Potential of Regional Development of inner Peripheries of Czechia: case study the Příbram Region

This thesis discusses issues of inner peripheries of Czechia. Inner periphery is an inland territory which leaves behind its surroundings in a specific way (for example economically). The first part of the thesis discusses selected theoretical and methodological concepts of the spatial polarisation research. In following empirical part, selected theoretical and methodological concepts are apllied to model area of the Příbram region. On the basis of selected socioeconomic and positional characteristics problematic areas are identified. Consequently their development after 1989 is evaluated. In next parts of thesis, selected conditions for the development of four types of capital (natural, man-made, human and social capital) in the identified problematic areas and their relation to the spatial polarisation are evaluated. The development of the subject orientation of land change science can be divided into two phases. (i) During the first phase (50's/60's of the 20th century) the description of landscape and its morphology (structure) were at the centre of research interest along with the research of the potential for agro-production. This particular type of study was motivated by the need to find a solution to the problem of the increasing inability to supply a growing (European) population with agricultural products. (ii) In the second phase (circa from 70's of the 20th century), the attention of scientists towards the accelerated rate of land change on a global scale that can be associated with: the increase of human population, changes in agricultural techniques, mining, environmental exploitation et cetera. Z. Kučera: Principy a problémy geografického studia krajiny 6 Abstrakt Principy a problémy geografického studia krajiny Krajina je jedním z klíčových geografických konceptů. Nicméně její definici nelze považovat za zcela ujasněnou a stává se proto předmětem diskuze. Současný geografický výzkum krajiny je výrazněji rozdělený mezi humánní a fyzickou geografii, resp. přesněji kulturní geografii a krajinnou ekologii. Obě tyto disciplíny se dnes v geografii rozvíjejí, byť třeba v odlišných geografických a oborových kontextech. V otázce definice krajiny však spolu velmi málo komunikují. V posledních desetiletích se krajina navíc stala vedle geografie součástí výzkumného zaměření mnoha dalších vědeckých oborů. Což je vývoj, který k vyjasněnosti její definice příliš nepřispívá. V práci je diskutována role geografie ve výzkumu krajiny, jsou srovnávána různá pojetí krajiny v geografii a učiněn pokus o formulaci souhrnné definice krajiny. Nakolik se diskutované přístupy doplňují či rozcházejí? Jsou neslučitelné, nebo je možné vymezit jednu geografickou disciplínu zvanou "geografie krajiny"? Územní diferenciace elementárního vzdělávání v Česku v 2. polovině 20. století (Vliv na lokální a regionální rozvoj) Od druhé poloviny 20. století jsme v mnoha hospodářsky vyspělých zemích, Česko nevyjímaje, svědky procesu výrazné polarizace prostoru v souvislosti se změnami v rozmístění elementárních škol. Masové uzavírání škol, zejména na venkově, a koncentrace vzdělávací funkce do center regionů vychází z obecných procesů, jakými jsou změny geografické organizace společnosti, stejně jako ze specifických historických podmínek v každé zemi. V této práci se na příkladu Česka pokusíme představit pomocí metod, jež jsou geografům vlastní, změny, které proběhly v síti elementárních škol. Dále budeme specifikovat vybrané důsledky tohoto procesu na stabilitu a fungování lokálních komunit a jeho vliv na marginalizaci obcí. Intermunicipal Cooperation in Inner Periphery of Czechia: the Třemšín Microregion

The master thesis aims to study at some length the region so called inner periphery. This research work is focused on comparision between theorethical concepts of periphery areas and the actual situation in model microregion Třemšín which extends on the border of three Czech NUTS III regions. Considerable part of the master thesis is dedicated to a discussion about conceptions of peripherness, rural area and rural communities and also about the relation between human and social capital and the development of inner periphery/rural area. Methods contain searching previous information and study of researches done in the context of space polarization, rural development and some sociological researches about human and social capital. The next step is to define some model region suitable to the condition of beeing an example of Czech inner periphery area. Because of the interest in discover how efficient is a cooperation of rural municipalities based on institutional framework, the existing municipal cooperation confederacy Třemšín was appointed. The own research work consist in interviewing mayors of municipalities concerned and posterior analysis of their opinions. Regional Administrative Border as a Problem of Development of the South-West Moravian Peripheries

9 ABSTRACT This study deals with the problems of the development of periphery in Southwestern Moravia. We work with a concrete pattern region through which the administrative border is passed. We suppose that the presence of the regional border can have negative impacts on the development of this region. This is the structure of the study: In the first part we discuss the problems of peripheries, borders. We explain the used terms. In the second part we describe basic features of the region, we evaluate this region in term of chosen development documents. In the third part we analyse the measure of the periphery of the region. There is the evalution of the measure of the influence of the regional administrative border on the development of the region and the cooperation there in the fourth chapter. The whole study is closed with the themes of the measures maked for the development of the region. We finish with a summary of the obtained informations and we confirme/disprove the initial premises.

Historical development of teritorial polarization of Czech lands

Hlavním cílem práce byla analýza, interpretace a pokus o rekonstrukci historického vývoje teritoriální polarizace českých zemí jako výsledku komplexních socioekonomických proměn. V rámci této problematiky pak konkrétněji a podrobněji přistupuje k příkladu kraje Vysočina, dějinným aspektům jeho perifernosti a vnitřní diferenciace. Bylo úkolem pomocí analýzy dlouhodobého populačního vývoje nalézt a objasnit kořeny dnešní polarity jádra a periferie. Na obou zkoumaných úrovních, jak vnější (mezi kraji), tak vnitřní (uvnitř sledovaného kraje), bylo záměrem hledat a následně identifikoval základní vývojové determinanty stavu i populačně-prostorové dynamiky s důrazem na jejich časovou proměnlivost a variabilitu. V tomto se výzkum opíral o reprezentativní historické prúl·ezy stavu populace. Na základě jejich rozboru a vzájemné komparace jednotlivých územních jednotek došlo za pomoci statistických metod k pokusu konstruovat dobovou teritoriální hierarchii sídelního, potažmo i hospodářského systému včetně stanovení jednotlivých kategorií polarizace: jádro - periferie. Obdobným zpi'1sobem bylo postupováno i v otázce historického vývoje a v jeho rámci užití pojmú: jadernizaee periferizace. Regional aspects of transformational development of the German federal states

výsledky, představuje časté téma odborných diskusí, i když převážně v rámci ekonomické obce. Podobně je tomu v případě komparace použitých strategií a privatizačních metod. Pozoruhodné však je, že v české odborné literatuře je poněkud opomíjen příklad transformace východoněmecké ekonomiky, pravděpodobně pro její unikátní podmínky. V rámci transformačního procesu, který se vyznačoval obrovskými náklady, byla pak věnována jen minimální pozornost jeho regionálním (geografickým) aspektům. Monografie zabývající se transformačním procesem z tohoto pohledu se objevují až od poloviny 90. let minulého století (Pohl 2002, Blien, Wolf 2001, Moravcová 2000, Niebuhrová 1999, Eckart 1998, Bosch 1995). Průběh ekonomické transformace nových spolkových zemí Německa a s ní souvisejících dopadů na německé hospodářství je v SRN stále jedno z často diskutovaných témat. V současnosti - ve světle nepříznivé ekonomické situace nejen východní části země, ale i Německa jako celku -již jednoznačně převažuje negativní hodnocení přijaté šokové transformační strategie. Je také zřejmé, že u vědomí těch nejvýznamnějších sociálně ekonomických (i politických) konsekvencí nezdařilé transformace jsou otázky regionálního vývoje vnímány jako druhořadé.
