Mayor as a Black Peter? Case Study of the Moravian-Silesian Region

The bachelor's thesis is a case study that deals with the influence of factors that influence interest in the post of mayor of small municipalities in the Moravian-Silesian Region. This thesis describes Czech local politics, which is very specific due to its large number of small municipalities in the Czech Republic. The local politics of the Czech Republic is extensively researched, thanks to many important authors who have devoted themselves, for example, to local councils, rural municipalities, or the creation of coalitions or parties of representatives. Research usually comes to the conclusion that there is no interest in the post of mayor in small municipalities, yet no work published so far describes the exact reasons that influence this interest. Since this phenomenon of interest has not yet been specifically described, however, the circumstances confirming lack of interest are very specific, this work is based on qualitative research. The aim of the thesis is to find out what affects the mayor's interest in the post of mayor. Political ideologies in the local politics of selected Czech towns

The thesis deals with political ideologies in the local politics of selected cities in Czechia. The aim of the research is to explore whether political parties at local level are formed by political ideologies and to find out what their ideological positions are affected by. To represent political ideologies, I have chosen two ideological dimensions (the left-right economic dimension and the GAL-TAN socio-cultural dimension), of which 10 parties in 33 selected Czech cities were evaluated. The thesis is primarily based on data from the "Election calculator" for elections to municipal councils in 2022. Based on its questions, an evaluation scale was created for each dimension, which determines the ideological positions of parties in selected cities. The thesis thus verifies the applicability of the concept of ideological dimensions at the local level in Czechia. The theoretical part of the thesis describes political ideologies and the possibilities of their classification. The Factors of Voluntary Municipal Amalgamations: the Case of the Czech Republic in European Comparison

The diploma thesis analyzes the issues of voluntary consolidation of municipal structures in the European countries. The period between the 1990 and 2013 was chosen as the time frame for the thesis because of the possibility to incorporate the countries of the former Soviet bloc to comparison. The text is divided into two main parts, where different perspectives are used. The first part is mainly theoretical using the top-down, state-focused perspective. The European countries are distributed into different categories according to the type and degree of voluntariness in the consolidation process. The cases of the countries are individually analyzed to illustrate the tools and factors that influenced success or failure of the municipal merger processes. The second part of the text, using the bottom-up perspective, is focused on the individual cases of the municipal amalgamation in the Czech Republic. It describes every case alone and analyzes assumptions and factors affecting decisions of small municipalities to merge. The combination of the two perspectives allows creating a basic set of strategies and instructions which, under certain circumstances, may convince small municipalities to merge.
Immigration and City: Integration Policies in Berlin and Vienna 1971-2011

The doctoral thesis compares and interprets the development of local integration policies of (West) Berlin and Vienna in 1971-2011 on the background of the transformation of Germany and Austria from ethnically homogenous to multicultural countries. Both metropolises first balanced between refusing the permanent integration of immigrants ("temporary integration") and selection of foreigners suitable for integration, later searched for a balance between the traditional concept of assimilation and the more modern multicultural approach; in the last decade they favoured the diversity policy, in more or less close connection to the concept of interculturalism. Although both cities represent essentially similar cases, this development was not straightforward and simultaneous, especially in the first phase before the migration crisis at the turn of the 1980s and 1990s. The research study focuses mainly on two questions: why the development of local integration policy in West Berlin started significantly earlier than in Vienna and why both cities started to support diversity policy at the beginning of the new century. Diploma thesis deals with local polity, politics and policies in the Nordic countries. The main aim of this thesis is to study local polity, politics and policies in the Nordic countries and then identify what are the most important common features of these countries and the most significant differences between them. The first chapter deals with known theoretical approaches to distinctions between local government systems. This chapter presents some typologies of local government systems. Another four chapters are dedicated to local politics in the Nordic countries. The second chapter is focused on Sweden. The third chapter deals with Denmark. The fourth chapter is focused on Norway, while the fifth chapter on Iceland. The each of these four chapters is split into several subchapters, which are focused especially on competencies, tasks and duties of municipalities, structure and functioning of municipal institutions, forms of intermunicipal cooperation, number and size of municipalities, structure of municipal earnings and expenditures and other financing matters, electoral and party systems at local level, neighborhood councils, user democracy and free commune experiments. This Master's thesis named "The role of cultural community centres for local development" examines the local culture facility's part in development potential in given area. The theoretical part of this thesis deals in general with the significance and the part culture plays in sustainable development within both academic and political realm as well as it offers terminology of problems mentioned in this thesis. The conclusions of the theoretical part are practically verified and proofed on a particular example of cultural and community based facility in Prague using a case study method.

National political parties in Czechia and their involvement in local politics

The main objective of this thesis is to analyze political involvement of national political parties in local politics in Czechia or, more specifically, how successful are these parties in the municipal elections. The main theoretical background of this thesis is divided into two chapters. The first part contains of general definitions of political parties, functions and objectives of political parties, typology of political parties, and development of the party system in Czechia as well as basic characteristics of the different national political parties. The second chapter deals with studies of voting behavior in Czechia, the municipalities themselves and their councils. The second chapter also presents municipal elections. The practical part of this thesis is summarized in one large chapter, which is further divided into smaller subsections. In the first phase the success of parties in drawing up lists of candidates for municipal elections is studied, followed by multiple regression analysis aimed at exploring of relationship between national politics and the success of the political parties at the local level. Analysis of the impacts of political relations on local budget: Case study of municipality Kamenický Šenov

The main goal of this diploma thesis is the analysis of political influences on a municipal budget in municipality Kamenický Šenov. Thanks to solving problems of municipal budgets, it is possible to analyze relationship of political decisions and municipal budget. Most of political science's dissertations focus on elections, voting systems or mayor's election, but the question of influence of political relationship on municipal budget is not in public interest. This topic is very important, but unfortunately neglected. This diploma thesis is divided into four chapters. The first three chapters theoretically embed this work. The first chapter introduces the horizontal typology of the municipal systems, public administration, fiscal federalism, incomes and expenses of municipalities and formation of the municipal budget in France and Sweden. The third chapter is dedicated to the Czech Republic and it proceeds from the structure of the first chapter. The fourth chapter of this work is arranged as the unique case study of municipality Kamenický Šenov.
