Image segmentation based on relief

The aim of this labor is to introduce the technique of image segmentation by flooding relief of landscape (watershed method). There are described some methods of image segmentation and explained the basic operations of the images, from which the morphological operations are used for watershed segmentation. Part of this labor is a short passage that deals with the use of some image filters for image preprocessing. The result of previous knowledge is presentation of segmentation algorithm designed by Lee Vincent and Pierre Soille. The next section describes the algorithm implementation in Java, contents and function of each class module and implementation using RapidMiner. The last section presents the results of the segmentation with created module using the test images without and with the use of some selected filters to reduce oversegmentation and improve the resulting segmentation.

Firmware for Multi-Unit Wireless Sports Timekeeping Device

This paper describes the design and subsequent implementation of software for multi-unit wireless sports timekeeping device. Used hardware is based on a different thesis and is composed of a control, the primary unit, and end, secondary, units. Both types are equipped with 16-bit PIC24F microcontrollers and wireless communication is catered by RF modules broadcasting in the 868MHz band. The design is aimed primarily at wireless use of secondary units to measure time and to eliminate measurement errors associated with wireless transmission. It also deals with reducing the consumption of units and the use SD cards to store the measured times. Implementation is done in C.

Design and Realization of Modification of Acoustic Field in Laboratory

The thesis deals with the problems of closed spaces. It deals with situations where it is necessary to reduce the reverberation time in certain octave bands. It provides procedures comparing conventional method of solving by calculation of the mean sound absorption coefficient of the area and the subsequent experimental addition of acoustic absorbers which occupy different areas and method that uses an acoustic simulation software for the 3D model. It also deals with a concept of Reflection Phase Grating diffuser.

Design and realization of extrusion head and connecting members for extrusion of circular plastic profiles

In this work is developed a proposal for extrusion head for extruding plastic wires of small diameter. There is a new conceptual design of cooling, which allows shape extruded products already in the extrusion head and thereby eliminates the need for large cooling tanks. To determine the optimal design is used software named Virtual Extrusion Laboratory, which is used in practice for the simulation of the extrusion process. Then it is experimentally determined behavior of plastic material, when the temperature of the melt in the extrusion head is reduced.

The first goal of diploma thesis is to study the basic principles of video signal compression. Introduction to techniques used to reduce irrelevancy and redundancy in the video signal. The second goal is, on the basis of information about compression tools, implement the individual compression tools in the programming environment of Matlab and assemble simple model of the video codec. Diploma thesis contains a description of the three basic blocks, namely - interframe coding, intraframe coding and coding with variable length word - according the standard MPEG-2.

The principle of prevention in environmental law The principle of prevention as one of a common legal principles plays also a key role in environmental protection. Once the environmental damage occurs, the remedy is more costly in all aspects, including economical ones. Moreover, some damage can be irreversible. Thus, modern environmental law and policy is based on prevention. The implementation of the principle is not only reduced to pollution prevention, but in broad meaning, to damage prevention. In secondary legislation, the principle of prevention is realized primarily through general prevention obligation (Act on the environment, Waste act, Water act, Nature protection act etc.). Environmental impact assessment is the essential instrument for implementation of prevention principle in environmental law. The environmental assessment covers plans and programs (strategic environmental assessment, SEA) and individual projects (environmental impact assessment, EIA) likely to have significant adverse effects on the environment. The most important result of environmental assessment are mitigatory measures including measures to prevent or reduce any environmental damage deriving from the implementation of the plans and programs or projects. Social dialog in local government in the Czech Republic

The aim of this work is to describe the quality of social dialogue in local government in the area of Czech Republic, to find out if there is, in the presence of trade union in the local government institutions, a positive influence on civil servants working for local authorities and if the impacts on austerity measures realized are reduced. For this purpose, it is important to give a detailed description of a position and function that the local government in the public sector in the Czech Republic has and to clarify a position of civil servants working for local authorities. In this work, there is also described the system of social dialog and there are analyzed the social dialog institutions with the aim of the local government. In order to find out the trade union influence over the public servants working for local authorities satisfaction, it is carried out a survey at all levels of local government. It is found a little influence on the satisfaction that the trade unions have, resulting from a relatively poor labor union organized character. This situation is, in connection with austerity measures, one cause of the social dialog in the public sector ineffectiveness.

Implementation of Health Policy Reform in the Czech Republic.

The introduction of user fees and surcharges for medicinal products and foods for special medical purposes is considered to be one of the steps preceding the implementation of health policy reform. As of 1 January 2008, four basic fees were introduced in the Czech healthcare system with the objective of reducing unnecessary demand and misuse of health care. The objective of my Diploma Thesis was to map and evaluate the effects of the introduction of user fees on patients{\crq} number of visits to outpatient specialists. Three main objectives were formulated during my work on this thesis. The first objective was to provide a coherent overview of the issues related to the introduction and use of fees introduced on 1 January 2008 for outpatient specialists. The second objective was to compare patients{\crq} rate of visits to outpatient specialists with the year 2007. The third objective was to evaluate whether the patients{\crq} number of visits to outpatient specialists decreased in relation to age, gender, care provided, and kind of disease. Subsequently, four hypotheses were formulated. Hypothesis 1: The patients{\crq}rate of visits to outpatient specialists decreased compared to the year 2007 as a result of the introduction of user fees. Hypothesis 2: Compared to the year 2007, the introduction of user fees resulted in no considerable decrease in the rate of visits for patients with chronic diseases. Hypothesis 3: The impact of user fees on the rate of visits to outpatient specialists will be comparable for both genders. Hypothesis 4: The introduction of user fees will not result in a prolongation of the interval between the respective visits of patients to outpatient specialists. Quantitative research and method of questioning were used to achieve the goals and verify the hypotheses. The questionnaire technique was used for data collection. The research survey group for the questionnaire comprised physicians with outpatient specialties practicing in South Bohemia, Hradec Králové, Liberec,and Plzeň Regions, Capital City of Prague, Central Bohemia, Ústí and Zlín regions. The final research group comprised 79 specialist physicians with specialties as follows: allergology and clinical immunology, anesthesiology, dermatovenerology, gynecology, surgery, internal medicine, pneumology, ophthalmology, ENT, oncology, orthopedics, neurology, psychiatry, rehabilitation, and urology. The Diploma Thesis met its main objectives, as well as its partial objectives. The second, third, and fourth hypotheses were confirmed. The first hypothesis was not verified successfully in this research. The results of my research suggest that user fees had an impact on patients{\crq} rate of visits to outpatient specialists and can be used for publication in professional journals.

Preventive programmes aimed at reduction of incidence of HIV/AIDS and other STDs

This thesis called "Preventive programmes aimed at reduction of incidence of HIV/AIDS and other STDs" presents the basic description of sexually transmitted diseases, evaluates and identifies the trend of their presence in the Czech Republic as well as the impact of injection users at the percentage of infected people. Further on, it tracks down the accessibility of preventive activities for injection users of drugs, describes the realization of preventive programmes and the participation of governmental and non-governmental organizations on their implementation. Financial resources used for the prevention of HIV/AIDS and other STD are also discussed with a focus at funding of the risk behavior population. This bachelor thesis provides proposals and suggestions that aim to improve and interconnect different organizations addressing preventive activities to reduce the incidence of HIV/AIDS and other STD.
