Comparison of health care in the Czech Republic and Germany

This thesis deals with comparing the two health systems, the differences between the quality of medical care in the Czech Republic and the Federal Republic of Germany, and more specifically with the individual physician access to the patient. The thesis explains in the theoretical part the basic concepts relating to the topic of health (the value of health and its determinants, lifestyle, prevention, illness, disease, health care, health care system and health policy) further discusses the Czech and German health care system and compares them basic structure, where the most fundamental difference is the difference of the German health system, which is divided into two levels, national and federal. The thesis also studies the role of the doctor and patient and the relationship between them. Secondary and comparative data analysis of the differences in health care in the Czech Republic and Germany showed that respondents are with care and physician access to the patient rather satisfied in Germany, although there are also drawbacks. Data obtained through semi-structured interviews show that views on health care varies according to the number of years spent in Germany (respondents who lived in Germany for example for 15 years, had with the local health care more experiences). Almost all interviewees seem to agree that the difference in health care in these countries is due to the differences in funds that are spent on health care. Annually put Germany on Health care about 11, 6% of GDP, of which 76.8% are public funds. On health care in the Czech Republic it is 7.5% of GDP. Participation in the payment of health care in the Czech Republic was 15.8%, Germany 23.5%. From the data obtained suggests that the quality of care affects the confidence in it and the need to treat the patient.

Support of regional development through the Local Action Group Podchlumí

The Diploma thesis deals with issues of the support of regional development through the Local Action Group Podchlumí, r.a. (LAG Podchlumí).
The goal of this thesis was to explore the contribution of the LAG Podchlumí to quality of life of residents and business development. Assessment of the influence of LAG on regional development has been based on the existence and implementation of the Program of rural development program of the Czech Republic Axis IV. LEADER, which leads to an improvement of management and to mobilization of the natural inner potential of countryside. The Program of rural development represented the main financial source for fruition of LAG projects in the previous programming period.
In this thesis, activities of the LAG Podchlumí and local subjects for support and development of partnership of residents and for public, business, and non-profit communities have been analysed. Implementation of own projects, through which the versatile development of the region, life improvement of residents, increase the attractiveness of the region has been evaluated. In order to get an independent and objective evaluation, an anonymous questionnaire has been conducted among residents of the region Podchlumí. Further, personal observation of the region Podchlumí, a study of professional literature as well as of internal materials of the LAG has been done. The hypothesis that the Local Action Group Podchlumí plays an important role in development of partnership of public administration of municipalities, agricultural subjects, independent agricultural as well as non-agricultural enterpreneurs, and non-profit organizations has been verified on the basis of analysis of realized activities. Support from the Program of countryside development to the region Podchlumí, Measure IV.1.2 Realization of local development strategy, contributed to achieving improvements in quality of life of residents. The greatest support was given to appearance of communities and quality of infrastructure, development of public facilities and services. Financial resources were spent also on modernization and development of agricultural as well as non-agricultural business. In comparison with other LAGs in the district Jičín, the LAG Podchlumí supported the greatest number of projects through the measure IV.1.2 of the Rural development program on realization of local developing strategy. It has been found by means of evaluation of the anonymous questionaire among residents of the region that residents perceive improvement of appearance and life of communities but they are not aware of the fact that many projects have been implemented with the contribution of activities of the LAG Podchlumí. For this reason, the LAG Podchlumí should focus more on propagation of its own activities. Residents of the region are interested in surrounding of their villages.
It is possible to made conclusion that the results of analysis of activities of the LAG authenticated and confirmed correctness of the hypothesis that the Local Action Group Podchlumí plays an important role in development of partnership of public administration of municipalities, agricultural subjects, independent agricultural as well as non-agricultural enterpreneurs, and non-profit organizations.

Role of regional product in regional development

The aim of this work is proposal of possibilities how to use regional products for regional development, to strengthen togetherness and cohesion with the given region together with an emphasis on identity and cultural heritage. This work compares regional products in two specific areas of different countries , Klatovsko in the Czech Republic and the Pays du Revermont in France. The work characterizes a particular environment, the role of regional organizations, the definition of quality, certification of origen and labeling local traditional foods. A quantitative and qualitative survey shows that interest in traditional product by consumers is high and obvious connection between the consumer, regional product and particular region. National pride and the importance of protecting of cultural heritage has showed to be one of the priorities of our epoch. The results of this work eneble practical utility. They can be useful information and base for municipality of city on issues of other development of the region and cooperation in various areas within the national and international level.

Political aspects of local government – political system of municipalities of Klatovy region

This diploma thesis is focused on the verification of the theory application coming from the conclusions of Stanislav Balíks thesis, which generalizes election behaviour during elections for local authority and it is based on an analysis of election facts in the regions of Šumperk and Jeseník. The aim of the thesis is to verify whether the theory conclusions are applicable to the results interpretation of election behaviour and the characteristics of the party system in other regions of the Czech Republic. The thesis is divided into two parts, theoretical and practical. In the theoretical part there is worked on the theoretical and legislative conclusions and Stanislav Balíks thesis. The thesis itself starts with the basic characteristics of the region of Klatovy, its administrative and demographic structuring. The core of the thesis is the data analysis of the Czech Statistical office, concerning the elections from 1994 to 2014. The attention is paid on voter turnout at municipality elections depending on different factors and the results of the elections are discussed in detail from the point of view of the suggesting parties and the number of women in municipality politics. The last chapters include a summary of the data from the region of Klatovy, it is compared with the results of Stanislav Balíks thesis and the application of his theory in another region in the Czech Republic is discussed.

