Public Procurement and Budgeting of Municipalities

This thesis analyzes the spending behavior of municipalities regarding public contracts, mainly the relationship between municipal public procurement spending and fixed capital formation, using a unique panel dataset containing data on 3,404 Czech municipalities for the years 2011- 2022 made specifically for this purpose. The relationship was found significant and positive regardless of other municipalities' characteristics: size, regional affiliation, and political affiliation. Although the distribution of spending on public procurement during municipal election terms pointed to a certain degree of opportunistic spending in the years of elections, no definitive conclusion could be made for the subset of parties present both in the municipal and national government at the same time. It was also found that in most cases, the established national political parties ruling in municipalities are more likely to invest in all three main contract types (construction works, services, supplies) as opposed to having no contract when compared to independent candidates. A prediction of future short-term gross fixed capital formation was ruled out as unreliable using the dataset in question. Financing of Selected Municipality

This thesis is focused on the financing of a selected municipality in the context of shared tax revenues, subsidies and administrative fees. Municipalities, such as public corporations, can have their own assets and manage their own budgets. The present is full of high demands on municipalities in terms of procedures in the decision-making process, compliance with laws and internal regulations, which are also described in the work. The thesis then deals with financing in a specific municipality. The aim of the work was to analyze the possibilities of financing the municipality, including the impact of the tax package on both the revenue and expenditure side of the budget.
Strategic development of the territory in the context of EU policy

The bachelor thesis deals with territorial development in the context of EU policy. The subject of the theoretical part of the thesis is the sphere of investment and their financing, management of municipalities, EU policy and subsidy programs in the period 2014 – 2020. The practical part analysis the investment in the reconstruction of the transport terminal in the town Holešov. It also includes alternatives to investment financing. Finally, an effect of the investment on the development of the territory is summarized.
Investment plan for town Tábor

This bachelor thesis addresses the theme of Tabor´s investment plan. The theoretical part addresses investments and investment decisions. Furthermore the terms of public contract, the contracting authority and the subsidy are defined. The last part of the theoretical part is devoted to the management of the town and municipalities, their development and sustainable development. The practical part characterizes the town of Tabor, describes specific investments and financing. Impact assessment of investments on municipality development is at the end.

The bachelor’s thesis is devoted to explaining keynotes of the investment in public sector. The first part of the thesis is theoretical. There are defined the concepts of public investment, public contact and posibilities financing of these investments. Municipalities management, municipal budgets and regional development are further solved topics in this section. The practical part describes the financing and influence of the investment on the development of the municipality. As a speific investment, I choose a project called „New building of kindergarten in Dolní Loučky“.
Investment and its impact on development of the municipality

The bachelor thesis deals with an ivestment and its impact on the development of a municipality. The theoretical part focuses on investments and the investment space. Other topics are the management of municipalities, their budget and financial resources. It also describes regional development, its actors and methodology, which includes SWOT analysis. The practical part deals with the selected municipality, it includes its SWOT analysis and describes the particular investment intention. The last part of the thesis assesses the investment using a questionnaire survey and then is evaluates its impact on the development of the municipality.
The role of municipalities in the indebtedness of the public sector

This thesis focuses on the issue of indebtedness of Czech municipalities and their role in the total public debt. The first part represents the theoretical basis and legislation, which includes defining key terms. The practical part is focused on analyzing the evolution of indebtedness of local governments and of other levels of the public sector. The analysis was made on the basis of compiled time series of the debt for the period 1994-2014. The indebtedness of municipalities and counties had a growing trend during the reported period. In recent years, municipal debt, unlike regional, is stable. The share on debt of municipalities and regions is the size of the public debt is not significant. The largest share of the debt is government debt, which constantly grows from the begging of the period. Part of this work is to compare two methods of evaluating municipal debt, namely debt service and SIMU. Five selected municipalities were compiled both types of indicators for the period 2010-2014. Based on this comparison it was shown to have better presentation of the indicators SIMU than debt service. The thesis seeks to comprehensively evaluate the development of each level of indebtedness of the public sector in order to show, what proportion represents Czech municipalities.
Economic analysis of selected towns and villages

The thesis Economic analysis of selected towns and villages is divided into two main parts. In the first part there are approached the theoretical bases of local government units, method of funding of them and the rules for treatment with funds. The second, practical part, focuses on the detailed analysis of the financial management of the municipalities Jindřichov and Staré Město. After introductory information about the selected municipalities, follows detailed analysis of revenue and expenditure and the class of financing of the budget in years 2010 - 2014. For the possibility of mutual comparison there are some of the data recalculated per capita. In the end of the thesis is coming to evaluation their financial management, which does not show major problems by both villages. The worse situation with respect to the indicator of the indebtedness is in the city Staré Město, which uses to funding of the ongoing operations the short-term bank credits, which are repaid from received transfers, but even here it is not a significant risk management with entrusted funds. To municipalities are suggested possible measures to reduce risks by indebtedness and these were provided them for contemplation.
Evaluation of the Influence of the Grant Programs aimed at the Management and Development of Villages Litovel and Příkazy

This thesis, called Assessment of the impact of grant projects on the economy and development of the municipalities Litovel and Prikazy, compares the selected municipalities on the basis of the impacts of the provision of public subsidies on their economy, development and the quality of life of their inhabitants. The aim of the thesis is to analyze what factors influence the way how the municipalities exploit the potential of subsidies for their development. Therefore, the analysis compares two municipalities with very similar starting conditions (they are located in close proximity and in the same region) and the main difference between them is their size. In the theoretical parts the key concepts are defined such as municipality, its competence, bodies and economy. Building upon that, the practical part analyses the economy of the specified municipalities and impact of grant projects on the economy. Furthermore, the most relevant projects are presented. In order to achieve comparability of selected municipalities, a survey among their inhabitants has been realized. Concluding, the thesis compares the impacts of realized grant projects in both municipalities on their economy as well as their development and the quality of life of local inhabitants.
