Analysis of impacts sickness insurance reform from 2009 on sick benefit

The aim of Bachelor's thesis is to determine whether the Act No. 187/2006 Coll. the Sickness Insurance has contributed to achieve the expected effects on sick benefit. The new act should help to simplify the system, to prevent frequent abuse of system, to motivate people to work and ensure reductions in expenditure on sickness insurance benefits. The theoretical part deals with sickness insurance system in general and with changes which the reform has brought. The practical part examines whether the above-mentioned effects has been managed to achieve. The basis of my work is the analysis of documents and data obtained from a structured interview. In each of the designated areas I will make a comparison of situation before and after the reform and appraise the current situation. The conclusion of my work will be fiding out whether the expected effects has been managed to achieve.
Social welfare in Germany and the Czech Republic

The aim of this bachelor thesis is to compare equal and different features of sickness, health and pension insurance in the Czech Republic and Germany, and to suggest changes in the Czech legislation. The thesis is divided into five parts. The first chapter deals with basic terms in social insurance, the second and the third chapters describe systems of social insurance in the Czech Republic and Germany. The fourth chapter includes the comparison of systems of social insurance. The fifth chapter is the conclusion.
The Influence of Changes in the Social Insurance Structure on Social Incomes of the Czech Inhabitants

The principal aim of the thesis is to chart the development of social insurance in the Czech Republic and the sub-goal is to evaluate the influence of changes in the social insurance on social incomes of the Czechs. The practical part is at first focused on the development and changes of the social insurance in a social security insurance, sickness and retirement insurance from 2005 till now. Then there is a description of the development of social incomes in the Czech Republic from 2005 till 2009 followed by a comparison of social incomes with full incomes of the Czech inhabitants. Subsequently, a comparison of the social benefits with the disposable income in the Czech Republic and the European Union is done. In conclusion, there is an evaluation of the effectiveness of the changes in the social insurance system connected with the social incomes of the Czech inhabitants.
Current problems of self-employed persons pension and sickness insurance in the field of insurance collection and benefits payment and proposals of their solution

Bachelor thesis is focused on current issues in the pension and sickness insurance of the self-employed, where fundamental changes occurred from 2009 onwards regarding not only collection of premiums but also the benefits provided by these systems. The system of insurance for self-employed persons underwent a long development period, every stage from the very beginning of insurance through interdependence of pension and sickness insurance to their complete separation affected the current behaviour of the self-employed in this field. Premiums should be understood also in terms of coverage of social incidents, which is an illness, injury, disability or old age. The amount of benefits provided from the system depends on the amount of premiums paid and the period of insurance. For this reason, attention in the thesis was paid to the issue of present statutory regulation of premiums, focusing on special-purpose sickness insurance premiums for the self-employed and the subsequent payment of benefits. Also in the field of pension insurance it is necessary to consider whether the premium payers are sufficiently aware of the link between premiums paid and the amount of such benefits, and can responsibly decide on the choice of assessment base, which has an impact on future security in retirement. The objective of this thesis is, based on an analysis of main problems which consist of complexity and comprehensibility of the existing legislation in force for self-employed persons, to suggest changes aimed at simplifying it. The given topic was studied using qualitative research through semi-structured interviews in a relatively narrow circle of self-employed persons with the aim to investigate the status quo, to get a detailed understanding and practical application of the provisions of the Act. Based on the knowledge and experience from practice, questions were prepared, which were answered not only by clients but also by District Social Security Administration Office staff in Strakonice who deal with administration of premiums. Based on evaluation of individual respondents' replies and with regard to the current problems during practical implementation of pension and sickness insurance administration, an opinion was obtained that the existing legislation is complex and confusing for the self-employed. Therefore, measures were suggested, which could be used as tips for possible amendments to legislation in the field of self-employed persons´ insurance premiums.
The system of the social security in the Czech Republic and Slovakia and its efficiency

The aim of my dissertation was to compare the sickness insurance of the Czech Republic and Slovakia and to measure their efficiency. In the theoretical part, there´s at first the history and the characteristics of the social security following by a description of the individual parts of the social security systems in the Czech Republic and Slovakia. In the practical part, I analyzed the principal changes in the sickness insurance in the Czech Republic since January 1, 2009. Then there´s a confrontation of the differences of the social security systems in both states. I have drawn a comparison in the sphere of the sickness insurance based on a calculation of the individual benefits of sickness insurance. The efficiency of the sickness security was determined in terms of chosen indicators.

