Čermák, Michal ; Kohoutek, Jan (advisor) ; Potůček, Martin (referee)
Téma: Politizace jako problém státní správy Autor: Michal Čermák Vedoucí práce: Mgr. Jan Kohoutek Ph.D. Fakulta sociálních věd - institut sociologických studií - Katedra veřejné a sociální politiky Abstract The bachelor thesis deals with the problem of politicization of the Czech state administration. This problem is quite widely used in the media space, especially after every parliamentary election. However, nowhere is there precise data and description of how extensive this phenomenon is within the Czech state administration. This is mainly due to the unavailability of data directly from the Czech state administration. Due to the aforementioned unavailability of data, I decided to conduct qualitative research through interviews in this thesis. The interviewees were both experts in the field of public administration and politicization, and representatives of the largest political entities. By combining the opinions of experts and politicians, whose attitude towards politicization has not been mapped so far, I tried to get a new perspective on the issue of politicization and at the same time information from the practical functioning of public administration, to which politicians are close. Overall, the results suggest that the Czech civil service is not in as catastrophic a state as is sometimes presented...

In the thesis, the theoretical background is first elaborated, which serves to understand the issue. The following part is devoted to the analysis of the company including its surroundings. Here an assessment of the current information system for warehouse management is also made. The remaining part of the thesis is devoted to the proposal of possible changes and their description.
Preparation of graduate students for teaching in inclusive classrooms at the Faculty of Education of Charles Univerzity
Řiháčková, Nela ; Kohoutek, Jan (advisor) ; Veselý, Arnošt (referee)
Diploma thesis examines the preparation of students of pedagogical study programmes for teaching in inclusive classrooms during their undergraduate studies. In the Czech social and public policy discourse there is a visible growth of the value of inclusive education. Inclusive principles have been incorporated into Czech education with the amendment of the Education Act in 2015 (Act No. 82/2015). However, the current methods of undergraduate teacher education students' preparation for inclusive education are reflected minimally in the relevant research literature in the Czech Republic (e.g. Stará, 2015). Faculties of education then carry a significant degree of responsibility for ensuring sufficient and high-quality preparation of future teachers, who have the uneasy task of managing the inclusive education right at the level of the classrooms with a very heterogenous group of pupils. Teachers are expected to ensure the individualisation of teaching and to be competent in pedagogical diagnosis. This paper, using a qualitative case study of the Education for Primary School Grade 1 programme at the Faculty of Education, Charles University, will help to examine the current form of study preparation, evaluate its adequacy for the profession, identify problematic areas and suggest ways to improve the...

Gabunia, Mariam ; Kohoutek, Jan (advisor) ; Veselý, Arnošt (referee)
The Unified National Examination (UNE) is a policy, which regulates the students' admission procedure to higher education institutions in Georgia. The UNE is a special policy in terms of its design, which manages admission procedure with a centralized and standardized approach. The main goal of this thesis is to study the 'side-effects' and challenges of UNE policy, explore its organizational structure and understand the main design patterns in the policy process to find the optimal solutions for current challenges. The research problem is studied through policy design conceptual framework in order to understand how a specific instrument mix was chosen by the policy-makers and how particular redesigns of the system were made in the previous years. The thesis discusses the design process of UNE, its design types and spaces and identifies the levels of government capacities in this process and its impact on tool choices. The thesis highlights the following challenges of UNE policy: contested testing model, controversial design of reforms, 'black holes' for corruption, inequality of access to higher education and restricted autonomy of higher education institutions, which need to be addressed for system sophistication in the future. Keywords Education policy, higher education system, national...
Attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information.
Iran, Jakub ; Hejzlarová, Eva (advisor) ; Kohoutek, Jan (referee)
This diploma thesis is focused on finding out the attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information. The main aim of this work is to examine these attitudes and try to find the causes of negative attitudes. At the same time, it is also secondary ambition to 1) analyze the applicability of the right to information in the context of small municipalities and 2) try to suggest possible measures that could reduce the negative attitudes of mayors of small municipalities to the right to information. In the diploma thesis, the mayors of small municipalities are viewed from the perspective of the theory of street-level bureaucracy, whose actions have a real impact on the implementation of public policies. At the same time, policy failure is a marginal concept, which looks at the law on free access to information as an example of a failure of public policies.
Tuition fees in Chinese public higher education and their implications for equity of access
Zou, Daiwei ; Kohoutek, Jan (advisor) ; Veselý, Arnošt (referee)
From the resumption of university entrance examination in 1977 to 1997, china's higher education has remained free of charge for 20 years. But in 1997, china changed its policy of higher education; students are required to pay for their university education. Since then, the tuition fee for university has undergone a rapid increase. By the year 2013, the tuition fee has increased up to 27 times that of 1997. The increase in university tuition has caused much concern from the public, and many people complained that it not fair for students from rural areas and people with low income. This thesis studies the educational inequality caused by the increase in university tuition and its impact on china's social and economic development. The author applies multiple case studies with the help of official database, the affordability of urban and rural residents to the higher education tuition, university enrollment plan, the financial aid system and government Appropriation over the time period of 2011-2015. The author found that the increased tuition has become a huge economic burden for students from low-income urban families, and thus result in the inequity of access opportunity for those students. It is also found that the disequilibrium enrollment plan among areas caused the inequity of access...
