts from amongst the selected branches of labor offices, regional and municipal authorities and from the field of social services providers. The theoretical part is devoted to the characterization of the financing of social services in our country. Based on the analysis of available statistical data, it is demonstrated that the current system of providing and financing social services is inefficient and it is therefore necessary to find new elements that would contribute to the stabilization especially in the area of financing in order to create the necessary to create conditions for ensuring the optimal form of security needs of the person relies on the provision of social services. It indicates (based on the characteristics of foreign experience) that one of the ways to increase the effectiveness of the financing of social services is the introduction of a voucher system. In relation with the implementation of social reforms after 2008, our country decided to introduce a social systems card, which can be understood as an electronic payment voucher, i.e. as a tool, which leads to expansion of yet provided services in social benefits and to increase user comfort. A similar system has been introduced in the past and is still used in many European countries such as Italy, the UK or Finland. Currently, the Czech Republic is the only country in Europe where care allowance is paid only in cash and care allowance is not often used to provide the necessary social services. One way to prevent this is a transition into non-cash benefits payment. One of these options is to use the voucher system, which ensures that the funds earmarked for the provision of social services, will also be in this area actually inserted. The form of benefit payment for care has changed within the implementation of social reforms. Since its payment by postal order was, in early 2012, accede to payment under the cashless payment cards through social systems. This form of distribution, however, wasn't met with a positive response, and it was subsequently decided to cancel the card and return to the original form of payment of the allowance for care and all non-insurance social benefits. This has led to the fact that the original goal of my work - to assess to what extent the introduction of a voucher system through cards social systems contribute to the effectiveness of the financing of social services - failed to fully implement. In summary, it is clear that the current system of financing social services is inefficient, and therefore it will be necessary - particularly in relation to expected demographic trends - to fundamentally change it. Re-introduction of non-cash forms of benefit payment for care can be regarded as one of the tools that could enhance the efficiency of provision and funding of social services. However, it is necessary to learn from the mistakes that have been implemented in the past period of time, emphasis on timely, quality and positive information campaign with an emphasis on explaining the benefits of the new system of social benefits, correct timing of the various steps of the solution and in advance of this solution to acquaint the general population.

Home for elderly - investment opportunity or public service?

The goal of this thesis is to find out if the investment into the home for elderly is profitable. The development, specification and financing of the social services is described in the theoretical part of the thesis. The practical part of the thesis consists of detailed financial analysis of particular home for elderly. This part includes selected costs and revenues of the retiree home and their tendencies.
