EU Energy Policy - Theory and Practice

Diploma thesis " EU Energy Policy - Theory and Practice" deals with the major issues facing the European energy policy: the liberalisation of energy markets, security of supply and combating the climate change. After a short description of the history of this policy comes the explanation why the energy issues have become so important for the EU in recent years (oil thirst of the emerging markets, rise of Putin's Russia, climate change). The next chapter focuses on EU's response to these challenges, focusing on Barroso's Commision agenda. Apart from this, there is an analysis of major stakeholders' reactions concerning the recent legislation (Energy packages). However, the main part of the thesis tries to point at the discrepancies between the "official" policy as pronounced at the EU summits and the actual state of things. Major lagging behind can be found in areas such as the extent to which the external energy policy is successful (relations with Russia), the questionable impacts of subsidising biofuels or the slow implementation of energy market directives.
Characteristic stance of United Kingdom of Great Britain and Northern Ireland in EU illustrated on the example of British rebate

This thesis deals with the problem of British attitude towards European integration. The relationship between the United Kingdom and the European Union is described via the existence of a phenomenon of British European budget rebate. The budget rebate is a British reduction in price of the cost of contribution annually sent to the common European Union's budget. It was won by the Prime Minister Margaret Thatcher in Fontainebleau Summit in 1984. The main reason for giving Great Britain this privilege was the fact that the UK was one of the biggest net contributor to the budget. On the other hand, the UK received too little from the budget because it had only a small agricultural sector. The European budget was aimed primarily for subsidising the European farmers. The UK's annual VAT-based contribution to the European budget is reduced according to a formula first set out in the Fontainebleau Agreement. This reduction is equal to 66 % of the difference between what the UK pay for the EC budget and the receipts, which the UK gets back. But, the rebate applies only as for spending within the EU and the British contribution is calculated as if the budget were financed only by VAT. Rigorous thesis "Jednotný programový dokument pro Cíl 3 regionu NUTS 2 hlavní město Praha. Implementační schéma programu JPD 3 a jeho vliv na příjemce finanční dotace" deals with the programmes co-financed from the Structural funds of the European Union in the Czech Republic, particularly with the Single Programming Document "Jednotný programový document pro Cíl 3 regionu NUTS 2 hlavní město Praha (JPD 3)" The main objective of this study was to prove whether there is cohesion between the administrativě obligations of the implementation authorities of the JPD 3 programme on one hand and the beneficiaries of the ftnancial support on the other, and how the rules of the JPD 3 programme influence beneficiaries while implementing concrete projects. The aim of this thesis was to evaluate whether the implementation authorities were sufficiently prepared for the launch of the JPD 3 programme, whether the JPD 3 programme rules háve any impact on the implementation of projects by the beneficiaries, and if so, whether this impact is a positive or a negative one. Stability and Growth Pact as an element of economic and monetary union

This diploma thesis analyses Stability and Growth Pact. It examines, if SGP is the appropriate guard of fiscal discipline of EMU member states. It explains how SGP works, what the basic elements are and how constituent procedures behave. This thesis investigates favorable and also negative features of Stability and Growth Pact in its former version. It analyses, how have member states respected and met requirements of SGP. In particular, it pays attention to states, which couldn't fulfill these fiscal conditions. Then it devotes to critics of SGP and academic reform proposals on its reform. It cites debate on the level of member states and European Union institutions, their opinions and reform proposals too. On the basis of this discussion it has been created a new alteration of Stability and Growth Pact - it is also described and evaluated in this thesis. However, this reformed version of SGP is more flexible, but it will probably leads to loosening of fiscal rules and here is a risk, that in this form, it will never work well. The question of Turkish accession to the European Union

The diploma thesis deals with Turkish enlargement from three basic aspects. Firstly, Turkish enlargement is deeply compared to the last enlargement of the ten new member states which took place in May 2004. Main differences which are likely to have large consequences for both Turkey and the European Union are described in this part of the paper. Political aspects of the Turkish enlargement are the second viewpoint of the thesis. These are mainly Copenhagen political criteria and the most important political fields, which might eventually complicate Turkish membership in the European Union. Last aspect of the Turkish enlargement question is economic development and Copenhagen economic criteria. First part of this particular chapter briefly describes economic development of the Turkish economy during the last decade and main economic problems are mentioned as well. Customs union of Turkey and the European Union is deeply analysed in the subsequent part, mainly because of its importance to the current state of relationship between Turkey and EU. Fisheries in the Czech Republic in the context of EU structural policy with emphasis on use of financial instruments from the FIFG Structural Fund

Diploma thesis "Fisheries in the Czech Republic in the context of EU structural policy with emphasis on use of financial instruments from the FIFG Structural Fund" deals with the fisheries sector from the point of view of both the European Union and the Czech Republic. It is focused on the period 2004-2006 when allocations from the Financial Instrument for Fisheries Guidance were available for the Czech fishery. The thesis is divided into five parts. First of them is concentrated on the importance of fisheries in the European Union. Next part is focused on the sphere of the Common Fisheries Policy. After it, a description of the situation in the Czech fishery and a brief description of the Funds which can be used for financial support for the Czech fishery follows. These are EAGGF, FIFG and EFF Funds and the Special Accession Programme for Agriculture and Rural Development (SAPARD). Other part is dedicated to the analysis of financing Czech fishery after accession to the European Union through the FIFG Structural Fund. Additionally, the thesis reports Czech fisheries funding during the current programming period 2007-2013. The results are supplemented with annotative tables and graphs.
Emission Trading: Evaluation of the European Experience

Our aim is to show complex picture and highlight the most discussed features of the emission trading and especially the functioning of the European System of Emission Trading (EU ETS) as a representative of the biggest functioning emission trading system. The key approaches involved in our analysis are both theoretical and practical. In the theoretical section we compare emission trading and environmental taxes and we discuss when it is better to regulate by price and when by quantity instruments. We will discuss the possible allocation methods and especially method of auctioning as the most theoretically preferred allocation method. The practical approach will tackle following two aspects: how the emission allowances have been allocated within the EU ETS in Phase 1 and Phase 2 and what the planned changes are in post 2012. Finally, we will look at the results of allocation versus emission during the first trading period in years 2005-2007 and how it might look in the future in Phase 2 and beyond.
Baking sector consolidation in the context of European Integration

The structure of the banking sector has changed significantly in recent years. The number of banking organizations has been reducing, the concentration of the market has been growing, mergers and acquisitions have been a global phenomenon that crosses borders of the banking industry. This thesis focuses on searching both reasons and consequences of this restructuralization. Even though we have been dealing with a worldwide trend, associated with technology development and deregulation of financial markets, European integration has had a deep impact on the development of banking sector. Introduction of a single market and creation of a monetary union together with elimination of other barriers have led to the connection of banking systems. On the other hand this process has not been finished yet and there have been plenty of obstacles, given primarily by the different developments in individual EU member states that need to be overcome. I try to show how the real situation of the EU banking sector looks like and whether it corresponds to the theoretic assumptions. Analysis of consequences of these changes represents an important part of my thesis: What advantages and negatives will the restructuralization bring along?
