Budget Analysis Demonstrated on a Selected Municipality

The aim of the thesis is to analyse the budget of a selected municipality with an emphasis on budget execution and to evaluate the development of the budget in the period from 2009 to 2019. The main objective of the theoretical part is to describe the individual status of the municipality, its competences, and bodies of local self-government units. Another objective of the theoretical part is to characterize the financial management of municipalities using financial management tools and the budgeting process. In the practical part, the bachelor thesis analyses the basic instrument of financial management, i.e. the budget. A sub-objective of the practical part was to analyze the individual revenues - tax, non-tax, capital and transfers received, which are further divided by items. Further, also to analyze the expenditure - capital and current, which is also divided by items. At the same time, using horizontal and vertical analysis, the reasons for changes in the budget over the period are described. In the practical part of the thesis, the analysis of the budget performance of the given municipality is also elaborated. The thesis concludes with a questionnaire filled in by the inhabitants of the municipality. Finally, recommendations for the development of the municipality or changes to the published budget are included.

The relationship between physical and strategic plan - case study of Třeboň, Jindřichův Hradec and Dačice

The bachelor thesis focuses on the relationship between physical planning and strategic planning. In the theoretical part, the thesis deals with the development of the municipality and the tools which can be used to achieve it. The thesis identifies physical and strategic plan as the two most important tools of local development. The both documents are briefly characterized, also their aims and differences are discussed. Theoretical models of mutual relations between documents are introduced separately. In the practical part, the bachelor thesis deals with evaluation of the relationship of the physical and strategic plan in three selected towns - Třeboň, Jindřichův Hradec and Dačice. The evaluation is realized by analysing and comparing documents according to determined criteria, which verify the rate of cooperation and general connection of documents. The thesis deals with the priorities determined in both documents, the connection of general content, the process of creation and approval of documents, the time sequence of both documents and the realization of the concrete intentions. The result of the thesis is confirmation of the interconnections of the documents and the determined hypotheses. The aim of this bachelor thesis is to find out whether the inhabitants of the village Borský Svätý Jur are satisfied with the quality of offered services and what factors influence the development of the municipality. Also there will be a prediction of further development of the village. Literary review deals with the theory of services, consumer behavior, what is the development of the village and what factors influence the development of the village. In the second part of the thesis is an evaluation of the questionnaire survey, by which was found out the quality of services in the municipality. Based on these results, hypotheses and predictions were made for the following period of time.

Investment plan for town Tábor

This bachelor thesis addresses the theme of Tabor´s investment plan. The theoretical part addresses investments and investment decisions. Furthermore the terms of public contract, the contracting authority and the subsidy are defined. The last part of the theoretical part is devoted to the management of the town and municipalities, their development and sustainable development. The practical part characterizes the town of Tabor, describes specific investments and financing. Impact assessment of investments on municipality development is at the end.

Development potential of parts of municipalities on example of Police nad Metují

Czech settlement system is known for a large number of small municipalities and there are discussions about limited possibilities for their development or even the integration of small municipalities. But there is lack of discussion about problems of parts of municipalities. This bachelor work describes development problems of parts of municipalities. These problems are often similar as development problems of small municipalities. The main hypothesis of this thesis is that development pottential is influenced by population size. This hypothesis was verified by quantitative analysis of available data and by own observation in the parts of municipalities. In the case of Police nad Metují this hypothesis was proved. Optimal Choice of Financial Resources for the Carrying out of Construction Investment

This diploma thesis focuses on choice of financial resources for realization of construction investment in a public sector, classifies investments based on multiple criteria and describes funding sources including Czech and European grant programs which are suitable for carrying out a construction investment. Next chapter introduces an organization structure of a village with focus on budget structure and establishment of the budget. Village Jaroměřice and organization Svazek obcí skupinového vodovodu Malá Haná are introduced for purposes of the practical part of this work, which describes their planned construction investments and identifies the best source of funding.

The Development of Local Government in the Statutory City of Olomouc.

This master´s thesis deals with issues of a local government. The research will focus on the city Olomouc. The goal will be to characterize main socioeconomic indicators of the city and evaluate their impact on the development and functioning of the local government. The next step will be identify the actors of the political process in the village and analyze their relationships and define the nature of the decision-making process of local governments on the basis of a comparison of the results of municipal elections. Research approach, that tries to take into account differences in the content and decision-making of local authorities in cities with different Population sizes. The work is proposed as a case study. Two basic engineering approaches such as study of documents and interviews will be used for collecting of data.Other standard methodological procedures, especially comparison will be used in this work too
