Autonomy of City Districts: Case Study of the Capital City of Prague

1 Annotation Almost every European capital city is subdivided into sub-local units. This territorial division is a result of the decentralization of public administration. Sub-local parts of municipalities in different countries have different degrees of autonomy. Czech municipal system defines the institute of a statutory city, which can be subdivided into city districts. In contrast to these cities capital city of Prague must divide its territory into city districts. However, capital city of Prague has a specific position of municipality, region and capital at the same time, which means that the powers of municipality, region and capital accumulate here. This specific position is also highlighted by the fact that it is governed by its own law in comparison with other statutory cities in the Czech Republic. This bachelor thesis aims to analyze and evaluate the degree of autonomy of city districts of Prague. Furthermore, whether the current level of autonomy corresponds to the real needs of city districts in capital city of Prague.
The Factors of Voluntary Municipal Amalgamations: the Case of the Czech Republic in European Comparison

The diploma thesis analyzes the issues of voluntary consolidation of municipal structures in the European countries. The period between the 1990 and 2013 was chosen as the time frame for the thesis because of the possibility to incorporate the countries of the former Soviet bloc to comparison. The text is divided into two main parts, where different perspectives are used. The first part is mainly theoretical using the top-down, state-focused perspective. The European countries are distributed into different categories according to the type and degree of voluntariness in the consolidation process. The cases of the countries are individually analyzed to illustrate the tools and factors that influenced success or failure of the municipal merger processes. The second part of the text, using the bottom-up perspective, is focused on the individual cases of the municipal amalgamation in the Czech Republic. It describes every case alone and analyzes assumptions and factors affecting decisions of small municipalities to merge. The combination of the two perspectives allows creating a basic set of strategies and instructions which, under certain circumstances, may convince small municipalities to merge.
Direct Mayor Elections in Europe

The master's thesis "Direct election of mayors in the European experience" is dealing with the direct election of mayors, which is being used in more than a half of the European countries. The focus of the thesis is the trend and the impacts of the direct election of mayors. The purpose is to find out, if the direct election of mayors causes an increase in the voter's turnout, if there are cases of divided majorities under the direct election of mayors and if those are causing issues with the system functioning. Lastly, if the direct election of mayors is a trend which is going to spread into further countries. The first theoretical part deals with the phenomenon of the direct election of mayors, the leadership theories at the local level, typologies of local systems and brings a theoretical basis for the analysis of the voter turnout and divided majorities. The second part contains an overview of the European countries according to the direct or indirect method of voting for their mayors and also case studies of chosen countries. Changes of the system of social partnership in Austria and its future perspective

The Austrian social and economic partnership is a specific system of co­ operation between the major economic interest groups, labour unions and between them and the government. Based on close voluntary co-operation between employers, employees and state (government), it constitutes the specifically Austrian manifestation of the system of reconciling interests and ranks Austria high among scales of corporatism in the relevant literature. What diversify the Austrian social partnership and the Austrian form of corporatism (so called Austro-corporatism) is its coverage - practically all areas of economic and social policy used to come under the social partnership tripartite cooperation. This cooperation of interest groups is mostly informal and is not regulated by law. The social partners are represented by four large representative organisations. On the employees' side these are the Austrian Trade Union Federation (OGB) and the Federal Chamber of Labour (BAK), and on the employers' side the Federal Economic Chamber of Austria (WKO), and the Standing Committee of Presidents of the Chamber of Agriculture (PRAKO). The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.

The campaign of political parties for regional elections in 2016

This thesis is dedicated to political campaigns in Central Bohemian Region and Liberec Region during regional elections what took place 7th and 8th of October 2016. Both of these regions were chosen as a sample which represents both nationwide parties but also local parties. The author processed vast amount of data, what was lately analyzed and compared. For the research was used content analysis, which enables to code clearly the entering data. Among the examined data were the election formations' election programs, candidate lists (respectively, the amount of local candidates within those candidate lists), election formations' propagation on the social medium Facebook, and a usage of a printed media during the campaign (respectively, how successful was the campaign communication and how different election formations used advertising). This diploma thesis is primarily based on second-order elections. Based on relevant literature were identified several contact points within the campaigns characteristic for this kind of elections. Thanks to a number of research questions, this diploma thesis answers the main aim, which is, if those election formations approached those elections as the second-order elections.
Direct election of the Czech president in the context of Czech professional and public discussion

Different proposals rose discussion in media and between the specialists from Political science. Diploma thesis captures the changes of specialized, political and media discussion during the years. The opinion of the Public is present in Public opinion polls. Diploma thesis also describes the circumstances of adoption of the Amendment to the Constitution and of the Implementing Law. Part of the Diploma thesis is also theoretical introduction concerning the regimes from the point of view of their polity and also a chapter about the institution of the president concerning his constitutional formal and informal powers since 1918 till these days.
Participation of Vietnamese National Minority in Czech Local Politics

This diploma thesis focuses on the participation of the Vietnamese national minority in the Czech Republic, especially at the level of local politics. The main objective of the thesis is to analyze and critically reflect on the motivations, attitudes, and views of the Vietnamese national minority on political and civic participation with an emphasis the local politics. At the same time, the work explores the forms of participation of the Vietnamese community and the factors that influence them. Because the target group of this work is a Vietnamese national minority, the national minority policy is first analyzed at the international level, followed by analysis at the national level. The reason for this approach is that the international environment plays a vital role in examining national minority politics and ethnic minorities. Selected instruments and institutions of national minority politics in the Czech environment are then further analyzed and compared with the German counterpart where minorities, and in particular the Vietnamese minority, have long been a significant part of society.
