Active labour market policy focused on retraining in the Pelhrimov district

The thesis deals with the active labour market policy in the Pelhrimov district, particularly it focuses on retraining -- one of the most used instrument of active labour market policy. Participation in retraining affects not only employment but also employability and overall quality of the life of participants. This thesis examines efficiency of retraining implemented in the Pelhrimov district in years 2008-2010 in terms of their impact on the employment of participants. To evaluate the efficiency the method of analysis of gross effects is used. The thesis also describes the nature of the local labour market and evaluates the institutional character of active labour market policy from the perspective of Employment office in Pelhrimov. The thesis also analyses targeting of retraining -- a factor that influences the efficiency of retraining. Simultaneously, the thesis evaluates the view of key employers on the local labour market on retraining and employability of their graduates in the labour market.
Efficiency of vocational retraining for long term unemployed job-seekers

Unemployment is a long term problem of the present society. For many people, finding a new job is complicated because of some kind of handicap. Such handicaps include age, gender, lack of qualification, or even belonging to certain minority group. In these cases, people remain unemployed for a longer time, which leads to further devaluation of the human capital. Employment offices try to help their job-seekers using active employment policy instruments. This paper is then focused on the vocational retraining instrument in relation to long term unemployed. The objective of the paper is to establish efficiency of vocational retraining and the factors that influence it. The technique of secondary analysis of public documents of the Employment Office in Písek for the period 2005 through 2010 was chosen for the performance of the research. The research has shown that short-term unemployed having secondary education with school-leaving examination (SSLC) and younger age groups (up to 30 years of age) are more often placed in vocational retraining. On the contrary, members of the group of job-seekers with low ? primary education and/or aged over 50 is very rarely placed in vocational retraining. Yet lack of qualification and higher age are risk factors for long term unemployment origination. If these two factors are joined also with very long unemployment (over 1 year), there is a minimum chance to participate in vocational retraining. The positive effects of vocational retraining for long term unemployed include that they have large chance of placement in the labour market within 6 months. Selection for vocational retraining is performed on the basis of cooperation of the labour provision consultant with the job-seeker. Unfortunately, there is noticeable tendency to select rather the less problematic and better motivated job-seekers. Consequently, the approach to clients should change and those who really need help should be targeted.
Utilization of the active labour market policy in the Volary region

This thesis is dedicated to the problem of unemployment, with main focus on access of the unemployed to the available tools of active labour policy in the micro region Volarsko. The theoretical part describes the charactristics of unemployment and its impact on man and society. The basic instruments of active labour market policy are introduced together with public service and other state activities which contribute to increase of employment. The practical part presents the characteristic of micro region Volarsko and a description of a studied sample. The evaluation of responses of a standardized interview shows that one of the most common tools of active labour policy is retraining, while community service is of a lower interest to the long-term unemployed. In spite of the fact that the micro regiog has not yet implemented public service, the unemployed do not show any interest in this area.
Human resource management elements in a context of employment policy

A purpose of this work is a description and analyzing of basic tools and other procedures in a field of contemporary human resource management strategy related to policy of employment. A comparative analysis is selectively applied on a basis of information resources from Czech Republic (CR). The output is a summary of qualitative parameters in the field of HRM and also shows main trends of sustainability and development of employment in CR. The introductory part is oriented to essential principles of human resource management (HRM). Following chapters describe and connect topics of HRM and employment, resp. employment policy. Chapters are focused on a situation in today's labor market in CR in a context of its characteristics and dynamics. Also impacts of unemployment on man and society are described in a wider context. A role of education, retraining, long life education etc. is very important and here mentioned as a positive value on the contemporary labor market.
The assessment of the benefits of activation services of educational programmes for people entering the labour market

This paper deals with the aspects of working with the unemployed, their views and impacts of services that are offered to jobseekers. The theoretical part deals with the explanations and definitions of the basic concepts of unemployment and employment policy. It deals with health and social consequences of unemployment and the situation of the unemployed. The objective was to determine whether the activation of clients through additional services is beneficial and causes positive changes in the views of the unemployed. Furthermore, to map what other additional activation services are important to jobseekers and which of these services are made available to them through employment offices. To achieve the objectives I used the combination of a quantitative and qualitative research, called the mixed-type research. In the research part, I worked with a total of three groups of respondents. It was a group of jobseekers in the questioning to map services for the unemployed. I used a research group and a control group to find out about the benefits of additional activating services. The research group consisted of participants in training courses with additional activation services. The control group consisted of jobseekers who had participated in retraining courses without activation services. The questioning took place at the beginning of the course and at its end. The responses to the questions were compared within each group and also between them. Through testing defined null hypotheses and by comparing the values I found that the motivation of the trainees with additional activation services to seek a job is greater than in the control group. Additional activation services are therefore beneficial. The questioning to map services for the unemployed showed a lack of supply offered by employment offices to the unemployed. Jobseekers declared an interest in these services. Based on the factors identified, it would be beneficial in the future to extend the standard training courses by adding motivational and self-development activities. Employment offices should promote their services with an emphasis on individual groups of jobseekers. To offer, on a regular basis, activities aimed at the acquisition of practical skills necessary for successful job search.