Local Political Coalitions in the Statutory City of České Budějovice

Municipal policy is quite a new discipline within political science, and especially in the Czech environment it has been an object of attention in recent two decades only. While political scientists abroad have dealt with municipal policy for a long time, in the Czech environment the research of local problems has been in the margin for years.
The subject of this dissertation is not focused on the research of the Czech municipal policy as a whole, but it is concerned with the research of the particular local political system in České Budějovice in recent 25 years. As the city is a large regional capital, there might be implied a certain link between municipal and national policies, which can be noticeable not only in the representation of individual parliamentary parties in the city council, but also in the process of creating individual post-election coalitions.
Methodically the present work is a kind of comparative study which is based on the theoretical conception applying to local democracy, participation of citizens in public life, party systems, an electoral process and forming of election and executive coalitions at a local political level.
In the practical part the degree work is based on the study and analysis of local authority documents of České Budějovice, the programmes of Czech traditional political parties and other parties which, in some cases, became parts of the local political system in České Budějovice. The practical part is also to a large extent based on comparison of election data from the Czech Statistical Office.

Economic analysis of selected towns and villages

The thesis Economic analysis of selected towns and villages is divided into two main parts. In the first part there are approached the theoretical bases of local government units, method of funding of them and the rules for treatment with funds. The second, practical part, focuses on the detailed analysis of the financial management of the municipalities Jindřichov and Staré Město. After introductory information about the selected municipalities, follows detailed analysis of revenue and expenditure and the class of financing of the budget in years 2010 - 2014. For the possibility of mutual comparison there are some of the data recalculated per capita.
In the end of the thesis is coming to evaluation their financial management, which does not show major problems by both villages. The worse situation with respect to the indicator of the indebtedness is in the city Staré Město, which uses to funding of the ongoing operations the short-term bank credits, which are repaid from received transfers, but even here it is not a significant risk management with entrusted funds. To municipalities are suggested possible measures to reduce risks by indebtedness and these were provided them for contemplation.

The Development of Local Government in the Municipality of Kunvald

This thesis deals with the development of the local government in the municipality
of Kunvald since 1989. The theoretical part describes the basic concepts related to local government, including the urban area itself its citizens, the neighbourhood authorities, communal electoral system of Czech and the electoral right. The practical part is focused on characteristics of the community, description of its history, and the definition
of the local political parties. Futhermore, it is also targeted to the local organizations
and evaluates of the socio-economic indicators of the village during its participation
in public life and local government. It is also proceed further analysis of the progression and outcome of the local elections of municipality named Kunvald from 1989 to 2014.
The analysis describes all individual candidates, political parties, electoral participation, results and arising representatives, including the characteristics of their subsequent decision-making process who's municipal political scene will be implemented
in the following election period in the organs of the municipality. In addition, the practical also describes the comparison of the results from the municipal, district, regional
and national level since 1989 to 2014. Last but not least, not only it also contains analyses of active and passive usage of the voting rights, but it also includes a description
of continuity and discontinuity of individual members of the municipal council called Kunvald.

Electronic elections

This work is focused on analysis and the possible solutions of electronic elections and their benefits to users and operators. The issue of electronic elections is certainly inevitable part of the computerization of the state administration and thus a future of electoral process. Information technologies are on a constant rise for a number of years and efforts must be made to achieve and utilize the full potential of new technologies. Adapting new technologies to certain standards and principles creates systems that meet the necessary safety a transparency conditions. Nation states introduced electronic voting systems in an effort to increase turnout. The main advantage of e-voting electoral process is the ability to log in from different environments and at different times. The user is able to log in from a variety of smart devices under the basic condition of the internet access. This work aims to give a broader perspective on the issue of electronic elections, the experiences from foreign countries and a proposal for the computerization of electoral process in the Czech Republic.

Tourist attractivness of Šumava NP (consumer perspective)

The thesis focuses on the attractiveness of the Šumava National Park. Basic terminology within tourism or rather attractiveness of the tourist destination is discussed. There are four different approaches for measuring the attractiveness of the tourist destination. There was chosen one model based on an economic approach in this thesis. The main goal was to calculate the attractiveness of this region and to compare it with the results of other tourists destinations in the Czech republic.

Open data in the agrarian sector

This Master's Thesis Open Data in the Agrarian Sector is interested in the usage of open data in the particular sector of the national economy.
The aim of the search is to approach the theoretical background of the issue. The emphasis is predominantly put on the definition of open data and other related subjects.
The practical part covers the use of open data in the Czech agrarian sector. The main goal is to analyze the contemporary state of open data use of its selected institutions. After the analysis outcomes, there follows the practical demonstration of selected data opening in this sector (Grant Recipient List). The project prototype is focused on the transfer of selected data in the open format, its publication and visualization possibilities. The last part deals with the suggestion for the possibility of opening data for Czech agrarian institutions; its evaluation from some of the perspectives is also included.
The conclusion provides the general evaluation of the contemporary open data use and the summary of the given suggestion on their spread.
