Does development aid harm?
Hanáková, Eva ; Vostrovská, Zdenka (advisor) ; Procházka, Pavel (referee)
A model of development aid, which has been known for more than 50 years is clearly ineffective in Sub-Saharan Africa. This is because such assistance demonstrably negatively affects local governments and strongly contributes to the proliferation of corruption and deterioration of the elements od democracy. The theory of the vicious circle of poverty as one of the main arguments of the proponents of this aid is refuted in the thesis and replaced by the theory of the vicious circle of political instability, which is associated with that governments and their policies. It is necessary tu support a citizens' initiative, which will seek the establishment of democratic institutions, not governments, which are responsible for poverty of their country. Development aid is not the only thing that harms poor countries. Less visible, but with a strong negative effect there are protectionist measures in the form of non-tariff barriers, the Common Agricultural Policy of the EU and its export subsidies, or debt relief of bad governemtns. The failure of these policies are so fundamental that the best advice would probably be to end the government subsidies for poor countries and a focus on small development projects helping specific people, instead of grand plans and aid volumes sounding into space.

This bachelor thesis aims to evaluate retraining as a key instrument of an active employment policy. The following text focuses on retraining programs for women and some high-risk subgroups (women coming back to the labour market after an extended period of absence e.g. maternity leave and the women over 55). The theoretical part of this thesis clarifies terms closely related to this issue. Purpose of the analytical part is to evaluate the training programs effectiveness. Public statis-tical data available on the Ministry of Labour and Social Affairs portal have been used to support the statements of the analytical part.
Labour market, active employment policy and projects under way co-funded by the European Social Fund in the region of Vysočina.
Hanáková, Eva ; Vostrovská, Zdenka (advisor) ; Chalupníček, Pavel (referee)
To quote the author Oldřich Fišer: "Everyone lives off work, but not always their own work." The subject of the present thesis is the latter part of the sentence, that is unemployment. In the region of Vysocina, the current unemployment rate is 8.9%, which is, more than twice the average for the whole Czech Republic. As part of the Operational Programme Human Resources and Employment in the period 2007-2013, there are currently five projects under way co-funded by the European Social Fund, their aim being to reduce the unemployment rate. Of these projects, three are relatively successful and two unsuccessful. The failure is caused by focus on the long-term unemployed in one case and by a long delay in launching the project in the other. It is seen as a problem that the current evaluation of project success is based on fulfilment of only a few indicators. It is proposed that the evaluation of success should be interconnected with the sum of money which was put into the projects. The conclusion is as follows: for these projects to be successful, the participants have to be employed for so long as to repay the state the relevant expenses in full. The final part of the thesis deals with the issue of whether the projects should target short-term or long-term unemployed. Based on the findings obtained, the suggested solution for long-term unemployment is to focus on the short-term unemployed and to make adjustments in the system of social benefits.
A právě komunikace v tomto procesu hraje klíčovou roli.
