European Integration Policy of the North Rhine-Westphalia. Fight for Right of Participation from Maastricht to Lisbon
Veselá, Barbora ; Handl, Vladimír (advisor) ; Mlsna, Petr (referee)
The master theses "European Integration Politicy" deals with the impact of European integration on the domestic balance of power between the German executive and legislativ power, while focusing on the North Rhine-Westphalia (and partly Bavaria) as one of the examples of the German countries ("Laender") key actors nowadays. While the initiative of the German Laender with the aim of obtaining their right of participation in decision-making on the european integration topic can be traced to the very beginning of the European integration process, in the course of the ratification of the Maastricht Treaty the German Laender succeeded in institutionalization of their participatory rights by changing the constitution and laws. Due to the changing dynamics both of the European integration and the German federalism, the consensus-finding became uneasy. The German Laender are being increasingly motivated to change their strategy while trying to achieve their goals. There are new ways to be found beyond the institutionalized way of procurement of the enhanced rights. The international partnership with the regions of the similar power and interests (e.g. RegLeg) became one of the key elements of the new strategy. Beside this, the executive power of the "Laender" has to cope with the approach of their legislative power...
The Initiation of foreign workers employment in the industry corporations of the Northrhine - Westphalia
Janura, Lukáš ; Mlsna, Petr (advisor) ; Pešek, Jiří (referee)
The bachelor thesis The Initiation of foreign workers employment in the industry corporations of the Northrhine - Westphalia deals with the reasons that led to the state-supported employment of Italian workers in the Federal Republic of Germany since 1955. It observes two particular industrial corporations in the Northrhine-Westphalia before this year and compares it with the common statement that the employment was a result of the situation in the German economy. This idea has been doubted in the recent years. The federal country was chosen because of the very low level of unemployment, which makes it an ideal recipient of labour. The thesis should come to the conclusion whether these two corporations conformed to the common concept that the demand for labour was enormous and it was considered to persist in a long term.

Most of the German industry was concentrated on this area. Therefore there was the highest consumption of electricity in Germany. On the same time, because of the concentration of many important electrical companies North Rhine Westphalia was the biggest producer of electricity in Germany. Therefore this state was also to provide electricity supplies to other German states. The thesis depicts if the Marshall Plan contributed to the reconstruction of the two chosen companies RWE and VEW. It examines which kinds of project were mostly supported. It also concentrates on the cooperation between the management of the companies, the German institutions and the American administrators of the Marshall Plan. Finally the thesis concludes that because of its size and importance RWE profited more than the smaller company VEW. Powered...

Financial Equalization of German Federal States. A key German Domestic Political Issue of the Turn of the Millennium
Mynaříková, Romana ; Pešek, Jiří (advisor) ; Mlsna, Petr (referee)
The thesis"Financial Equalization of German Federal States-a Key German Domestic Political Issue of the Turn of the Millennium" describes on of the most important elements of the German financial system, which has been in place since 1950s. It has its constitutional justification in the principle that citizens cannot be treated differently by the government simply because they live in different parts of the federation (article 107 of the German Constitution). The fiscal equalization exists in the form of redistribution of tax revenue (individual and corporate income tax and turnover tax) primarily according to the size of the population in each German state (Bundesland). It takes place vertically between the federation and individual states and simultaneously horizontally among states themselves. The "Lnderfinanzausgleich", interstate horizontal fiscal equalization among the Lnder, is certainly the main factor of interregional solidarity in Germany. Without central governments intervention, it organizes the horizontal redistribution of fiscal revenues among the Lnder, including the five new Lnder since 1995. The operating mechanisms are quite complex. Since the amount of money, which the rich states have to pass on to the poorer states, is enormous, the financial equalization became one of the main topics of...
