The EU State aid reform; The implementation of the State aid action plan
Jakubová, Jana ; Šmejkal, Václav (referee) ; Svoboda, Pavel (referee)
The EU State aid reform The implementation of the State aid action plan This work is divided into three sections. The first section defines State aid under the Article 107(1) of the Treaty of Functioning of the EU. In this regard, on the basis of the EU Courts case law, it is explained what the "State resources" are, under which conditions the State intervention is "imputable to the State", what can be considered as "an undertaking" and "an advantage" as well as under which conditions an aid can have "an effect on trade and distort (or threaten to distort) the competition on the internal market". Consequently, Article 107(2) and (3) of the TFEU is examined and the difference is highlighted between the State aid that is compatible per se on the basis of the TFEU and the State aid that may be declared compatible with the TFEU by the Commission. The second section is first dedicated to the principles on which the Action plan of was based. The role of the "refined economic approach" in general and the importance of "incentive effect of aid", "market failure" and "proportionality" for the compatibility assessment of State aid in particular is discussed. In this context, the role of the "balancing test" is stressed out. Moreover, it is explained how it is incorporated by the Commission in the soft law...

Comparison of Czech and Slovak approaches to euro adoption
Kühnel, Michal ; Dlouhý, Vladimír (advisor) ; Dědek, Oldřich (referee)
The issue of monetary integration in Europe is currently hotly debated with very wide-ranging opinions. A clear demonstration of this is the difference in attitudes of Czech Republic and Slovak Republic in the matter of euro adoption. This thesis attempts to identify the reasons behind this difference. For that purpose we chose the following structure. First chapter summarizes pros and cons of a monetary union membership from a theoretical perspective. Second chapter describes the environment of the European Monetary Union and discusses its key features. Third chapter then provides a comprehensive analysis of Czech and Slovak economies in the spirit of the framework established by the previous two chapters. The results are not aligned with the expectations, as the economic performance of Slovakia with respect to monetary integration was not better than that of Czech Republic. We therefore identify alternative driving forces behind differing approaches of Czech Republic and Slovak Republic toward the introduction of euro.

Supervision of the Integrated European Banking Market
Trpčevski, Ivan ; Mertlík, Pavel (advisor) ; Vacek, Pavel (referee)
The aim of the thesis is to analyse the Europe-wide banking supervision. The thesis points out the problems and shortcomings of the pre-crisis framework, analyses mutually competitive proposals for change that emerged during the crisis and possibility of their implementation. It incorporates the appraisal of adopted legislative changes prepared by the European Commission and their impact in this context. Therefore, core of the thesis is a pre- crisis fragmented supervision and the European System of Financial Supervisors adopted in November 2010. The thesis points out the need to address fiscal issues along with the supervisory setting. Despite a very narrow focus of the thesis, it is characterized by a holistic approach. The topic of banking supervision at the level of the European Union is considered in a much broader institutional context, in the context of the integration of the banking sector during the past 30 years, and the latest financial crisis, as well. The thesis is evolutionary. It points out that there is no institutional form of efficient banking supervision. The process of institutional change, leading to the achievement of efficient supervision of the banking sector, is perceived rather as a long-run, in-depth process. It follows institutional changes in a much broader context than...
