The concept of work life balance and its changes at the EU level
Kandusová, Veronika ; Hejzlarová, Eva (advisor) ; Čampulková, Jitka (referee)
The aim of this thesis is to analyse how the concept of work-life balance (and reconciliation policies in general) is constructed and defined at the European Union level. In order to analyse these often implicit definitions, the European Commission's working documents from 1995 to 2016 are gathered and subjected to category and content analysis. Reconciliation policies and work-life balance are stable concepts, occurring in 152 documents over the studied 22 years period. Annual Reports on gender equality and documents connected to the European Employment Strategy are specifically analysed. Even though the "reconciliation policies are part of equality policies" argumentation is often stressed, the expressed goals are usually connected to the goals of employment policies and economic policies, with economic growth being behind this argumentation. The most represented policy areas are leave policies, mainly parental leave, and services for childcare and other dependants, usually connected to the same goal - bringing more women into the labour market.
When There Is Not Just One Policy: Institutional and Financial Background of the Czech Gender Equality Policy
Hondlíková, Kristýna ; Hejzlarová, Eva (advisor) ; Potůček, Martin (referee)
The aim of this thesis is to describe the institutional and financial security of the gender equality policy from 1998 to the present in the background of the interactions and relationships between its key actors - Gender Equality Unit (Office of the Government of the Czech Republic), Gender Equality Advisory bodies (Office of the Government of the Czech Republic), Department of Family and Ageing Policy (Ministry of Labour and Social Affairs), Division of Gender Equality Projects (Ministry of Labour and Social Affairs) and Gender Equality Nonprofit Organizations (Gender Equality NGO). Theoretical support of this thesis is the state/market feminism theory and theoretical concepts policy and governance. The outcomes of the analysis and expert interviews show the institutional and financial security of the gender equality policy is continual, horizontal and fragmented process created by internally and externally different actors. These actors implement their gender equality policies differently and their work is parallel. However, at the same time they are mutually dependent through different sources thereby different interactions (both cooperation and coaction) and relationships (both formal and informal) as well as tension and problems arise. Negotiations about funding of the policy measures and...
Comparison of parents' post-divorce standard of living in relation to social construction of target populations
Horčicová, Magda ; Novotný, Vilém (advisor) ; Hejzlarová, Eva (referee)
This diploma thesis deals with social policy towards single-parent families in the Czech Republic with focus on alimony policy. I deal more closely with the standard of living by single-parent families and obligated parents. This problem is explored on the basis of theoretical framework called social construction of the target populations. Social policy towards single-parent families does not reflect their needs at the right time. Different approach could lead to improvement of their standard of living. The Czech society has not come with an agreement on reforming the social system to more benefit the single-parent families. Despite the fact that the concept of supporting single-parent families has been formally accepted by European Union and Czech government as one of the top priorities, this proclamation has not brought any real change to the single-parent families` standard of living. I try to understand a present situation/image of social policy towards single-parent families in regard to alimony policy with an application of theoretical framework social construction of the target population basis. For this purpose, I identify the real social construction of single-parent families and obligated parents in the political discourse. I examine the policy suggestions on alimony, and the...

Jeřábková, Anna ; Hejzlarová, Eva (advisor) ; Štěpánková Štýbrová, Martina (referee)
This paper is focused on the development of public policy in relation to single mothers from 1989 to 2015. Specifically, it focuses on the legislative documents, which are related directly to single mothers, which legislative documents are affecting them, how they deal with their situation and what benefits they bring to them. The paper also describes the evolution of these documents over time, specifically from 1989 to 2015. It concerns also the legislation which was accepted or cancelled and the whole background of these documents origin. The core of the empirical part is analysis of legislative documents affecting single mothers and their families and analysis of stenographic records of Parliament's meetings. The outlined development is explained in the context of theory of social constructions of target populations, depoliticization theory and path dependence theory. The aim of this paper is to find out how the situation of single mothers has developed since 1989 and whether it is improving or getting worse. The assumption is there has been a transformation since 1989, from socialist greater protection on the labor market and greater social support to extinction of single mothers as a specific target group of social policy.

Varyš, Martin ; Nekola, Martin (advisor) ; Hejzlarová, Eva (referee)
This bachelor thesis deals with process of denormalization of smoking and possible unintended, negative consequences as stigmatization of smokers. The phenomenon of denormalization of smoking is common for health policy of the vast majority of Western a European states, included Czech republic, over the last decades. It monitors, among other things, reducing the social acceptability of smoking and reducing the number of smokers. In my work, I first examine the process, impacts and tools of these strategies, and then present the theory of stigmatization of smokers, which resonates in recent years in a professional discussion abroad. This theory presents the potential risks associated with creating an atmosphere of social unacceptability of smoking that can lead to a loss of effectiveness of similar measures and a marked deterioration in the life situation of smokers. Qualitative reasearch on a group of 15 respondents examines the perception of social atmposhere in the aproach to smoking, the perception of adopted policy measures and experience with reactions of others, from the point of view of smokers. By analyzing the data then I look for possible negative consequences in the form of stigmatization symptoms of smokers. To recognize them, apart from the supposed concept of stigmatization, the symptoms that...
Single mothers and their children - the group on the edge of poverty?
Vzhledem k nemožnosti uspokojovat všechny své potřeby trpí deprivací, jejíž následky si nesou do budoucna. Annotation The aim of this study is to address single mothers. Single mothers and their children are usually in poor financial condition and threatened with poverty and social exclusion. They are unable to meet their basic needs which effect...