I have selected this topic of disability/incapacity for work mainly due to the fact that I have been working in this area already for two years (I am responsible for its registration, processing statistic indicators and other activities related to the disability at work). Selected issue is therefore well known to me as to the contents and I believe that the results of this bachelor thesis will bring benefits for my next project in this area. I describe two main observed aspects in my project during studied period (1st half of 2007 and 1st half of 2008): disability (quantity and duration) and sickness expenses. The main objective of this project was to find out to what extent the implementation of unpaid first three days of sickness has affected the development of incapacity, i.e. quantity of incapacities, their duration, and amount of sickness benefits paid. Two hypotheses have been established: 1)through the effect of the Act on public budget stabilisation, i.e. implementation of busy guard period, the number of sickness leave shall fall, but their duration will be longer, and 2) Act on public budget stabilisation is not going to bring extreme reduction of expenses for sickness benefit payments. For data acquisition, I used a quantitative research which was performed through secondary analysis of data and the study of selected group of employees in small companies. This group has been created by quota selection from the basic population group. Analysis and evaluation of data obtained have shown that the first hypothesis was confirmed, since the number of disabilities has dropped not only in the district, but also within the country, although the mean length of one sickness leave has increased. The second hypothesis was not confirmed. Though the mean length of one disability has extended, 17% of the expenses for sickness benefit payments has been saved. Besides the motivation of physicians, tight and high quality cooperation among practitioners and medical assessment service physicians at district administration bodies, especially in assessing the duration and grounds of sickness leave approval. At present even the employers are engaged in the issues of incapacity for work which should contribute to the decrease of incapacity for work and related used expenses.
The effect of changes in the sickness insurance in 2008 in the Czech Republic on motivation faillure of population

The bachelor thesis is concerned with the changes in the sickness insurance, which were enacted in 2008 and 2009. The theoretical part describe the progress in sickness insurance, its submission in the system of social security of the Czech Republic and individual changes in light of motivation failure of persons. The analytical part looks about calculation of level of particular benefits according to the income brackets and short-run and long-run sickness leave. The goal of the thesis is the analysis of particular changes.
Fiscal effects of changes in social insurance

I have chosen the theme of social insurance for my bachelor final essay because it is a highly debated topic, and interests me because decisions and changes made in regards to social insurance impact everyone from employees, to entrepreneurs, to employers, to the state for which social insurance is paid on people's behalf, and to people without taxable income. The primary goal of this final essay is to analyze changes in revenues from social insurance, assuming variable factors which cause social insurance revenues to increase or decrease, The variable factors I will focus on include minimum wage, average wage, rate of inflation, and insurance rates. I will also mention and touch upon other factors which could influence the amount of social insurance revenues, such as demographic factors and base limits imposed for individuals. I will outline and analyze which current changes in social insurance are valid for 2009. I will search out revenues from social insurance of common budgets during the period from 1999 to 2008 and then according to this output data, I will answer the question as to why these changes were made. Finally, I will try to find the best statistics model which would sufficiently describe relationships between insurance revenues (as dependent variable) with minimum wage and average wage (as explanatory variables).
Sickness insurance as a part of mandatory expenditures in Czech republic

My thesis is composed of two important terms -- mandatory expenditures and sickness insurance. Both of these topics relate to each other -- benefits of sickness insurance as one of the components of mandatory expenditures. The aim of this thesis is to describe the structure and development of mandatory expenditures, approach and better understand the problems of sickness insurance -- mainly after the reform of sickness insurance. Furthermore, I want to quantify the measure of dependence between labour inability and the gross wage range. For aforementioned quantification I use correlation analysis realized from data of the Ministry of Labour and Social Affairs during years 2003-2007. Results of this correlation analysis are shown in the last chapter of the thesis.
Reforms of Sickness Insurance in Chosen EU Countries

This thesis examines the reforms of Sickness Insurance that have been realized in chosen countries of European Union. I've focused myself on Belgium, Netherlands, United Kingdom and Finland and every single reform step that have been taken in between 2003 -- 2005 in these countries. I've investigated how the situation in each country was before the reform came true and explored the main reasons that I believe have led to these reforms. I've also stated which impacts these reforms were supposed to have and after that I've studied the real impacts and consequences that were brought by this change in each country. You can see these in multiple graphs followed by my explanation whether and why I think the reform step was succesful. Judging by the succes that was noted in examinated countries I've decided which path is best to follow as far as the reform in Sickness Insurance is concerned. Thanks to previous examination of reforms that differs from each another I was at the end able to recommned which steps should be taken in Czech Republic since some kind of Sickness Insurance reform is needed as well. I believe comparing foreign Sickness Insurance reforms and my suggestions can help to improve Sickness Insurance system in CR and lead to the solution of various problems Czech Republic hasn't coped with yet.
