Pro-family Measures in the town Pacov

The bachelor's thesis deals with the issue of solving pro-family measures in the town of Pacov, which includes five local parts. It is located in the Pelhřimov district in the Vysočina Region. It is not a big city, but even so it does not avoid common worries as in other parts of the Czech Republic. Among the problems that city officials have to deal with is pro-family politics. As in other towns and villages, there are not enough flats, the town does not have land for flat construction, it faces a generational problem. The population is aging, there are more women than men in the city. There is a significant decline in population, which is not even offset by new immigrants. On the other hand, it is the largest regional owner of real estate for sports, culture, civic amenities in general. This brief and interesting characteristic was the motivation for choosing this locality to process pro-family issues. There are two opposites - on the one hand, quality equipment for various leisure activities, on the other hand, the lack of fundamental conditions for further development, such as apartments. For this reason, the theoretical part was focused on the issue of family policy in the Czech Republic. In this context, it was followed by a practical part in order to find out whether the citizens of the city are satisfied with the pro-family policy, especially with the solution of housing policy and leisure activities. A quantitative survey was used to determine the results. The objectives of the quantitative survey conducted among the citizens of the town of Pacov in the Vysočina region were focused on finding satisfaction with leisure activities, which are organized annually in the city in cooperation with the city, social, cultural, interest and other organizations and associations. In order to determine the fulfilment of the defined goals, research questions were formulated, which were aimed at finding out how citizens perceive the offer of leisure activities for families with children and whether they believe that the offer of city apartments can be considered sufficient for them. Based on the results, recommendations are formulated at the end of the bachelor's thesis as suggestions for the Municipal Office in Pacov. The answer is part of the final evaluation.

The topic of this diploma thesis is the variance of the real estate price offer in the selected area. Specifically, this work deals with the analysis of the real estate market of apartments in Český Krumlov. Its aim is to evaluate the prices of flats according to local parts and to assess how the prices of flats are affected by the given locality and other influences. The literature search defines the basic concepts related to issues in the field of real estate valuation, according to laws and individual decrees. The terms price and value of real estate, valuation methods and factors influencing the price of real estate are also defined here. The practical part deals with the analysis of the housing market and their distribution according to the layout. It describes the selected area, its local parts and historical origin. The result is the average prices of flats in the locality, which are compared with each other and the effects on these prices are evaluated.
Policies of the Prague districts to indebted households at risk of loss of housing and their implementation

This thesis analyses local housing policies in connection with over-indebted households and households at risk of over-indebtedness and loss of housing. The design of housing policies and the perception of these households by selected districts of Prague will be studied through the analytical framework of responsibilisation. Detailed examination of approaches towards dealing with rent arrears is used to analyse the assigning of responsibility for housing situations caused by rent arrears to various actors in the districts. Shifting of responsibility for the situation and its solution is profoundly manifested in connection with rent arrears. Responsibility is shifted primarily on the households, although the districts attribute varying degrees of responsibility for solving housing situations caused by rent arrears also to themselves. Structural causes of debt are absent in the approaches of districts to rent arrears, which for authors using the responsibilisation concept is a feature of advanced liberal societies.
Evaluation system of prevention and assistance to persons at risk of losing their homes in the Czech Republic

This thesis covers the main problems related to loss of housing in the context of the institutional setting in the Czech Republic. The aim of this thesis is explaining the institutional setup of the system of prevention and help people / households that are at risk of losing housing and evaluate the system in terms of the possibility of prevention of social exclusion.The introductory part describes the characteristics of the key concepts in housing policy in relation to social housing and various approaches to social housing in selected countries (Sweden, Germany, Great Britain). The thesis focuses on the institutional analysis of the existing legal framework and possible solutions to the current housing shortage (welfare, social work, social services). In the research part of this thesis a case study of Louny municipality has been chosen as a model sample of resolving the current shortage of housing. Results of the analysis had been confronted and evaluated by perspective of people solving housing problems and relevant social workers working with poor people. In the end of the thesis, a SWOT analysis is delivered identifying strengths, weaknesses, opportunities and threats of the system.
Vítkovice in the Era of State-building. The Contribution to Social History

