Social housing - segment integral housing policy and its conceptual solution in statutory city of Opava

The diploma thesis "Social Housing - an integral segment of the housing policy and its conceptual design in the Statutory City of Opava" deals with the problem of increasing numbers of individuals or groups who have problems with obtaining decent housing or with the maintenance of the current housing market in the Czech Republic. After 1989, the transformation of housing and significantly changed its ownership structure. Social rental housing segment, however, in our almost non-existent, the concept of social housing is enshrined in our legal framework and no common concept and function for the Czech Republic as a country. In Western Europe, while social housing tradition since the 19th century and is now the total number of rental housing for 18 % allocated as social housing. In the current situation and economic context, it is clear that a stable population will be unable to provide themselves and maintain their own housing. Housing is yet one of the basic social needs, which is not possible without the development of both individual and society. Housing is considered as a specific asset to which not only can be viewed through the lens of economic criteria. Ratification Process of the WHO Framework Convention on Tobacco Control

The diploma thesis deals with the ratification process of the WHO Framework Convention on Tobacco Control in the Czech Republic. The proposal of ratification was denied by the Senate of the Parliament of the Czech Republic in 2005 and it was postponed. The debate was renewed in 2011 when the proposal was approved by both chamber of the Parliament of the Czech Republic and subsequently in May 2012 it was signed by the President of the Czech Republic. The thesis investigated different views of Members of Parliament on the ratification of the framework convention. To fulfil the aims of the thesis the Framework analysis method is used. The method reveals the competing frames in 2005 and 2011. Both periods are then compared. The author also tried to understand why the proposal in 2005 was denied and she offered one of the possible interpretations. The thesis is supplemented by chapters which describe the Framework Convention on Tobacco Control and the development of the ratification process. These parts use the interviews made with experts in the research area.
Family Policy in the Programmatic of the Chosen Czech Political Parties

The main premise of this thesis is that political parties are policy actors and that they have an influence on the family policy in the Czech Republic. This paper analyzes political programs of ČSSD, KDU-ČSL and ODS. The qualitative approach to research of party documents was employed. The conclusion is that the core idea of family policy is the relationship of each party to the term "family" (which social meaning it bears) and to the state. This idea has an influence on setting the themes of family policy in the programmatic and on proposing family policy tools. The relationship between "family" and "state" is the space where the ideas of political parties meet. However, there are some themes in which it is possible to find partial or full parity. We can see in these themes some outside conditions, which have an influence on setting themes and tools. In some cases they can move the core idea of family policy in the programmatic of the chosen political parties.
Formation of Czech Labour Migration Policy : Influence of the World Economic Crises

This Bachelor Thesis focus on labour migration in the Czech Republic and attempt to point out the impact of economic crisis on the formation of political discourse. I am approaching to the topic by discourse analysis. The discourse is considering as a concept the topic is regarded. Data for the analysis are political documents and secondarily also references in the Czech mass media. Purpose of it is a tendency to illustrate which migration policy topics are presented in media. I am working with the data from 2006 to 2010. There is a field for the description of migration in a political discourse, introducing of the main actors of the migration policy, description about the most signifiant projects of this policy as well as for related legislative framework and the topic of integration policy. In particular chapters there are notes about how was the discourse of migration policy affected by the economic crisis.
Counceling Services as a provider of the Immigrant Integration

My work is about the integration of non-profit clinics, which operate in the country. How to implement the integration of foreigners and in which fields are applied. Interviewing staff was carried and interviews with foreign third-country nationals who currently live in CR and non- customers of any advice for integration. The surfy with experts shows about what services are among their clients are interested in and how they think services are offered sufficiently available in third countries, foreigners living in the country. Furthermore, in matters of personnel integration consultancy focused on the topic of how to acquire new clients. For inquiries foreigners third countries were selected issues, ascertaining the reasons for non-use guidance for the integration and alternative solutions to problems. Interviews with foreigners engaged in actual knowledge of the foreign clinics. How to solve difficult situations without the help of integrative counseling. Subsequently, the collected answers to the questions of what services they would welcome guidance from the integration and if they consider that some of them with daily counseling complications could help integration. Diploma thesis Transformations of the European Welfare State under the Pressure of Globalization focuses on transformation of social policies in European countries which are caused by globalization. The thesis considers welfare state in the broader sense of the human rights. It assumes that the welfare state have played important role not only when protecting the social rights of an individual but also regarding the economic and political stability of the society. While analyzing the relations of globalization and welfare state the thesis relates to the theory of decomodification and related Esping-Andersen's typology of the three basic welfare regimes. Regarding the transformations of the welfare state the thesis focuses not only on changes caused by globalization in the economic field, but it also analyses the processes in society and political systems which have also very strong influence on the shape of the social system. The basic goal of diploma thesis "The Propensity to Government Budget Deficit: Analysis of the Influence of Political Cycle on Czech Fiscal policy" is to identify fundamental factors which influence decisions about the size of government budget balance and to analyze the influence of political cycle on the volume and structure of government expenditures in the period of 1993-2009. Analysis is based on theories which are connected to the areas of public sector, state and its function, public finances, government budget, the process of generating budget, political cycle, political parties and europeanization. The problem of propensity to budget deficits is structured using dimensional analysis and problem tree. The influence of political cycle is verified by using the combination of qualitative analysis of policy documents and quantitative analysis of specific indicators. Analysis classifies external and internal factors influencing the tendency to deficit budgeting. Political cycle is one of those internal factors becouse it is affected by the decision making process of political representatives. Agenda-setting of the politics of fight against extremism

The aim of the thesis was to find the process of agenda-setting the politics of fight against extremism in the year 2009. The whole problems are researched on the basis of the Multiple Stream Theory by American scientist J. W. Kingdon and its particular modification by Nikolaos Zahariadis. This theory is based on the existence of three streams with independent development. That is problem stream, politics stream and policy stream. Under specific circumstances the three streams clash and in this case a policy window is going to be opened. Opening of the policy window is a sign for policy entrepreneurs who can influence the agenda-setting of new politics. Agenda setting takes place in the Windows called Coupling. In the context of agenda setting of the politics of fight against extremism the Problem Window is the most important. This window is created by various right wing extremist groups and its activity. The Politics Stream is created by the ideology of political parties and National Mood. The ideology of relevant political parties doesn't play any significant roles. Comparative analysis of chosen aspects of Czech and French immigration policy

The diploma thesis deals with a comparison of selected areas of Czech and French immigration policy, focusing on a comparison of an environment in which the policies are made up and terms of employment and family immigration for third country citizens coming to these countries. Comparison of environment was based on a role of European Union immigration policy, specific conditions of countries' experiences with immigration and political/social approach to this issue. Conditions for work and family immigration focuses on conditions for employment, enterpreneurship and family reunification in compared countries. A section in this part is also devoted to comparison of restrictive and integration measures which are commonly associated with these analyzed purposes of immigration.