There are changes on the labour market in these current dynamic times. In the context of the changing conditions of the labour market the unemployment rate rises which contributes to the occurrence of the current class of declassed people, without qualification and work skills who live outside of the market and are permanently depended on the unemployment benefits system. Of course, unemployment operates selectively, affecting especially so called risk groups of people including also adolescents, handicapped people and the age group 50 years plus. The problem with employing handicapped persons continues despite the measures being received for the support of their employment. Even though the current social security system takes part in the provision of their basic material needs, the social integration of the handicapped persons group depends in large part on wider social, economic and legislative conditions. The employers request from their employees a maximal output which is impossible in the handicapped persons group due to the physical activities decline and related health problems. They take into account also age, with which they connect a number of other factors that might interrupt the output of a person at the workplace. Whether it is the health conditions, physical activities decline, insufficient requalification, and low self-consciousness, worst adaptability on change and many others considerably influencing the causes of unemployment related to these persons. On the other hand, they do not take into account a number of advantages brought by this group. Without a doubt, this includes life experiences, higher social intelligence, a broader perspective when solving conflict situation, faithfulness and loyalty from the part of the employees. Labour market active programmes can help so that the unemployed persons remain on the labour market and find a job. This help can come in the form of requalification, facilitating of the process of job searching, supporting the employment rise in a broader sense.

Active employment policy focused on retraining in Hodonín district

This bachelor thesis focuses on imbalance in the labour market in the Hodonin district which has been the region with relatively high unemployment for a long time. Attention is paid to the effectiveness of active employment policy with a focus on retraining. First in the centre of attention is development on the labour market, the unemployment and its causes and consequences. Further it presents the active employment policy, its goals, instruments and funding. The practical part mainly deals with the tools of active employment policy - the retraining and its cost effectiveness in the fight against unemployment. This bachelor work analyses Hodonin district from the point of view how successful the active employment policy instruments are above all the retraining. The situation analysis and comparative method are used for evaluation of the goal of this work. The purpose of this work is to sum up if this type of education is suitable to fund with aspect of the costs, structure of applicants for retraining and further successfuls placement of the retrainers to labour market.
Retraining as a Tool in the Struggle Against Unemployment

Following diploma thesis is focused on retraining as a form of vocational adult education and on its possibilities in the struggle against unemployment. This thesis aims to describe retraing in terms of being an effective measure of active labour-market policy as well as to examine thorougly the actual contribution of retraining scheme for increasing both employment rate and employability. This effort subsequently entails the disclosure of some weaknesses in the implementation of this measure. Diploma thesis therefore contains also some recommendation for improving the existing practice. The theoretical part of the thesis starts by providing general overview of fundamentals of a theme such as labour market, unemployment or labour policy. Then it moves on theoretical description of retraining scheme itself. Empirical part of the thesis is founded on analysis of the local labour market (the territory of the capital city Prague) and on the particular means of action in the implementation of retraing scheme here.
Achievement Assessment of Retraining in the Region Vysocina

This thesis treats of importance of education for the success on the labour market. It is aimed at retraining financed from resources of the active employment policy and at retraining courses and educational activities within the frame of projects of the European Social Fund in the region Vysocina. In the first part I define the conception of the human capital and I mention economists who dealt with the theory of the human capital. The second chapter is applied to the employment policy in the European Union and the Czech Republic. In more detail I describe the Amsterodam Treaty, the European Employment Strategy, the Lisbon Strategy and the results assessment of these strategies. The employment law regulates the employment policy in the Czech Republic. The National System of Qualifications is placed in this part too. In the third chapter I analyse the educational structure of population of the Czech Republic and the region Vysocina. In the following chapter I attend to resources of the financing of retraining which are the state budget and the European Social Fund. In the last chapter I am engaged in retraining in the region Vysocina and I analyse it in various terms.