The aim of the diploma thesis called "Vítkovice in the Era of State-Building. The Contribution to Social History" is to describe and analyse social relations and social interactions in Vítkovice in the twenties of the 20th century. It is focused on two main topics which were really important for society in Vítkovice in that period. The thesis consists of two chapters, which are: relation between nations and housing strategy. The dynamics of the society in Vítkovice is determined by the Vítkovice Ironworks. That is reason why company is such important part of the research field. Position of Vítkovice Ironworks was very influential because of connection between the company and the city. Whereas relations between nations were strained because of policy of the company, despite of housing crisis Ironwork's housing strategy helped to unify the society.
Social housing policy towards families with difficult access to housing market

This thesis is focused on social housing for families as a specific housing policy instrument for securing housing of families with children who are for various reasons disadvantaged on the free housing market. In the thesis social housing is understood as a way towards fulfilment of the right to adequate housing and at the same time as an instrument for supporting families in their function of securing healthy development of their children in a safe environment. The aim of the thesis is to contribute to the actual debate on the creation of the state policy of social housing. It is done mainly by the mapping of housing and social policy on the state and local level. Local policy of social housing is explored particularly in five city districts of the capital city of Prague. The research draws data from documents of the city districts and interviews with the officials from property departments and social departments, in particular with the heads of child welfare sections. The research shows that the access of families with children to the instruments of local housing policy is always in some way limited. The city districts vary in the level of these limits. Housing financing support

This thesis presents the system of housing financing support generally in the context of European countries and concretly in the Czech Republic. First, the housing market and the specificity of housing as a good are presented. Next, the thesis describes taxation in relation to housing and the influence of taxation on affordability of housing. The main part of the thesis is devoted to general concept of housing policy and overview of the instruments of housing financing support, which is followed by concrete example of the Czech Republic. The overview of the instruments in the Czech Republic is followed by an attempt to estimate their impact to the state and public budgets. The situation in the Czech Republic was wery interesting because of the started application of the new concept from 2011, which changed the direction of the housing policy and the portfolio of instruments. Almost at the end of the thesis, there is briefly presented the model of real estate market by DiPasquale and Wheaton. According to this model it is possible to make a statistic comparative analysis of the impacts of some instuments of housing financing support on the real estate market. Political Discourse of Coalitions in the Social Housing Policy in the Czech Republic

This diploma thesis examine a social housing in the Czech Republic. This is very actual topic of nowadays. Until now, no legislative norm has been adopted to deal with the difficult housing distress of the population. While comparing with other European and non-European countries, Czech housing legislation is about to lose its breath. For example in terms of affordability of housing, quality of housing, housing security etc. The reason of this diploma thesis is to analyze the network connections between subsystem of social housing through public political theory Advocacy Coalition Framework The very first software tool in the Czech Republic which apply the theory in practise was tool called Discourse Network Analyzer. The core part of the research of the diploma thesis is therefore a discourse analysis, which focuses on examining the political beliefs of the subsystems and identifying the advocacy coalitions of the subsystem. Followed up with interpretations of the data obtained indicated political beliefs in historical, social and economic circumstances. The main findings of the diploma thesis include confirmation of three advocacy coalitions in the subsystem of social housing.
Quality of housing funded from social benefit in Ústí nad Labem

The thesis is devoted to the conditions and quality of living of people who are dependent on social benefits. Based on the assumption that state expenditures are disproportionately high compared to the real conditions of housing. The price is inadequate and owners make use of helplessness people and the generosity of the state. The survey will take place in several social excluded quarters in Ústí nad Labem. The field will then be collected information such as service in the flat, state of the building, the legal form of contracts, apartment size, number of people in the apartment and the price. The aim is to determine whether the benefits are used adequately and people from vulnerable groups live in a suitable and stable environment.
