EU Policy towards Eastern Partnership Countries. A Gap between Goals and Achievements

This study seeks to examine and assess the effectiveness of the Eastern Partnership Policy (EaP) of the European Union. Beside introduction of positive novelties of the Eastern Partnership, this paper gives a premium attention to scrutinize the possible limitations and shortfalls of EaP. Hence, the study aims to analyze some internal and external factors that complicate the effective functioning of the EaP. The inconsistency of the EU policy structure, the role of Russia and its Eurasian Economic Union (EaEU) in EAP, the ambivalent policy of some Member States (Germany and Italy are examined) toward the EaP, unconsidered discrepancy of eastern partners are analyzed and considered as prime reasons of ineffectiveness. In addition, examined case studies of Ukraine and Azerbaijan reveal that the EU's commitment to their "shared values" are controversial. This paper presents that the EU should find a balance between its economic/energy interests and normative values vis-a-vis Eastern Partners in order to fill the gap between its goals and achievements.

Who Governs? The Participation of Ministers in Council Meetings

The thesis deals with the participation of ministers in the Council of the European Union. The first goal is to explore the participation as such, i.e. how often the ministers attend the Council meetings and what differences there are among the member states and the Council configurations. Secondly, the thesis seeks to reveal factors at the institutional (European), national and governmental level which have an impact on the participation. From the theoretical point of view, the thesis is framed by the rational choice approach. In terms of methodology, a quantitative analysis based on extensive dataset for the period 2009 - 2015 and logistic regression have been employed. The thesis concludes that the ministers attend the Council meetings quite often - the average for the period was 64%. Regarding the individual factors, it is argued that the ministers representing the presidency country attend the sessions more often. Similarly, the participation is higher if there are many points on the agenda or if the minister represents a pro-European government. On the contrary, the probability of the participation is lower if the ministers face upcoming legislative elections at home. The Influence of Ownership Structures on Socio-Ecological Conflicts in the Peruvian Mining Sector

I The analysis of ownership structures as aspect in the relationship of natural resources and intrastate conflicts is a relatively new field of study. This thesis contributes to this debate, by analyzing the case of Peru with its specific socio-environmental conflicts. Based on comprehensive literature, a logistic regression model will be applied in order to account for the specific effects of different patterns of ownership. With the distinction between local and national private actors, a new approach is offered. The results suggest that local ownership significantly decreases the likelihood of civil conflict, while foreign ownership increases it. However both statistical evidence and the conducted case study of the La Bambas mine suggest, that the relationship is more complex than originally expected.
