Implementation of a Social Housing Project within the Organisation

The diploma thesis focuses on the innovative project, the Real Estate Office for Social Housing, and its implementation in a specific organization. The project is one of the possibilities of solving homelessness, so in the first part I look at this issue from the perspective of the social and housing sector, which is most linked to the project, as well as from a historical and legislative perspective. Then I concentrate on the specific type of support for people in housing need, which the project falls under. The aim of the thesis is to describe the process of implementation, or rather its sub-parts, of the Real Estate Office for Social Housing, and to explain its risks using the organisation theory and the theory of Street-Level Bureaucracy. In the research I have used a qualitative methodology, specifically a design of a case study research. Equalising opportunities for pupils in the Czech educational system through the work of social pedagogues, social workers and other street-level bureaucrats.

This thesis discusses the possibilities of support for socially disadvantaged pupils in Czech primary schools by street-level bureaucrats in order to equalise their educational opportunities. Using a questionnaire survey, the thesis searches answers to the questions of what the support of disadvantaged pupils in Czech schools looks like, what organisational placement of street-level bureaucrats within the system can be effective for such support, and what support is appropriate for street-level bureaucrats themselves to perform their role well. The sub-results of the thesis are then claims that social pedagogues and social workers in schools, as well as social and other service workers outside schools, perceive support for disadvantaged pupils as part of their work and strive for it. A model of support inside and outside schools and effective collaboration between these actors therefore appears ideal. The fulfilment of the common goal of street-level bureauctrats is often hampered by inadequate working conditions, which should be systematically improved in order to improve the quality of line workers' work.
Attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information.

This diploma thesis is focused on finding out the attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information. The main aim of this work is to examine these attitudes and try to find the causes of negative attitudes. At the same time, it is also secondary ambition to 1) analyze the applicability of the right to information in the context of small municipalities and 2) try to suggest possible measures that could reduce the negative attitudes of mayors of small municipalities to the right to information. In the diploma thesis, the mayors of small municipalities are viewed from the perspective of the theory of street-level bureaucracy, whose actions have a real impact on the implementation of public policies. At the same time, policy failure is a marginal concept, which looks at the law on free access to information as an example of a failure of public policies.
The Support of youth football at the amateur level in Prague

This bachelor thesis deals with The Support of youth football at the amateur level in Prague. Youth football is run by sports non-profit organizations. The support of youth secures the availability of football for children and youth. The main aims of this thesis is to describe the support of youth football at the amateur level, to discover and understand the real problems that clubs face in running youth teams, and to compare the goals of organizations providing the support of youth football with the goals of clubs themselves. The first part is devoted to the theoretical framework. Theory of Street- level bureaucracy by Michael Lipsky predicts that mainly public service workers, the street-level bureaucrats, have a great influence on the performance of their profession, because they interact directly with citizens in the course of their jobs. Problem indicators and conflicts of goals are often in street-level bureaucrats work. Role of street-level bureaucracy in the process of implementation of inclusive education with a focus on school counseling staff

This diploma thesis concerns the topic of inclusive education in the Czech Republic with a focus on school counseling staff as the main representatives of street-level bureaucracy in the process of inclusive education. The general aim of this study is to examine the situation after the implementation of the Amendment No. 82/2015 Coll. of the Education Act from the point of view of school counseling staff. Moreover, the study also examines whether the current position of street-level bureaucracy in the inclusive education process is well-set and whether the current system settings meet the needs of the recipients of service. The objectives are fulfilled via qualitative research, particularly eight semi- structured interviews with school counseling staff and two semi-structured interviews with NGO representatives, and analysis of relevant public policy documents. Based on the qualitative research among these respondents, it concludes that the work concluded that there is scope for improvement in many ways in the current form of inclusive education in the Czech Republic, especially in staffing, financial support and mutual communication and cooperation among the actors involved.
