Diplomová práce se zabývá výzkumným problémem nový způsob financování sociálních služeb z veřejných zdrojů jako zdroj finanční nejistoty poskytovatelů sociálních služeb. Práce je případovou studií správního obvodu obce s rozšířenou působností Jindřichův Hradec a i závěry jsou pouze pro toto území. Většina dat byla sebrána s platností k 31.12.2009. Cílem práce bylo vyhodnotit tři roky účinnosti zákona o sociálních službách v oblasti financování sociálních služeb, přičemž dílčím cílem práce bylo zjistit, jaké změny přinesl nový rovnoprávný systém financování sociálních služeb poskytovatelům sociálních služeb pro seniory a osoby se zdravotním postižením. K dosažení cílů bylo stanoveno pět výzkumných otázek, které se podařilo zodpovědět. K získání odpovědí na ně byla využita kombinace kvalitativních i kvantitativních metod a primárních i sekundárních dat. Teoreticky je práce opřena o teorii veřejné správy, koncept neziskového sektoru, ekonomický koncept sociálních služeb včetně jejich ekonomiky a o koncept autonomie seniorů a osob se zdravotním postižením. Dále jsou využity právní předpisy z oblasti lidských práv, nevládních organizací, samosprávných celků a právní úprava oblasti financování sociálních služeb. The diploma thesis considered to research problem new way of financing of social services from public resources as a source of financial uncertainity of social services providers. The thesis is a case study of the district of administration of municipality with extendent competency Jindřichův Hradec and also the results are for this territory only. Most of the dates have been gathered with validity to 31.12.2009. The goal of this study was to evaluate three years of validity of the Social services law in financing of social services sphere, whereas the partial goal of this study was to find out, which changes bringed the new equal rights system of social services financing to providers of social services for seniors and handicapped persons. To recieve the goals, five reserch questions have been determinated. These questions have been managed to answered. To recieve answers for these questions was used combination of qualitative and quantitative methods and primary and secundary dates. Regarding the theoretical resources, the study is based on the public service theory, the nonprofit sector concept, the economic social services concept with their economy, and the autonomy of seniors and handicapped persons concept.
