Reconciliation of Work and Family Life - Reflection of the European Law in the Activities of the Czech Government

The problem of reconciliation or work and family life has been of cardinal importance over the past few years not only in the Czech Republic but in most European countries. For most families it is becoming more and more difficult to reconcile the duties connected with the care of children and other dependent persons with the occupation. This situation is caused by many factors such as the growth of women employment, changes in family structure, demographic effects, development of human rights and many others. Social policy must take these aspects into account and carry out such acctivities that will enable families to face the challenges of the present society and won't make them decide either work of family. As a part of theory there are quite many particular methods and ways how to help families to cope with their employment and family duties. Some sources distinguish these strategies among individual and family, employers' strategies and strategies of the welfare state. But the European states differ as to how they view family and social policy as well. The Principles of Gratuity and Nonprofit in Social Services in Czech Republic

This work targets the theoretical concept of social services system, which is based on the free market's principles and delimitated the regulation role of the state. The work targets the economical aspects of social services system and brings new views of financial flow in the system. Further, the work aims these services, where stay the client as an customer or submitter of the service. The general part reflects the current system of social services (1. chapter), which is based on relatively exacting state regulation and on the subvention system. Financial flows in the system are jumble now, there are combined the client pays and the state subventions without legal claim. Due to the providers cannot create long term strategy of social services development. Further, the subvention system disadvantages any legal forms of providers (NGO's, firms and providers out of the mode of social services' act. The first chapter brings a comparing in the European context. The second and the third chapter bring concept of free market system of social services. The work is based on information about the foreign community or senior centres which offer a number of services and programmes to their clients. The text stresses above social political context of potential leisure time centre for seniors inclulding budget design for the first and others years. The work is divided in six chapters. The first five chapters give definition of target group - seniors, social environment which they live in and topic of active ageing, volunteering and general social political context. The last chapter focuses on the particular form of potential leisure centre for seniors, including budget design and funding.

Vize je definována jako vidění vztahující se k budoucímu, resp. vzdálenému, vnímání nedostupnému. Je výsledkem schopnosti předvídat nebo živě si něco představovat, vybavovat. Realita oproti tomu představuje věcnost, skutečné bytí něčeho (věci, podstaty aneb jen vlastnosti), tedy skutečnost proti toliko pomyšlenému (idealitě). V oblasti dlouhodobé nezaměstnanosti České republiky je jednou z vizí naplňování cílů Evropské strategie zaměstnanosti, a v této souvislosti pak snaha o její minimalizaci. Úplné odstranění dlouhodobé nezaměstnanosti je představou nereálnou. Realitou zůstává, že počet dlouhodobě nezaměstnaných v ČR je ve srovnání s ostatními členskými státy Evropské unie stále vysoký. V podmínkách českého trhu práce, v souvislosti s dlouhodobou nezaměstnaností je také realitou, že stále existují lidé, kteří chtějí být dlouhodobě nezaměstnanými. Výrazné propojení trhu práce se sociálním systémem je nutné z toho důvodu, že dnes fungují v nerovnováze. Stále se velkému množství lidí vyplatí využívat sociálních dávek, aniž by byli nuceni aktivnějším přístupem svoji situaci řešit. Systém musí být více motivující, pracovní trh je stále málo pružný. Educational element in social work with people without shelter

The rigorous thesis focuses on objectification of potential opportunities to benefit from educational activities in individual and community social work with the target group of people without shelter. The theoretical part focuses on critical reflectin of the causes of homelessness on psychological, social and time aspects. Knowledge of the causal evolution of this socially pathological phenomenon is important for creating methods of education and social approaches that can be applied within sociotherapy. Thesis discusses the typology of homeless people according to their possibilities, abilities and skills too. There is a chapter, which directly faces the sociotherapy itself, its use in social work with people, and describes the practical potential of this method. The conclusion of the theoretical part is considering the possibility of execution of autonomous activities of the central part of Prague in the process of education of the society, related to the professional help, as well as the common interactions. Influence of current legislation on supported employment in Prague

Tématem diplomové práce je vliv legislativy na podporované zaměstnávání. Důvodem pro výběr tohoto tématu je to, že z praxe víme, že se jedná o velmi problematickou oblast. Hlavním cílem diplomové práce je poukázat na největší problémy agentur podporovaného zaměstnávání, které vycházejí z legislativy a nastínit jejich možná řešení. Druhým cílem je průzkum na pražských úřadech práce zjišťující, zda státní úředníci znají pojem podporovaného zaměstnávání a zda znají základní znaky a charakteristiky této aktivity. Diplomová práce se zaměřuje na pražské agentury podporovaného zaměstnávání. Práce je rozdělena do čtyř hlavních částí. První část se věnuje popisu služby podporované zaměstnávání. Podrobný popis podporovaného zaměstnávání a toho, jak funguje v ČR i mimo ni, je uveden proto, že pro pochopení problematiky vyplývající z legislativy je nutné tuto službu dobře znát. Ve druhé části diplomové práce je zpracován přehled základní legislativy a jiných dokumentů, které ovlivňují agentury podporovaného zaměstnávání v Praze nebo celé České republice. The object of the thesis - The influence of employment policy measures on employing persons with disabilites - is set of employment policy measures applying to emplyoing persons with disabilites in the Czech Republic, and the influence of the measures on employing such persons from 1997 through 2007. The thesis describes development of the measures, analyses the measures costs, and considers the measures influence on the progress of the unemployment rate among persons with disabilites.

Possibility of prolonged employment for seniors

In the thesis I deal with the general definitions of old age, a historical retrospective of the employment of seniors, population aging and its implications for the labor market, employment legislation for seniors, seniors incentives to employ and the problems of senior workers, as in life, as well as in the labor market. The aim of my thesis is focused on the issue of extending the work activity of seniors. It describes the qualitative analysis of interviews that I conducted the research with eleven professionals working in areas related to seniors. It focuses on the difference of opinions of experts from various areas - state, private, groups of older people, etc. and interesting ideas that emerged from the interviews. Experts perceive the issue of extending the work activity of seniors to be very important and in the future will need to further expand awareness of the necessity of active involvement of older people in current society.
