The German way of putting up with the communist past in view of the Federal Authority for the Archives of the GDR State Security Service

The diploma thesis "The German way of putting up with the communist past in view of the Office for study of STASI dossiers" deals with balancing the communist past in Germany, it analyses the Office for study of STASI dossiers' (Gauck office) conception. The question of balancing the past is in German milieu oriented primarily towards the National Socialist era. In case of the Communist past Gauck office arose in 1992. This institution looks after the chancery of communist State security, simultaneously gives information from the dossiers to victims of the former regime. Balancing with totalitarian past is not a single- but a continual process and the Gauck office should reach the point by analyzing of materials it holds. Exceptionality of this institution lies in the fact that it serves as a model for other middle European countries. This project will focus on an analysis of historical preconditions for genesis of this institute. Also, it won't avoid the political debates influencing the final shape of Gauck office, including the future of its incorporating into the National Chancery.

Vedoucí diplomové práce PhDr. Tomáš Nigrin, Ph.D. The master thesis German question and Ostpolitik within the years 1963-1966 is focused on the attitudes of the parliamentary parties in the Federal Republic of Germany - CDU/CSU (Christian Democratic Union and Social Democratic Party of Germany), FDP (Free Democratic Party) and SPD (Social Democratics Party of Germany) - to the policy towards the countries of the Eastern Bloc and with the changes in these attitudes in the period from 1963 to 1966, when the Federal Cabinet of Ludwig Erhard held rule. The main thesis of this study is the premise that in all the parliamentary parties in the Federal Republic of Germany a significant shift in the approach to the German question and Ostpolitik within the years 1963-1966 occurred. Integration and Occurrence of Expellees in Hessen Politics in the 1950s

Diploma thesis "Integration and Occurrence of Expellees in Hessen Politics in the 1950s" deals with the process of integration of post-war expellees in the political sphere and with their incidence in the politics of Hessen in the 1950s. The first part of the thesis analyses the expellees' situation after their arrival to Hessen and the origins of their political integration in form of expellee syndicates, compatriot groups and their first organizations on the political party base. The thesis focuses then on the role and incidence of expellees in Hessen politics in the 1950s with emphasis on Hessen's Bund der Heimatvertriebenen und Entrechteten (All-German Bloc/League of Expellees and Deprived of Rights, ВНЕ) and the political representation of the expellees in the Hessen parliament. On the example of selected parliamentary debates will be shown the attitudes of specific political parties towards the issues which directly influenced the expellees' situation in Hessen. 6. Resümee Der Autor dieser Diplomarbeit hat sich die Aufgabe gestellt die Strukturpolitik der Stadt Duisburg in den Jahren 1994 bis 2004 darzustellen und zu analysieren. Es galt festzustellen, ob Duisburg auch weiterhin als graue, von der Industrie gezeichnete Stadt zu verstehen ist, oder auch Entwicklungen zu beobachten sind, welche zu einem Wandel der Industriestruktur, aber auch des Bildes der ganzen Stadt geführt haben. Die Ausgangslage ist als nicht leicht, ja sogar prekär einzuschätzen. Seit 1992 hat die Stadt Duisburg, wie die meisten kreisfreien Städte Nordrhein-Westfalens, keinen ausgeglichenen Haushalt mehr gehabt. Trotz enormer Konsolidierungsanstrengungen war der Anstieg der strukturellen Unterfinanzierung nicht aufzuhalten. Laut Art. 28 Abs. 2 GG steht den Gemeinden das Recht zu, "...alle Angelegenheiten der örtlichen Gemeinschaft im Rahmen der Gesetze in eigener Verantwortung zu regeln." Auf der anderen Seite aber befinden sich die Gemeinden in das mehrstufige Hoheitsgefüge des Staates eingebettet und beziehen als unterste Ebene von ihm abgeleitet ihre Hoheitsrechte. Sie sind in ihrem Handeln an die Gesetze und an ihre Treuepflicht gegenüber Bund und Land gebunden. Integration of Russian Germans in Germany

The Diploma thesis "Integration of Russian Germans in Germany" deals with the aspects of integration of Russian Germans such as the "late resettlers" in German society. The first part of the thesis provides background information about their migration, compares its phases and clarifies their formal status. Focus is on the integration process in Germany and its problems such as language skills and the formation of "ghettos". This is typical of Russian Germans despite their full formal integration and causes their partial territorial separation. Emphasis of the thesis is on the dangers of incomplete integration, which causes rising social gap by the young generation. RReconstruktion of Jewish Communities in the new Federal States of Germany - an Example of Free State of Saxony

Diploma thesis " Reconstruction of Jewish communities in the new Federal States of Germany - an example of Free State of Saxony" is dealing with the situation of Jews and Jewish communities in the former GDR after 1990. The thesis shows on the example of Saxony the existence of Jewish communities under the GDR-regime, further how they managed to deal with the events of 1990 and faced new challenges and situations after the unification of Germany. The communities are gradually building their position in the society and they are trying to present themselves to the public through a number of activities, building synagogues and community centres and set up positive links with the non-Jewish population. The increased activities of the Jewish communities in the society are not perceived in a positive way only, the evidence of which is a brief chapter on rightist extremism in Saxony in the final part of the thesis. Due to the topical character of the theme the thesis brings also a few interviews with representatives of Jewish communities and Christian-Jewish communities and literature search of periodicals concerned with Jewish issues. The relations between Austria and the Federal Republic of Germany in the era Kreisky (1970-1983). A view on the topics

Diploma thesis "The Relations between Austria and the Federal Republic of Germany in the Era Kreisky (1970-1983) - A View on the Topics" deals with Austro-German relations in 1970-1983. An intense cooperation of three social democratic chancellors - Bruno Kreisky, Willy Brandt and Helmut Schmidt - took place on the the background of increasing international tensions. The traditionally close though asymmetrical relationship between the two countries was strengthened by the friendship of Kreisky and Brandt and by their cooperation on a bilateral and multilateral level. This thesis focuses on the topics of the bilateral relationship. In the first part of the work, the author is asking about the subject of the relationship. Which topics were discussed? What were the problems between the two states? How were they solved? However, the relations were not only made by the officially discussed topics but by traditional topics as well. In the second part of her diploma thesis, the author is following the process of the Austrian identity change during 1945-83 together with the perspective of traditional themes in the relations - anschluss and the Nazi past.

Austrian cultural policy and the reform of the federal museums

Diploma thesis "Austrian cultural politics and a reform of the austrian federal museums" deals with a significant change in the museum organization and functioning that took place during the nineties. Federal museums became a priority of the austrian federal government one decade earlier and can be seen in connection to the european trend of the "museum boom". The federal museums were reconstructed and a new representative centre for museums in Vienna, the so-called MuseumsQuartier was built. At the same time the reform of the federal government changed the legal status of the museums, transferred the museum tasks such as acquing, conserving, researching, communicating and exhibiting the cultural heritage to the partly-independent museum organizations. Also the funding system for museums was altered, the museums had to cover part of their expenses through their commercial activity and through sponsorship. The aim of my diploma thesis is to analyse and evaluate the reform of the federal museums, especially I want to focus on the museum tasks and how the public interest is fulfilled. Sources and Development of Germany's Position towards NATO Enlargement, 1990-97

This thesis strives to explain formation of German government's attitude towards NATO enlargement within the years of 1990-97. The approach presented is embedded in social constructivist theories of foreign policy and international relations, which emphasize the importance of values, norms and language and downplay the influence of material factors. A theoretical model for analysis of German foreign policy making is proposed, comprising of three essential steps: First, it is the identity that determines limits of states' behaviour. Second, different foreign policy roles arise and engage in a role conflict within discourse. Third, the actual decision is constituted under the influence of external factors. Further, key concepts of understanding the normative background of German foreign policy are put under examination, including the ideas of civilian power and strategic culture. The essence of this background in terms of norms and values is examined consequently. Evolution of different variants of Germany's position towards the enlargement issue is explained and key actors involved in the debate are identified, including their interpretations of German identity and the clash they involved themselves in.
